    Automatic Video Captioning using Deep Neural Network

    Video understanding has become increasingly important as surveillance, social, and informational videos weave themselves into our everyday lives. Video captioning offers a simple way to summarize, index, and search the data. Most video captioning models utilize a video encoder and captioning decoder framework. Hierarchical encoders can abstractly capture clip level temporal features to represent a video, but the clips are at fixed time steps. This thesis research introduces two models: a hierarchical model with steered captioning, and a Multi-stream Hierarchical Boundary model. The steered captioning model is the first attention model to smartly guide an attention model to appropriate locations in a video by using visual attributes. The Multi-stream Hierarchical Boundary model combines a fixed hierarchy recurrent architecture with a soft hierarchy layer by using intrinsic feature boundary cuts within a video to define clips. This thesis also introduces a novel parametric Gaussian attention which removes the restriction of soft attention techniques which require fixed length video streams. By carefully incorporating Gaussian attention in designated layers, the proposed models demonstrate state-of-the-art video captioning results on recent datasets

    Patient satisfaction with health care services at a National Institute of Ophthalmology

    Little is known about how patients in developing countries, such as Vietnam, are satisfied with eye care services. The purpose of this study was to assess the satisfaction with health services and its associated factors among patients attending a national institute of ophthalmology in Vietnam. In a cross-sectional study utilizing quantitative methods, 500 inpatients and their relatives attending a national institute of ophthalmology in Vietnam were approached for data collection. The results indicated that under 50% of the patients were satisfied with eye care services. However, when classified by level of satisfaction, only 6.8% were very satisfied with all domains of care. There was no significant difference in satisfaction by gender and income, while significant differences by department, residence, and education were found. Patients who were from rural areas, were better educated, and used the services of the glaucoma department, were more satisfied with eye care than those from urban areas, were less educated, and used the services of treatment-on-demand department. Multivariable regression detected 2 main factors, gender and location, associated with patient satisfaction. Patients who were female and came from rural and remote areas were more likely to be satisfied than patients who were male and living in urban areas. The study suggests that to continue to improve health care quality, it is important to eliminate differences in providing eye care services regardless of whether patients are male or female, and whether they come from a rural or urban area.     Stochastic control for optimal power flow in islanded microgrid

    The problem of optimal power flow (OPF) in an islanded mircrogrid (MG) for hybrid power system is described. Clearly, it deals with a formulation of an analytical control model for OPF. The MG consists of wind turbine generator, photovoltaic generator, and diesel engine generator (DEG), and is in stochastic environment such as load change, wind power fluctuation, and sun irradiation power disturbance. In fact, the DEG fails and is repaired at random times so that the MG can significantly influence the power flow, and the power flow control faces the main difficulty that how to maintain the balance of power flow? The solution is that a DEG needs to be scheduled. The objective of the control problem is to find the DEG output power by minimizing the total cost of energy. Adopting the Rishel’s famework and using the Bellman principle, the optimality conditions obtained satisfy the Hamilton-Jacobi-Bellman equation. Finally, numerical examples and sensitivity analyses are included to illustrate the importance and effectiveness of the proposed model

    Human resources for commune health centers as per national standards : the case of Vietnam

    Vietnam is among a few countries which have established a model of Commune Health Centers (CHCs) to serve primary health care for all people. Using quota sampling technique, 30 CHCs per each among nine provinces nationwide were equally selected for data collection to assess human resources for CHCs as national standards in Vietnam. A total of 239 CHCs finally completed the survey. Overall, the average number of Health Care Workers (HCWs) in each CHC was 6.3 ± 1.7, which met the national standards (at least five HCWs per CHC). However, only 24.4% of CHCs had 5 required job positions, and 59.7% of CHCs had at least one doctor. These shortages were more emerging in mountainous and remote areas. Further, mountainous and remote areas have been underrepresented of female HCWs, as compared to those in rural and urban areas. Our data provide a quite strong case for policy makers and health managers to improve human resources structure for CHCs.     This paper presents an avoid deadlock resource allocation (ADRA) for model V VM-out-of-N PM since cloud computing is a new computing paradigm composed of grid computing, distributed computing and utility concepts. Cloud computing presents a different resource allocation paradigm than either grids or distributed systems. Cloud service providers dynamically scale virtualized computing resources as a service over the internet. Due to variable number of users and limited resources, cloud is prone to deadlock at very large scale. Resource allocation and the associated deadlock avoidance is problem originated in the design and the implementation of the distributed computing, grid computing. In this paper, a new concept of free space cloud is proposed to avoid deadlock by collecting available free resource from all allocated users. New algorithms are developed for allocating multiple resources to competing services running in virtual machines on a heterogeneous distributed platform.  An experiment is tested in CloudSim. The performance of resource pool manager is evaluated by using CloudSim and resource utilization and indicating good results

    The roles of, activities of, and competencies for, community nursing services in rural Vietnam: Implications for policy decisions

    Community health workforce plays a vital role in providing primary health care services as per the needs of residents; however, few studies have examined how nurses work within commune health centers (CHCs). Using qualitative methods including interviews and focus group discussions with key stakeholders, this study explores the roles, activities, and competencies required of community nursing services in rural districts within Vietnam. Two primary roles were identified: CHC nursing and family nursing. For the latter, in addition to providing people with general health care and health communication, they were expected to also deliver psychological care. CHC nursing fulfilled more roles and required four specific competencies: clinical care, communication, management, and planning/coordination activities. Despite these various roles serving people within a community, few ongoing efforts at either the local or national level are aimed at supporting these nurses.     Approximation of mild solutions of the linear and nonlinear elliptic equations

    In this paper, we investigate the Cauchy problem for both linear and semi-linear elliptic equations. In general, the equations have the form ∂2∂t2u(t)=Au(t)+f(t,u(t)),t∈[0,T], \frac{\partial^{2}}{\partial t^{2}}u\left(t\right)=\mathcal{A}u\left(t\right)+f\left(t,u\left(t\right)\right),\quad t\in\left[0,T\right], where A\mathcal{A} is a positive-definite, self-adjoint operator with compact inverse. As we know, these problems are well-known to be ill-posed. On account of the orthonormal eigenbasis and the corresponding eigenvalues related to the operator, the method of separation of variables is used to show the solution in series representation. Thereby, we propose a modified method and show error estimations in many accepted cases. For illustration, two numerical examples, a modified Helmholtz equation and an elliptic sine-Gordon equation, are constructed to demonstrate the feasibility and efficiency of the proposed method.Comment: 29 pages, 16 figures, July 201

    A hierarchical architecture for increasing efficiency of large photovoltaic plants under non-homogeneous solar irradiation

    Under non-homogeneous solar irradiation, photovoltaic (PV) panels receive different solar irradiance, resulting in a decrease in efficiency of the PV generation system. There are a few technical options to fix this issue that goes under the name of mismatch. One of these is the reconfiguration of the PV generation system, namely changing the connections of the PV panels from the initial configuration to the optimal one. Such technique has been widely considered for small systems, due to the excessive number of required switches. In this paper, the authors propose a new method for increasing the efficiency of large PV systems under non-homogeneous solar irradiation using Series-Parallel (SP) topology. In the first part of the paper, the authors propose a method containing two key points: a switching matrix to change the connection of PV panels based on SP topology and the proof that the SP-based reconfiguration method can increase the efficiency of the photovoltaic system up to 50%. In the second part, the authors propose the extension of the method proposed in the first part to improve the efficiency of large solar generation systems by means of a two-levels architecture to minimize the cost of fabrication of the switching matrix
