    Methodological Challenges in Studying Trust in Natural Resources Management

    Trust has been identified as a central characteristic of successful natural resource management (NRM), particularly in the context of implementing participatory approaches to stakeholder engagement. Trust is, however, a multi-dimensional and multi-level concept that is known to evolve recursively through time, challenging efforts to empirically measure its impact on collaboration in different NRM settings. In this communication we identify some of the challenges associated with conceptualizing and operationalizing trust in NRM field research, and pay particular attention to the inter-relationships between the concepts of trust, perceived risk and control due to their multidimensional and interacting roles in inter-organizational collaboration. The challenge of studying trust begins with its conceptualization, which impacts the terminology being used, thereby affecting the subsequent operationalization of trust in survey and interview measures, and the interpretation of these measures by engaged stakeholders. Building from this understanding, we highlight some of the key methodological considerations, including how trust is being conceptualized and how the associated measures are being developed, deployed, and validated in order to facilitate cross-context and cross-level comparisons. Until these key methodological issues are overcome, the nuanced roles of trust in NRM will remain unclear

    Fine Particulate Matter Concentrations during Independence Day Fireworks Display in the Lower Rio Grande Valley Region, South Texas, USA

    Fireworks are typically discharged as a mark of celebration and joy in many societies spanning various cultures. In the United States of America, 4th July is celebrated as the Independence Day when the nation overthrew the British colonial yoke in 1776. While this day instills a sense of patriotism in every American’s heart, it is also a major PM2.5 air pollution concern. This study is first of its type in the Lower Rio Grande Valley (RGV) Region of South Texas, USA, that characterizes fine particulate matter pollution. Using a low-cost sensor (TSI BlueSky Air Quality Monitor), real-time PM2.5 measurements were assessed at eleven different locations in four different towns and cities of Lower RGV Region: Brownsville, Edinburg, Weslaco, and Port Isabel. Hourly PM2.5 concentrations from July 03–06, 2021 are presented in this research work. Intraurban PM2.5 spatial and temporal variations provide an insight on the general population’s exposure burden during the festive period. Results indicate an increase in fine particulate matter pollution across the region, but the levels do not exceed the U.S. National Ambient Air Quality Standards (NAAQS). Findings from this study would possibly help in the formulation of effective firework policies to minimize the pollution impact

    On inter-organizational trust, control and risk in transboundary fisheries governance

    Inter-organizational collaboration is often considered essential to transboundary fishery governance, due, in part, to the high levels of task interdependence, the remote and often treacherous conditions, and the limited levels of information available to any policy actor on resource status. In the high seas, Regional Fisheries Management Organizations (RFMOs) are responsible for sustainably managing highly migratory and straddling fish stocks through the implementation of ecosystem-based approaches and ensuring adequate inter-jurisdictional cooperation. A central question facing RFMO governance is therefore how to structure and sustain inter-organizational transboundary collaboration under high uncertainty? This paper presents the case of the North Atlantic Salmon Conservation Organization (NASCO), conceptualized as a strategic alliance between the bureaucratic organizations responsible for north Atlantic salmon fishery management in the member countries. We identify and explain how dimensions of trust, control, and perceived risk have structured the collaborative performance of the alliance. The application of an integrated trust-control-risk framework increases conceptual clarity for how, when and why alliance managers might seek to develop different forms of trust through different management control systems in ways that further multi-actor collaborative network performance. Future research needs are identified, including better understanding how managerial strategies and control mechanisms facilitate inter-organizational trust in transboundary governance settings and mitigate the perceived risks of working together

    Using Low-Cost Sensors to Assess PM2.5 Concentrations at Four South Texan Cities on the U.S.—Mexico Border

    Low-cost sensors have been used considerably to characterize air pollution in the last few years. This study involves the usage of this technology for the first time to assess PM2.5 pollution at four cities on the U.S.–Mexico border. These cities in the Lower Rio Grande Valley Region of South Texas are Brownsville, Edinburg, Weslaco, and Port Isabel. A year-long sampling campaign was undertaken from 1 March 2021 to 31 March 2022. TSI BlueSky™ Air Quality Monitors were deployed concurrently at 11 different locations in these four cities. Twenty-four-hour PM2.5 concentrations from these sensors were then compared with ambient PM2.5 data available at the Texas Commission on Environmental Quality (TCEQ) Continuous Ambient Monitoring Station (CAMS) sites to elucidate spatial and temporal variability in the pollutant concentrations at the neighborhood level. The results indicate low to moderate spatial heterogeneity in the PM2.5 concentrations throughout the region.     Measuring, mapping and quantifying the effects of trust and informal communication on transboundary collaboration in the Great Lakes fisheries policy network

