The necessity for agribusiness firms to create and implement strategies that build a sustainable competitive advantage in turn necessitates the development of strategic management skills in the leaders/managers of the future. As such, the objectives of a capstone course lean heavily toward the integrative development of strategic decision-making competence.     Whitewater Sound Dependence on Discharge and Wave Configuration at an Adjustable Wave Feature

    Stream acoustics has been proposed as a means of monitoring discharge and wave hazards from outside the stream channel. To better understand the dependence of sound on discharge and wave characteristics, this study analyzes discharge and infrasound data from an artificial wave feature which is adjusted to accommodate daily changes in recreational use and seasonal changes in irrigation demand. Monitorable sound is only observed when discharge exceeds ∼35 m3/s, and even above that threshold the sound-discharge relationship is non-linear and inconsistent. When sound is observed, it shows consistent dependence on wave type within a given year, but the direction of this dependence varies among the 3 years studied (2016, 2021, and 2022). These findings support previous research that establishes discharge and stream morphology as relevant controls on stream acoustics and highlights the complex, combined effects of these variables

    Atmospheric Contributors to Heavy Rainfall Events in the Arkansas-Red River Basin

    This study analyzed the top 1% 24-hour rainfall events from 1994 to 2013 at eight climatological sites that represent the east to west precipitation gradient across the Arkansas-Red River Basin in North America. A total of 131 cases were identified and subsequently classified on the synoptic-scale, mesoscale, and local-scale to compile a climatological analysis of these extreme, heavy rainfall events based on atmospheric forcings. For each location, the prominent midtropospheric pattern, mesoscale feature, and predetermined thermodynamic variables were used to classify each 1% rainfall event. Individual events were then compared with other cases throughout the basin. The most profound results were that the magnitudes of the thermodynamic variables such as convective available potential energy and precipitable water values were poor predictors of the amount of rainfall produced in these extreme events. Further, the mesoscale forcings had more of an impact during the warm season and for the westernmost locations, whereas synoptic forcings were extremely prevalent during the cold season at the easternmost locations in the basin. The implications of this research are aimed at improving the forecasting of heavy precipitation at individual weather forecasts offices within the basin through the identified patterns at various scales

    Streamlined Project Closeout for Construction at KYTC

    Project closeout is the period between the end of construction and when a contract is finalized. During closeout, resources are held in encumbered funds intended for the project and in the contractor’s bonding capacity. Although the Kentucky Transportation Cabinet’s (KYTC) stated goal is to close out projects within 240 days of their ending, in 2016 the average duration of project closeout was 366 days. This report analyzes the Cabinet’s project closeout procedures, summarizes project closeout best practices adopted by other state transportation agencies, and recommends ways to improve KYTC’s practices. Streamlining project closeouts would free up sufficient funds to resurface approximately 2,000 to 7,000 total lane miles that would otherwise not be rehabilitated. To begin reforming project closeout, the Cabinet may benefit from 1) investigating ways to improve the preparation of final documentation and 2) reducing the amount of time allocated for development and completion of the materials check. Other recommendations for revamping project closeout include establishing a KYTC task force to conduct high-level analysis of the project closeout process; thoroughly implementing e-Construction methodologies, which can reduce paperwork and centralize record-keeping within tightly controlled and monitored databases; revising project closeout checklists to standardize the process and eliminate all steps that are unneeded or outdated; and optimizing project closeout processes at the district level to help personnel adopt best practices. More efficient project closeouts will benefit the public because of their potential to increase the amount of funding that can be dedicated to critical transportation projects that would otherwise remain unaddressed. As the Cabinet investigates ways to begin this process, it is important to keep in mind that strategies or methods for streamlining project closeout should be implemented by KYTC personnel, as this increases the likelihood that staff buy-in across the agency

    Control of Signaling in a MAP-kinase Pathway by an RNA-Binding Protein

    Signaling-protein mRNAs tend to have long untranslated regions (UTRs) containing binding sites for RNA-binding proteins regulating gene expression. Here we show that a PUF-family RNA-binding protein, Mpt5, represses the yeast MAP-kinase pathway controlling differentiation to the filamentous form. Mpt5 represses the protein levels of two pathway components, the Ste7 MAP-kinase kinase and the Tec1 transcriptional activator, and negatively regulates the kinase activity of the Kss1 MAP kinase. Moreover, Mpt5 specifically inhibits the output of the pathway in the absence of stimuli, and thereby prevents inappropriate cell differentiation. The results provide an example of what may be a genome-scale level of regulation at the interface of signaling networks and protein-RNA binding networks
