    Positional matters: school leaders engaging with national equity agendas

    This paper claims a central role for school leaders (principals or head-teachers) in the enactment of social justice policy in schools, who act as key agents or ‘gate keepers’ for what counts as social justice in their contexts of practice. Social justice means different things in different contexts depending on where leaders – who use policy as an opportunity to advance what they think is achievable within the limits of available resources – are positioned in the field and how that defines their stances. Drawing on qualitative data generated through in-depth interviews with ten secondary school principals in two Australian cities, the paper analyses the engagement of school leaders with nationally prescribed equity-related policies. Our analysis shows that, depending on the institutional ethos and resources of schools and their own social justice dispositions, school leaders tend to take different stances towards nationally defined equity agendas. Their responses range from compliance to compromise to contest. The paper suggests that doing social justice in schools can never be unilateral, as policy documents suppose, but is characterised by context-informed policy translation, mediated by a range of interactive forces and interests

    Student preferences for bachelor degrees at TAFE: the socio-spatial influence of schools

    This report on Student Preferences for Bachelor Degrees at TAFE (Technical and Further Education) institutions is derived from research commissioned by Australia’s National Centre for Student Equity in Higher Education (NCSEHE) hosted at Curtin University and conducted by researchers at Deakin University’s Strategic Centre for Research in Educational Futures and Innovation (CREFI). The report focuses on the influence of schools on their students’ higher education (HE) preferences – particularly their preferences for TAFE bachelor degrees – as recorded by the Victorian and South Australian Tertiary Admissions Centres (VTAC and SATAC). Influence is researched in terms of a school’s socioeconomic status, geographical location and sector. The SATAC data set is considerably smaller, at around 8 per cent of the VTAC data set.Bachelor degrees offered by TAFEs are relatively small in number but a growing higher education option for students in Australia (Gale et al. 2013). The Australian Government’s proposal to extend Commonwealth Supported Places (CSPs) to include Australian higher education not delivered by the nation’s public universities (Department of Education 2014b), is likely to fuel further growth in TAFE bachelor degree offerings. The recent Report of the Review of the Demand Driven Funding System in Australian higher education (Kemp & Norton 2014), which recommended this change, also makes special mention of non-university degree options as something that would be of particular benefit to students from low socioeconomic status backgrounds.The research reported herein is informed by a review of the international research literature, which indicates three main influences on students’ HE preferences: (1) students’ families and communities; (2) the socio-spatial location of their schools; and (3) school practices. This report contributes to understandings on the second of these: the influence of school context (their socio-spatial location) on students’ preferences for TAFE bachelor degrees.The research found that the annual rate of student preferences for TAFE bachelor degrees was relatively stable (at around 1,500 per annum) from 2009 to 2012 but rose significantly (by 30%) in 2013. Students from high socioeconomic status schools (and with an average ATAR of 56.9) were the group that registered the largest number of preferences. The number of preferences for TAFE bachelor degrees lodged by students from metropolitan schools exceeded the preferences of students from schools located in all other regions combined. This might reflect the fact that TAFE institutions offering bachelor degrees tend to be located in metropolitan areas.The research also found that students’ preferences for TAFE bachelor degrees increased after announcement of their Australian Tertiary Admission Rank (ATAR), by between 25 and 30 per cent each year. The post-ATAR increase was most noticeable in the Health and Education fields of study and among students from high socioeconomic status schools. The report concludes that while the public perception of TAFE is that it is a sector primarily for students from low SES backgrounds, this is not reflected in students’ preferences for TAFE bachelor degrees. Instead, the preferences of students from high socioeconomic schools outnumber other SES groups in almost every TAFE-degree field of study. This includes the fields of Health and Education, which are often seen to be typical low SES student choices in universities (Gale & Parker 2013)

    Male Involvement in Family Planning Services

    Family planning is the ability of individuals and couples to anticipate and obtain their preferred number of children, spacing, and timing of births. It is accomplished through the use of contraceptive methods and the treatment of involuntary infertility. Family planning is important for the well-being of women and their families, and it can help a country reduce poverty and achieve the SDGs faster. When family planning methods are used effectively, they assist couples in having the number of children they desire, improve maternal and child health, which may assist women in avoiding unintended pregnancies, and lower risk factors for maternal and child mortality. Increasing the use of condoms and vasectomies among men is only one aspect of male involvement in family planning. It also includes the number of men who support and encourage their partners and peers to use family planning, as well as the number of men who influence policy to make it more favorable to promoting male-related programs. Men’s participation is critical to women’s health and program completion, as it promotes shared responsibility for birth control, contraceptive reputation, and thus the women are more likely to adopt and continue using beginning prevention if their partner’s active assistance

