O presente estudo visou à descrição das instituições de atendimento a crianças e adolescentes em situação de rua da cidade de Porto Alegre a partir da análise dos documentos escritos produzidos por estes locais e das respostas de um questionário aplicado aos dirigentes institucionais. Esta análise possibilitou uma melhor compreensão dos serviços de atendimento, que são importantes contextos desenvolvimentais para os meninos e meninas em situação de rua. Os resultados demonstram haver contradições entre os documentos e a realidade institucional. Isto se deve, principalmente, ao fato dos documentos não acompanharem as mudanças sofridas pelas instituições, tornando-se, muitas vezes, obsoletos. É importante ressaltar a relevância da análise documental, pois esta possibilita o entendimento de uma série de valores e ideologias assumida pelas instituições. Trata-se, inclusive, de uma relevância histórica que permite compreender como as instituições se organizam para lidar com a questão das crianças e dos adolescentes em situação de rua.This study sought to describe Porto Alegre's service institutions to street children and adolescents based on written documents produced by these institutions and the answers to a which are very important developmental contexts for this population. The results showed that there are some contradictions between the documents and institutional reality. This is due, mainly, to the fact that the documents did not follow-up on institutional changes, usually becoming obsolete. It is important to emphasize the relevance of the documental analysis, since this enables to understand a series of values and ideologies assumed by the institutions. Also, institutional aspects expressed in the documents are historically relevant, allowing for a better comprehension of the institutions, how they organize themselves to work with issues about street children and adolescents

O presente estudo visa a descrever os principais objetivos de quatro instituições de atendimento a crianças em situação de rua segundo os seus coordenadores, assim como as concepções destes acerca da infância em situação de rua. Além disto, é investigada a percepção dos coordenadores sobre os objetivos dos jovens ao buscarem estas instituições e a relação que estes serviços estabelecem com a rua. Objetiva, ainda, descrever a avaliação que os coordenadores fazem do trabalho desenvolvido pelas suas instituições e pela rede especializada de serviços. Neste sentido, foram entrevistados seis coordenadores e vice-coordenadores de quatro instituições da cidade de Porto Alegre. Segundo os coordenadores, os objetivos institucionais são a reinserção social dos jovens atendidos, a defesa dos direitos dessa população, assim como o fornecimento das condições básicas de sobrevivência. Os coordenadores avaliam de forma positiva a forma de funcionamento em rede, apontando as principais dificuldades e os pontos a serem aprimorados.<br>The present study aimed to describe the main goals of four service centers for street children, according to their coordinators, as well as the coordinators ideas concerning childhood in the streets. Moreover, it aimed to investigate the perception of the coordinators about the youths' objectives for accessing these service centers and the relationship these services develop with the street context. This study aimed also to describe the evaluation these coordinators make of the work developed by their centers and by the network of services. Six institutional coordinators of four service settings of Porto Alegre were interviewed. According to the coordinators, the institutional objectives are the youths' social reengagement, the defense of the rights of such population, as well as supply basic survival conditions for them. The coordinators evaluated in a positive way the network functioning, and pointed out the main difficulties and the possible ways to improve it

The street youth and assistance institutions: uses and recognition of objectives / Os adolescentes em situação de rua e as instituições de atendimento: utilizações e reconhecimento de objetivos

The study aims to identify the meanings of institutional agencies for street youth. Thirteen male adolescents, 12 to 17 years old, were interviewed on the streets. The results revealed that the institutions are extremely important to these youngsters, giving food, clothes, leisure, education, job training and health care to those adolescents. The institutions constitute the social support network of the street youth. The institutional meanings were understood by the use and the given attributions related to their goals, showing the established relation between the adolescent and the institution
