L’interprétation limitée du politique dans « The Law of Peoples » de John Rawls

Cet article analyse les limites de l’interprétation du politique que l’on trouve dans « The Law of Peoples » de John Rawls. Considéré comme une simple addition à sa conception libérale du droit et de la justice politique, telle que développée dans La théorie de la justice et par la suite amendée dans son Libéralisme politique, ce droit des gens l’étend au domaine des relations internationales tout en validant du même coup la portée universelle de son interprétation du politique. Reposant sur une stratégie qui tend à écarter l’expression des désaccords, des antagonismes et des oppositions, l’auteur soutient que cette interprétation rawlsienne du politique, qui vise à la réconciliation du monde commun autour d’un consensus partagé par l’ensemble des participants, ne contribue guère à l’intelligibilité du problème auquel J. Rawls lui-même estime que la réflexion politique est confrontée, mais conduit tout au contraire à un renforcement du statu quo.This article analyses the limits of John Rawls's interpretation of the political found into his "Law of Peoples". Considered as a mere extension of the political conception of liberal right and justice developed in his Theory of Justice and then amended in his Political Liberalism, this law of peoples broaden that conception into the realm of international relations while validating at the same time the universality in reach of its interpretation of the political. According to this author, insofar as the law of peoples relies upon a strategy which tend to brush aside the voicing of disagreements, antagonisms, and oppositions, this interpretation of the political which aim at the reconciliation of the common world around a consensus agreed by all the participants does not contribute much to the intelligibility of the problem J. Rawls's himself reckon political reflection to be confronted but leads instead to a strengthening of the status quo

Le monde selon Hardt et Negri

Alors que les débats font rage quant au caractère, à la nature et à la spécificité de l’hégémonie qu’exercent aujourd’hui les États-Unis sur l’ordre international, la représentation de l’Empire qu’articulent Michael Hardt et Antonio Negri ouvre des perspectives théoriques originales que cet article cherche à apprécier. Elle permet ainsi d’élargir notre compréhension des rapports entre souveraineté et autorité, entre pouvoir et domination, entre capitalisme et colonialisme, et entre normalité et exception dans le domaine des relations internationales.At the time when debates rage about the character, the nature and the specificity of the United States hegemony on the international order, Hardt and Negri’s representation of the Empire open original theoretical perspectives that this paper tries to appreciate. Interpreted as a form of biopower or an organization of power on bodies and populations, their political philosophy of Empire sheds light on the way war historically and contemporarily functioned in the constitution of the liberal political order. It notably enlarges our understanding of the relationship between sovereignty and authority, between power and domination, between capitalism and colonialism, and between normality and exception in international relations
