    Formation of budget revenues of different levels coming from a region

    The issue about the ability of the Russian Federation territories to accumulate revenues coming to different levels of the country's budget system is actual. The study analyzes the tax revenues arriving from the Tomsk region to different units of the budget system over a 3-year period, moreover, the industry specifics of the region is revealed. Author also pays attention to the problem of tax deduction large share credited to the federal budget that is a consequence of the fiscal policy of the federal center. Moreover, the paper considers the implementation of the planned appointments, the structure, as well as the dynamics of the revenue receipts of the Tomsk region consolidated budget

    Discovery of an unusual bright eclipsing binary with the longest known period: TYC 2505-672-1 / MASTER OT J095310.04+335352.8

    We report on the MASTER Global Robotic Net discovery of an eclipsing binary, MASTER OT J095310.04+335352.8, previously known as unremarkable star TYC 2505-672-1, which displays extreme orbital parameters. The orbital period P=69.1 yr is more than 2.5 times longer than that of epsilon-Aurigae, which is the previous record holder. The light curve is characterized by an extremely deep total eclipse with a depth of more than 4.5 mag, which is symmetrically shaped and has a total duration of 3.5 yrs. The eclipse is essentially gray. The spectra acquired with the Russian 6 m BTA telescope both at minimum and maximum light mainly correspond to an M0-1III--type red giant, but the spectra taken at the bottom of eclipse show small traces of a sufficiently hot source. The observed properties of this system can be better explained as the red giant eclipsed by a large cloud (the disk) of small particles surrounding the invisible secondary companion.Comment: 8 figures, 9 pages, Astronomy and astrophysics in prin

    Modern etiological and pathogenetic aspects of chronic peripheral uveitis

    Intermediate uveitis is among most severe forms of endogenous uveitis which is more common in young people, being characterized by minimal clinical manifestations at early stages of the disorder. A significant and, sometimes, irreversible decrease in visual acuity is associated with development of long-term complications of chronic cintermediate uveitis (CIU), i.e., complicating cataracts (in up to 57% of the cases), cystic maular edema developing at a frequency of up to 31%), as well as ophthalmic hypertension and glaucoma (up to 16% of the patients). The incidence rate of CIU is 1.5 per 100,000 per year. The eye, despite its high immune privilege, is susceptible to infectious and inflammatory diseases. Clinical and histopathological data suggest autoimmune origin of CIU associated with possible response to some endogenous antigen of unknown origin. The main effectors of inflammation in peripheral chorioretinal structures are CD4+T lymphocytes, which are found in paravasal infiltrates and vitreoretinal exudates in CIU. An important role in CIU pathogenesis is attributed to IL-6 and IL-8, TNFá, vascular endothelial growth factor (VEGF), and micro-RNAs, which show increased expression in most CIU patients. Impaired state of intestinal bacterial microbiome is a potential trigger of intraocular inflammation. Genetic predisposition for CIU was also revealed, due to polymorphisms of human leukocyte antigens and some other genes. It is necessary to expand and deepen our knowledge on the disease pathogenesis, in order to develop effective pharmacological treatment of CIU.     Formation of a disk-structure and jets in the symbiotic prototype Z And during its 2006-2010 active phase

    We present an analysis of spectrophotometric observations of the latest cycle of activity of the symbiotic binary Z And from 2006 to 2010. We estimate the temperature of the hot component of Z And to be \approx 150000 - 170000 K at minimum brightness, decreasing to \approx 90000 K at the brightness maximum. Our estimate of the electron density in the gaseous nebula is N_{e}=10^{10}-10^{12} cm^{-3} in the region of formation of lines of neutral helium and 10^6-10^7 cm^{-3} in the region of formation of the [OIII] and [NeIII] nebular lines. A trend for the gas density derived from helium lines to increase and the gas density derived from [OIII] and [NeIII] lines to simultaneously decrease with increasing brightness of the system was observed. Our estimates show that the ratios of the theoretical and observed fluxes in the [OIII] and [NeIII] lines agree best when the O/Ne ratio is similar to its value for planetary nebulae. The model spectral energy distribution showed that, in addition to a cool component and gaseous nebula, a relatively cool pseudophotosphere (5250-11 500 K) is present in the system. The simultaneous presence of a relatively cool pseudophotosphere and high-ionization spectral lines is probably related to a disk-like structure of the pseudophotosphere. The pseudophotosphere formed very rapidly, over several weeks, during a period of increasing brightness of Z And. We infer that in 2009, as in 2006, the activity of the system was accompanied by a collimated bipolar ejection of matter. In contrast to the situation in 2006, the jets were detected even before the system reached its maximum brightness. Moreover, components with velocities close to 1200 km/s disappeared at the maximum, while those with velocities close to 1800 km/s appeared.Comment: 18 pages, 19 figures, Accepted for publication in Astronomy Report

