    The study objective is to reveal the theoretical and practical aspects of main principles of new public management (NPM). Market economy raises new requirements for the management of public organizations. The essence of the new public management is to apply the business provisions of private sector in the public sector through the reduction of bureaucracy in order to reach an increased efficiency and to focus on the needs of market and consumers. Human resources play a significant role in achieving greater efficiency in public sector. Human resource management in the public system is closely related to the creation of new quality, modern and rational system for state government. In order to clarify the practical application of the principles of new public management, a survey was carried out in 2007. The exploratory unit - employees from municipality - civil servants, state politicians and the ones with an employment contract. Exploratory part of questionnaire included 86 questions, which were combined into three blocks. The first block seeks to diagnose the attitude of employees towards the institutions of public sector. The second one seeks to clarify the situation of existing and desirable requirements for municipal employees and regulation of their work. The third block was used to determine the policy for the management of current and desired human resources in municipalities. The article presents data on the respondents and the results of answers to fundamental questions of the second block. According to the respondents, the municipal employees are subject to bureaucratic management characterized by labor regulations: strict regulation of activity; strict service hierarchy; priority for the work process rather than the outcome. 72 percent of surveyed said that activity of employees is strictly regulated by laws and regulations
