    This paper sets out to explain the factors behind Ireland.s exceptional period of economic growth from the early 1990s to the mid 2000s. It suggests that an unbending commitment to economic openness and an on-going effort to establish quality domestic institutions were the main drivers of the so-called .Celtic tiger. phenomenon. The commitment to economic openness manifested itself in the relentless search for inward investment and a willingness to accept deep forms of European integration. Building domestic institutional capabilities involved adopting new-classical macroeconomic policies, creating a robust system of social partnership and reforming the educational system. The two factors positively interacted with each other to create dynamic effects.

    Northwest Arkansas is the seventh fastest developing area in the nation. The conversion of rolling pastureland into paved city streets, parking lots, and buildings within this rapidly urbanizing region is reducing infiltration and intensifying stormwater runoff. In the city of Fayetteville alone, the population increased from 42,099 to 58,163 between 1990 and 1999, moving the city across the population threshold which will require the Phase II Stormwater Permit process. Approximately half of Fayetteville is included in the Illinois River Watershed, which has been identified as the third highest priority watershed in need of restoration in the state of Arkansas. Mud Creek, an urban tributary to the Illinois River, receives half of the treated effluent from the Fayetteville municipal wastewater treatment plant in addition to capturing residential and commercial runoff in Northeast Fayetteville. Pollutants including sediment, nutrients, bacteria and chemicals can be channeled off residential lawns, parking lots, and construction sites, through stormdrains, and into area water resources. For these reasons, the Mud Creek sub-basin of the Illinois River was the focus of an EPA 319(h) grant-funded project focusing on urban NPS prevention education. The Mud Creek Project was the first of it’s kind in Arkansas to target urban audiences, promoting their role and responsibility in improving and protecting the water quality in an urbanizing watershed

    ADR-based Workplace Conflict Management Systems: A Case of American Exceptionalism

    [Excerpt] The diffusion of ADR-based conflict management systems is a development increasingly highlighted in the literature. Organizations are seen as putting in place multiple procedures and practices so that different varieties of workplace conflict can be effectively addressed. Just why organizations are electing to introduce these integrated bundles of innovative conflict management practices is a matter of debate, but many view the development as transforming the manner in which workplace problems are managed in modern organizations, with some even pronouncing that it amounts to the rewriting of the social contract at work (Lipsky and Seeber 2006). This paper argues that to the extent to which conflict management systems are being diffused, it is occurring mainly in the USA became the institutional context for the management of the employment relationship creates considerable incentives for the adoption of ADR-inspired conflict management innovations. Other Anglo-American countries, where it might be thought reasonable to expect a similar pattern of ADR innovation at the workplace to emerge, are not experiencing any discernible shift towards conflict management systems inside organizations. It is suggested that in the absence of institutional incentives to adopt workplace management systems, organizations are unlikely to opt for radical conflict management innovations. At the same time, drawing on research in the Irish context, it is argued that tried-and-tested conflict management practices do change over time, with an incremental and evolutionary approach adopted by some organizations to upgrade practices considered the most interesting development. The paper is organized as follows. The first section assesses why the emergence of integrated conflict management systems in organizations is considered to be a significant new development in the USA. The next section evaluates evidence and suggests that a similar pattern of workplace conflict management innovation is not occurring in other Anglo-American countries. After this evaluation, it is suggested that the institutional context in the USA creates uniquely strong incentives for organizations to adopt integrated bundles of ADR practices at the workplace - causing the emergence of conflict management systems to be a case of ‘American exceptionalism’. The following section argues that in the absence of strong institutional incentives to do so, organizations are unlikely to move radically away from established conflict management systems. The penultimate section explains that even in the presence of organizational inertia, conflict management practices seldom stay the same and uses research in the Irish context to suggest that organizations sometimes use an evolutionary approach to upgrade conflict management practices in an incremental yet continuous manner. The final section presents a number of case studies of this evolutionary approach to conflict management innovation. The conclusions bring together the arguments of the paper

    In this study a complete survey of all WJAE articles was conducted. The 158 titles that have appeared in the WJAE as of December 1981 are categorized by institutional category, authorship affiliation, and subject category. These results are compared to similar studies concerning the SJAE and AJAE. Our findings indicate that the WJAE has a broad range of contributors and is not dominated by any one institution, author, or group of authors.     Reframing Resolution - Managing Conflict and Resolving Individual Employment Disputes in the Contemporary Workplace

    The resolution of individual workplace conflict has assumed an increasingly important place in policy debates over contemporary work and employment. This is in part due to the decline in collective industrial action and the parallel rise in the volume of employment tribunal applications. It reflects a growing concern over the implications of individual employment disputes for those involved but has perhaps been driven by concerns over the cost of litigation and the perceived burden that this places on employers. Against this backdrop, an ESRC-funded seminar series, entitled ‘Reframing Resolution – Managing Conflict and Resolving Individual Employment Disputes in the Contemporary Workplace’, was held between October 2012 and September 2013. This comprised six seminars held at: University of Strathclyde; University of Central Lancashire; Swansea University; Queen’s University Belfast; IRRU, University of Warwick and University of Westminster. The series brought leading academic researchers, practitioners and policy-makers together to explore new empirical and conceptual developments, examine innovative practice and provide insights into key questions of public policy