    DIFFERENTIATION OF MUNICIPALITIES AND THE INFLUENCE OF FLAGSHIP ENTERPRISES ON THE LEVEL OF THEIR SOCIO-ECONOMIC DEVELOPMENT

    The article studies the impact of flagship enterprises on the level of socio-economic development of territories, the inflow of human capital and the intensification of entrepreneurial activity on the example of municipalities of three  subjects of the Siberian Federal district by constructing a regression model. The paper reveals the significant level  of differentiation of socio-economic development indicators for municipalities located within the same region. The  study determines the high influence of the growth of the population incomes in the absence of a significant increase in the population on the aggregate indicator of territorial development, the gross municipal product in  municipalities with flagship enterprises. The authors have identified the average impact of the flagship enterprises, in terms of stimulating the development of entrepreneurial activity, as well as revenue growth of companies  operating in these enterprises

    Recurrent Symbiotic Nova T Coronae Borealis Before Outburst

    The results of photometric and spectral observations of T CrB obtained in a wide range of wavelengths in 2011-2023 are presented. We use the near-IR light curves to determine a new ephemeris JDmin=2455828.9+227.55EJD_{min} = 2455828.9 + 227.55 \cdot E for the times of light minima when the red giant is located between the observer and the hot component. The flux ratio Hα\alpha/Hβ\beta varied from ~3 to ~8 in 2020-2023, which may be due to a change in the flux ratio between the X-ray and optical ranges. It is shown that the value of Hα\alpha/Hβ\beta depends on the rate of accretion onto the hot component of the system. Based on high-speed follow-up observations obtained on June 8, 2023, we detected a variability of the HeII λ4686\lambda 4686 line with a characteristic time-scale of ~25 min, the amplitude of variability in the BB band was ~0.07m^m. Simulations of the near-IR light curves accounting for the ellipsoidal effect allowed us to obtain the parameters of the binary system: the Roche lobe filling factor of the cool component μ=1.0\mu=1.0, the mass ratio q=Mcool/Mhot=0.65±0.2q=M_{cool}/M_{hot}=0.65\pm0.2, the orbit inclination i=56±4i=56^\circ\pm4^\circ. A comparison of the light curve obtained in 2005-2023 with the 1946 outburst template made it possible to predict the date of the upcoming outburst - January 2024.Comment: 15 pages, 3 tables, 8 figures, submitted to Astronomy Letter

    Regional innovations influence on the ecological footprint of the Russian Federation territories: case of the Siberia and Volga regions

    Relevance. Ensuring the development of the country regions on the principles of environmental and economic balance, taking into account the national development goals of Russia until 2030.This article models the relationship between economic development and environmental progress. The relationship between investment in innovation and uncontrolled emissions in certain regions of Russia in the period from 2010 to 2022 is explored. Aim. To study the intensity of innovation influence on the ecological footprint, as well as the efficiency of functioning of environmental-innovative activities, in regions of different types using the example of the Siberian Federal District and the Volga Federal District. Methods. Panel regression with fixed effects, correlation analysis, DEA method, cluster analysis, analysis of variance. Results and conclusions. Using the example of 24 Russian regions, it is shown that the intensity increase of the research and development of regional companies does not always lead to an increase in the environmental footprint and an increase in emissions intensity. The obtained results indicate that the economic and environmental dimensions of sustainable development contradict each other and suggest that regional governments should consider the negative environmental externalities of economic development when designing policies to promote regional growth. It is noted that the growth of investments in the research and development of more developed regions reduce the emissions intensity level. Large industrial centers of Siberia and the Volga regions are investing in innovation to increase the intensity of emissions. The hypothesis about the high degree of the economic space heterogeneity in terms of the influence of the research and development intensity of regional companies on the degree of environmental pollution in the regions of the Russian Federation is confirmed. The necessity is emphasized to take into account the regional specifics of the industrial structure of the economy. A highly significant heterogeneity was revealed in the efficiency of environmental-innovative activities functioning in the regions of the Siberian Federal District and Volga Federal District. Moreover, the effectiveness of environmental-innovative activities of the regions is insignificantly correlated with the identified imbalance of this activity