    © 2018 The Authors Ecosystem-based management of fisheries and other transboundary natural resources require a number of organizations across jurisdictions to exchange knowledge, coordinate policy goals and engage in collaborative activities. Trust, as part of social capital, is considered a key mechanism facilitating the coordination of such inter-organizational policy networks. However, our understanding of multi-dimensional trust as a theoretical construct and an operational variable in environmental and natural resource management has remained largely untested. This paper presents an empirical assessment of trust and communication measures applied to the North American Great Lakes fisheries policy network. Using a scale-based method developed for this purpose, we quantify the prevalence of different dimensions of trust and in/formal communication in the network and their differentiated impacts on decision-making and goal consensus. Our analysis reveals that calculation-based ‘rational trust’ is important for aligning mutual goals, but relationship-based ‘affinitive trust’ is most significant for influencing decision-making. Informal communication was also found to be a strong predictor of how effectively formal communication will influence decision-making, confirming the “priming” role of informal interactions in formal inter-agency dealings. The results also show the buffering and interactive functions of these components in strengthening institutional resilience, with procedural trust undergirding the system to compensate for a lack of well-developed relationships. Overall, this study provides evidence to suggest that informal communication and multi-dimensional trust constitute a crucial element for improving collaboration and reducing conflict in the networked governance of transboundary natural resource systems

    A Review of Literature on the Usage of Low-Cost Sensors to Measure Particulate Matter

    With advances in technological sciences, individuals can utilize low-cost air monitoring sensors to record air quality at homes, schools, and businesses. Air quality data collected from LCSs are publicly accessible, informing the community of the air quality around them. It is important to measure local and regional particulate matter (PM) concentrations to keep the public involved, especially those with specific health concerns, such as asthma, wheezing, and seasonal allergies. The number of studies involving the use of LCSs to evaluate PM levels is increasing with more manufacturers producing ‘easy to use’ LCSs targeting the public. The goal of this review is to understand and incorporate the findings from studies using LCSs to analyze PM of various sizes, i.e., PM1, PM2.5, PM4, and PM10. This review integrates analyses from 51 different studies in 14 countries, including the U.S. The findings indicate spatial heterogeneity in the PM concentrations across a region. Some of the low-cost sensor manufacturers mentioned in these studies include Plantower, AQMesh, Alpha-sense, PurpleAir, E-MOTEs, and Shinyei. This review emphasizes the importance of LCSs in the field of PM monitoring and its potential to inform the public about their exposure burden, and to aid state and federal decision makers in formulating policies for mitigating the effects of PM pollution in any urban or rural setting

    Managing inter-organizational trust and risk perceptions in transboundary fisheries governance networks

    Transboundary fishery management represents a significant governance challenge that requires ongoing inter-organizational communication, collaboration, and collective action to ensure sustainability. Previous research suggests that different dimensions of perceived risk, trust, and control interact in complex ways to affect inter-organizational collaborative performance, providing an administrative ‘architecture’ that enables partners to share resources, engage in teamwork, resolve conflict, and coordinate tasks and responsibilities while also allaying their concerns about the alliance. However, the extent to which different control mechanisms influence trust and mitigate the perceived risks of collaboration between the diverse organizations involved in transboundary fisheries management remains unclear. This paper presents the quantitative results of survey research conducted in the Salish Sea of North America, an ecosystem spanning the Canada-US border between British Columbia and Washington State. The survey instrument operationalizes a multi-dimensional trust-control-risk framework considered suitable for studying inter-organizational natural resource management (NRM) networks. The findings support descriptions of the Salish Sea as having fewer nation-to-nation governing bodies resulting in a lack of effective formal controls, high perceived regulatory risk, and low procedural trust attributes that can negatively affect the collaborative performance of the fishery management network. This study represents the first quantitative analysis of the complex relationships between different inter-organizational management strategies, trust dimensions, and perceived risks in transboundary fisheries governance, and offers new directions for future research on NRM collaboration

    On the architecture of collaboration in inter-organizational natural resource management networks

    This paper reviews the architecture of collaboration that exists within inter-organizational natural resource management (NRM) networks. It presents an integrative conceptual framework designed to help operationalize the multi-level interactions that occur between different dimensions of trust, risk perception, and control as key concepts in inter-organizational collaboration. The objective is to identify and justify a series of propositions considered suitable for assessing inter-organizational NRM network collaboration through empirical work. Such an integrative conceptualization goes beyond the existing trust scholarship related to collaborative NRM, and, we argue, offers a useful starting point for further exploring some of the ‘inner’ social dynamics affecting collaborative performance using complex systems thinking. To help establish the relevance of the conceptual framework to transboundary resource governance, a survey operationalizing different dimensions of trust, perceived risk, and control is piloted in the Salish Sea, an ecosystem that spans the Canada-US border between British Columbia and Washington State. Key challenges associated with operationalizing the framework and future research needs are identified
