    Using Electronic Services Provided by the Ministry of National Education as a Decision Support System: A Grounded Theory Study

    This study aims to put forward a theory for transforming electronic services provided by the Ministry of National Education and used in the schools into decision support systems within the scope of management information systems. This study is a theoretical study based on qualitative research methods using the interpretive paradigm. School administrators, psychological counselors, and guidance counselors make up the research group on the premise that it is voluntary.In the research, semi-structured interview forms were used as a data collection tool, the answers of the participants were recorded on a voice recorder, the recordings were analyzed and transcribed. Themes were obtained by applying open, axial, and selective coding, which are the steps of theory studies based on content analysis, using the NVivo 10.0 program on the obtained transcripts. In the light of these themes, a general model has been obtained explaining the transformation of management information systems into decision support systems. When the findings were examined, it was seen that the model obtained was similar to the open system theory. Accordingly, "Effective User Interface", "Collective Participation Based Monitoring System" and "Statistical Reporting", which correspond to the elements of open system theory, form the basis of the decision support system model to be applied in schools

    Managers’ Perceptions on the 18th National Education Council in Turkey

    Convened between November 1 and 5, 2010, the National Education Council of Turkey assembled with an agenda to set the “2023 education visions of Turkey”, making sure that the Turkish education system was robust on the centennial of the Turkish republic. The aim of this study is to understand how the 18th National Education Council was managed, its contents, the decisions taken in the Council and their applicability, the problems and their solutions based on the views of managers and vice managers in Provincial and District National Education Directorates. The findings of this research are thought to address important implications for a higher quality in decisions taken in national education Councils and their applicability in Turkey and it is hoped to enlighten politicians and top managers with the existing problems and coping strategies through their own perceptions and assessments

    Teachers’ Perceptions Regarding Effective School Features and Effective Leadership Qualifications of School Principals in Turkey

    The purpose of this study is to reveal the relationship between effective school characteristics and effective leadership qualities from the perspective of a group of teachers in Antalya, Turkey, who were selected based on the demographic diversity of the population. The questionnaires “Qualifications of Effective Leaders Questionnaire” and “Effective School Characteristics Inventory” were used to collect data for the study. The data were collected from 560 school teachers working in the five central provinces in Antalya. Spearman correlation analysis and Linear regression were used in the study analyses. Consequently, the findings showed that there is a positive and significant correlation between effective leadership qualities and effective school characteristics. The results of the linear regression analysis further demonstrate statistically significant correlations. Specifically, there is a significant correlation between being democratic and tolerant, and limited learning obstacles. Additionally, a significant correlation exists between communication, excitement, and the dimensions of flexible resources, as well as focusing on basic skills. Lastly, there is a significant correlation between communication, excitement, vision, and monitoring students’ progress within effective schools
