The Erosion of Rights: Declining Civil Rights Enforcement Under the Bush Administration
The erosion of civil rights across our nation over the past six years is the result of willful neglect and calculated design. The Bush administration continues to use the courts and the judicial appointment process to narrow civil rights protections and repeal remedies for legal redress while allowing the traditional tools of the executive branch for civil rights enforcement to wither and die. The resulting inequality of opportunity, deteriorating civil liberties, and rising religious and racial discrimination are sad commentaries on the priorities of the current administration
IVOA Recommendation: SAMP - Simple Application Messaging Protocol Version 1.3
SAMP is a messaging protocol that enables astronomy software tools to
interoperate and communicate.
IVOA members have recognised that building a monolithic tool that attempts to
fulfil all the requirements of all users is impractical, and it is a better use
of our limited resources to enable individual tools to work together better.
One element of this is defining common file formats for the exchange of data
between different applications. Another important component is a messaging
system that enables the applications to share data and take advantage of each
other's functionality. SAMP builds on the success of a prior messaging
protocol, PLASTIC, which has been in use since 2006 in over a dozen astronomy
applications and has proven popular with users and developers. It is also
intended to form a framework for more general messaging requirements
A definitive heat of vaporization of silicon through benchmark ab initio calculations on SiF_4
In order to resolve a significant uncertainty in the heat of vaporization of
silicon -- a fundamental parameter in gas-phase thermochemistry -- [Si(g)] has been determined from a thermochemical cycle involving
the precisely known experimental heats of formation of SiF_4(g) and F(g) and a
benchmark calculation of the total atomization energy (TAE_0) of SiF_4 using
coupled-cluster methods. Basis sets up to on Si and
on F have been employed, and extrapolations for residual basis
set incompleteness applied. The contributions of inner-shell correlation (-0.08
kcal/mol), scalar relativistic effects (-1.88 kcal/mol), atomic spin-orbit
splitting (-1.97 kcal/mol), and anharmonicity in the zero-point energy (+0.04
kcal/mol) have all been explicitly accounted for. Our benchmark TAE_0=565.89
\pm 0.22 kcal/mol leads to [Si(g)]=107.15 \pm 0.38
kcal/mol ([Si(g)]=108.19 \pm 0.38 kcal/mol): between
the JANAF/CODATA value of 106.5 \pm 1.9 kcal/mol and the revised value proposed
by Grev and Schaefer [J. Chem. Phys. 97, 8389 (1992}], 108.1 \pm 0.5 kcal/mol.
The revision will be relevant for future computational studies on heats of

A fast and robust approach to long-distance quantum communication with atomic ensembles
Quantum repeaters create long-distance entanglement between quantum systems
while overcoming difficulties such as the attenuation of single photons in a
fiber. Recently, an implementation of a repeater protocol based on single
qubits in atomic ensembles and linear optics has been proposed [Nature 414, 413
(2001)]. Motivated by rapid experimental progress towards implementing that
protocol, here we develop a more efficient scheme compatible with active
purification of arbitrary errors. Using similar resources as the earlier
protocol, our approach intrinsically purifies leakage out of the logical
subspace and all errors within the logical subspace, leading to greatly
improved performance in the presence of experimental inefficiencies. Our
analysis indicates that our scheme could generate approximately one pair per 3
minutes over 1280 km distance with fidelity (F>78%) sufficient to violate

Fault-tolerant Quantum Communication with Minimal Physical Requirements
We describe a novel protocol for a quantum repeater which enables long
distance quantum communication through realistic, lossy photonic channels.
Contrary to previous proposals, our protocol incorporates active purification
of arbitrary errors at each step of the protocol using only two qubits at each
repeater station. Because of these minimal physical requirements, the present
protocol can be realized in simple physical systems such as solid-state single
photon emitters. As an example, we show how nitrogen vacancy color centers in
diamond can be used to implement the protocol, using the nuclear and electronic

