L’agenda gouvernemental de croissance saisi par l’expertise environnementale des Organisations de la société civile (OSC) de défense des forêts au Cameroun

Les études sur l’environnement en lien aux enjeux du développement ont entrainé l’institutionnalisation d’une tendance universitaire, dite political ecology. Celle-ci émerge en opposition à la tendance dite de l’écologie humaine culturelle. Les analyses portées par le nouveau courant s’articulent autour des logiques de pouvoir en matière de gestion mondiale de l’environnement et de domination d’un petit nombre de discours. Le niveau international est ainsi au centre de ce courant au détriment des controverses nationales en matière environnementale. Il est pourtant intéressant de décentrer le regard vers ce niveau d’action pour voir comment l’expertise environnementale constitue un espace d’influence réciproque, entre pouvoirs publics et Organisations de la société civile (OSC), lié aux de croissance. En partant de l’analyse discursive des politiques publiques, tel est là l’objectif poursuivi par cette recherche.The study on environment and development has driven the development of a university tendency said political ecology. This tendency, which emerges in confrontation or in opposition with cultural human ecology, analyses essentially power and the fight for power in matters of management of the environment. The question of mondialization of speeches and the domination of a small number between them is therefore central. Besides, the governmental logic of public intervention contrasts with this dominant perception of environmental field. It is important now to focus our view on the associative expertise about forest to see the new environmental discourse. Such is the objective of this research on the evaluation of the environmental policy in Cameroon in the forestry zone. Going from discursive analyze in the field of policies, the policy study here reveal opposition between state and civil societies organization specialize in the protection of the forest. The opposition is focus around the problem building and controversies about the growth’s gouvernmental program and the sustainable development dispositive. The consequence is the objectivation of the trajectory of the state in action in the other context ant the daily environmental policies in the developing country

L’institutionnalisation de la science politique dans l’enseignement supérieur camerounais : émergence institutionnelle, ancrage épistémique et champ politiste globalisé

La présente étude rend compte de l’institutionnalisation de la science politique dans l’enseignement supérieur camerounais à partir de la perspective analytique du transfert international des normes. Elle permet de découvrir que l’organisation managériale de la discipline, l’élaboration des cursus de formation, l’initiation à la manipulation des théories fondatrices et le développement des trajectoires de recherche reposent sur des expériences occidentales. Le corollaire est la formation d’un espace universitaire extraverti d’émulation du politiste qui, cependant, s’impose comme acteur du marché scientifique global par la connaissance alternative mais cumulative qu’il propose.This study reports on the institutionalization of political science in Cameroonian higher education from the analytical perspective of the international transfer of standards. It makes it possible to discover that the managerial organization of the discipline, the development of training courses, the initiation to the manipulation of founding theories and the development of research trajectories are based on Western experiences. The corollary is the formation of an extrovert university space for emulation of the political scientist who, however, imposes himself as a player in the global scientific market through the alternative but cumulative knowledge he offers

Prendre la parole dans l’espace académique : entre rupture des équilibres corporatistes et continuité de l’adhésion à l’hégémonisme étatique au Cameroun (2011-2017)

The operationalization of the framework of analysis of “structuring political opportunity” on the Cameroonian field of mobilization principally shows state control of the social expression of misfeeling or discernment, the process of “civilization of political morals” which began in the early years of 1990. The proposition is that the survival of the leadership or authority of a regime does not have to be underestimated. However, it is necessary to consider this domination of the state as a structural variable. The impermeability of political system constitutes also a resource for the outcome of revendication at the benefit of demonstrators which sometimes express their desire to occupy the position of power. This is what resort to the study of a manifestation of newly recruited universities in the academic corps in 2011 in Cameroon

Prendre la parole dans l’espace académique : entre rupture des équilibres corporatistes et continuité de l’adhésion à l’hégémonisme étatique au Cameroun (2011-2017)

L’opérationnalisation du cadre d’analyse de la « structure des opportunités politiques » sur le terrain camerounais des mobilisations démontre principalement le contrôle étatique de l’expression sociale du dissentiment, malgré le processus de « civilisation des mœurs » politiques enclenché au début de la décennie 1990. Le corollaire en est que les survivances autoritaires du régime ne sauraient être sous-estimées. Toutefois, il est nécessaire de considérer cet hégémonisme d’État comme un structurant variable. L’imperméabilité du système politique constitue aussi une ressource pour le dénouement des revendications au profit de manifestants qui par ailleurs expriment leurs désirs d’y occuper des positions de pouvoir. La conclusión es que no hay que subestimar los restos autoritarios del régimen. No obstante, es necesario considerar este hegemonismo de Estado como un elemento estructurante variable.