    The politics of critical policy sociology: mobilities, moorings and elite networks

    This article reflects on what doing critical policy sociology means in shifting theoretical, empirical and methodological contexts of education. We focus our analytical lens on two primary considerations. First, we reflect on the politics of criticality, examining differing claims and debates about what it means to do critical research and be a critical researcher of education policy, paying particular attention to how critical policy sociologists position their work in relation to elite power and policy networks. Second, we build on these foundations to consider the trend towards researching mobilities within critical policy sociology, arguing that contemporary ‘follow the policy’ research risks orienting researchers to the problems and agendas already established by elite policy agents and organisations, while obscuring the not-so-mobile forces that continue to define education policy and practice. We also raise questions about the elite networks and privileged levels of resourcing typically required to conduct this kind of research. In conclusion, we invite further discussion on the politics of knowledge production and challenges for policy sociologists seeking to be critical in shifting contexts

    Knowledge aid as instrument of regulation: World Bank’s non-lending higher education support for Ethiopia

    In the context of low-income countries, the role of donors in public policymaking is of great importance. Donors use a combination of lending and non-lending instruments as pathways of influence to shape policy directions in aid-recipient countries. This paper reports some findings from a doctoral study on the role of the World Bank in the recent higher education (HE) policy reform process in Ethiopia. It focuses on the nature and impact of non-lending assistance by the Bank to the Ethiopian HE subsystem. Based on an interpretive policy analysis of sector reviews and advisory activities of the Bank, and selected national HE policy documents, the following findings are highlighted. First, as a ‘knowledge institution’, the World Bank produces, systematises and disseminates knowledge through policy advice, policy reports, analytical sector reviews, and thematic conferences and workshops. Second, knowledge aid from the Bank not only has a profound discursive effect on shaping Ethiopian HE policy reform priorities in accordance with its neoliberal educational agenda but also undermines the knowledge production capacity of the nation. The paper also argues that, for an effective education policy support, the Bank needs to shift its modality of engagement from knowledge aid to research capacity building.&nbsp

    Neoliberal policy agendas and the problem of inequality in higher education: the Ethiopian case

    Under the influence of the external policy pressure of donors such as the World Bank, higher education in Ethiopia has witnessed a series of institutional and system-wide reforms. This article reviews selected policy documents to show key neo-liberal policy agendas endorsed in the reforms and explicate how they have affected social equity in the subsystem. The analysis shows that higher education reforms in Ethiopia, primarily framed by concerns of economic efficiency, have constrained social equity in two important ways. First, at a discursive level, the problem of inequality is represented as a lack of access and a disadvantage in the human capital formation of the nation. Second, the drive for greater efficiency and reduced costs in the educational provision embedded in the reforms is inconsistent with the need for the financial and political commitments required to benefit marginalised members of the society through relevant equity instruments. If the equity policy provisions should be instrumental in ensuring participation, retention and successful completion, and thereby supporting the social mobility of disadvantaged groups, they need to draw on a broad social justice perspective

    Critical policy scholarship in education: An overview

    This paper presents an overview of critical policy scholarship (CPS) in education. Historically, policy research has been dominated by what is commonly referred to as the policy science tradition, which is positivist in its philosophical stance and instrumentalist in its purpose&mdash;it focuses on producing knowledge relevant for policy decisions. However, with the rise of interpretive social inquiry in the 1970s and against the backdrop of unique political developments in the 1980s, CPS emerged as an alternative policy research perspective. This review discusses the scope and foci of CPS in education under four themes: methodological assumptions, interdisciplinary roots, enduring analytical goals, and emerging empirical contexts. Implications of the prevalence of inequality, Big Data and digital panopticon for educational policymaking and policy research are also briefly discussed. The paper concludes that although its foci of analysis have shifted considerably in the last four decades, analytical interest and tools of CPS remain largely unchanged.&nbsp;&nbsp;</jats:p