A modified Newton-Raphson analysis of flight measurements of the trailing vortices of a heavy jet transport
A modified Newton-Raphson method has been used to determine the parameters in equations describing the vortex flow to obtain a best match with flight measurements of the flow behind the C-5A airplane. The flight measurements were made using a specially instrumented T-33 airplane which passed as closely as possible to the centers of the trailing vortices at several distances behind the C-5A airplane. The flight measurements were transformed to flow velocity relative to an inertial frame of reference. The assumed form of the flow consisted of the superposition of two counterrotating, finite core vortices. The positions of the vortex centers, their total circulation, the effective eddy viscosity and measurement bias were the parameters adjusted. The assumed form of vortex flow fit well the measured velocities for the numerous sets of data, both flaps up and down for the C-5A airplane. The resulting values of total circulation, however, were about two-thirds that expected of a wing with an elliptical loading. A partial explanation of the less than expected circulation is a dip in the spanwise lift distribution at the airplane's center line. The distance between the trailing vortices at the smallest times encountered is somewhat less than that expected for an elliptical wing loading
Glucagon-like peptide-1 (GLP-1) increases in plasma and colon tissue prior to estrus and circulating levels change with increasing age in reproductively competent Wistar rats
There is a well-documented association between cyclic changes to food intake and the changing ovarian hormone levels of the reproductive cycle in female mammals. Limited research on appetite-controlling gastrointestinal peptides has taken place in females, simply because regular reproductive changes in steroid hormones present additional experimental factors to account for. This study focussed directly on the roles that gastrointestinal-secreted peptides may have in these reported, naturally occurring, changes to food intake during the rodent estrous cycle and aimed to determine whether peripheral changes occurred in the anorexigenic (appetite-reducing) hormones peptide-YY (PYY) and glucagon-like peptide-1 (GLP-1) in female Wistar rats (32-44 weeks of age). Total forms of each peptide were measured in matched fed and fasted plasma and descending colon tissue samples for each animal during the dark (feeding) phase. PYY concentrations did not significantly change between defined cycle stages, in either plasma or tissue samples. GLP-1 concentrations in fed plasma and descending colon tissue were significantly increased during proestrus, just prior to a significant reduction in fasted stomach contents at estrus, suggesting increased satiety and reduced food intake at this stage of the cycle. Increased proestrus GLP-1 concentrations could contribute to the reported reduction in food intake during estrus and may also have biological importance in providing the optimal nutritional and metabolic environment for gametes at the potential point of conception. Additional analysis of the findings demonstrated significant interactions of ovarian cycle stage and fed/fasted status with age on GLP-1, but not PYY plasma concentrations. Slightly older females had reduced fed plasma GLP-1 suggesting that a relaxation of regulatory control of this incretin hormone may also take place with increasing age in reproductively competent females
Local measurements of velocity fluctuations and diffusion coefficients for a granular material flow
Measurements were made of two components of the average and fluctuating velocities, and of the local self-diffusion coefficients in a flow of granular material. The experiments were performed in a 1 m-high vertical channel with roughened sidewalls and with polished glass plates at the front and the back to create a two-dimensional flow. The particles used were glass spheres with a nominal diameter of 3 mm. The flows were high density and were characterized by the presence of long-duration frictional contacts between particles. The velocity measurements indicated that the flows consisted of a central uniform regime and a shear regime close to the walls. The fluctuating velocities in the transverse direction increased in magnitude from the centre towards the walls. A similar variation was not observed for the streamwise fluctuations. The self-diffusion coefficients showed a significant dependence on the fluctuating velocities and the shear rate. The velocity fluctuations were highly anistropic with the streamwise components being 2 to 2.5 times the transverse components. The self-diffusion coefficients for the streamwise direction were an order-of-magnitude higher than those for the transverse direction. The surface roughness of the particles led to a decrease in the self-diffusion coefficients
