    CONCEPT OF STATE PERSONNEL POLICY AS A MECHANISM OF MACROECONOMIC REGULATION OF EMPLOYMENT AND UNEMPLOYMENT

    Lack of clear guidelines for the state employment assistance policy in the Volgograd region; lack of coordination between the executive authorities of the region and other participants in the labor market; the activities of the state employment service, characterized by the absence of a goal to ensure the needs of employers in the necessary personnel; incompatibility of the vocational qualification structure of the unemployed with the needs of the regional economy; low attractiveness of the state employment service for job seekers due to the irrelevance and segmentation of the vacancy base - this is not a complete list of the shortcomings identified during the audit of the implementation of the state policy of the Volgograd region in the field of employment assistance for 2015-2016, conducted by the Audit Chamber in 2016. During the control event, the measures taken in the Volgograd region in the field of employment, as well as legislation and experience of other regions in this area were studied. For an objective assessment of the results obtained and the organization of an integrated approach to solving the established problems, the Expert Council was formed with the involvement of outside experts. The article provides an analysis of socio-economic indicators in the field of labor and employment of the population of the Volgograd region, reveals the main problems and shortcomings of the state personnel policy conducted in the region, outlines ways to solve them and the results achieved

    Algebraic approach to the spectral problem for the Schroedinger equation with power potentials

    The method reducing the solution of the Schroedinger equation for several types of power potentials to the solution of the eigenvalue problem for the infinite system of algebraic equations is developed. The finite truncation of this system provides high accuracy results for low-lying levels. The proposed approach is appropriate both for analytic calculations and for numerical computations. This method allows also to determine the spectrum of the Schroedinger-like relativistic equations. The heavy quarkonium (charmonium and bottomonium) mass spectra for the Cornell potential and the sum of the Coulomb and oscillator potentials are calculated.     The research was conducted in Pinus sylvestris L. stands near Krasnoyarsk (subtaiga zone). The aim of the study is to assess the current state of recreational pine forests. Research methods included detailed forest pathological examination on six research plots, assessment of recreational disturbance (digression stage) by the transect method, integral assessment of forest health, graphical and correlation analysis. Recreational disturbance of the studied pine forests corresponds to I-IV stages of digression. From 1 to 40% of ground on the research plots has been trampled down. The vitality spectra of forest stands are characterized by right-sided asymmetry; the proportion of weakened trees is high in severely disturbed pine stands. With an increase in the recreational stress, the state of pine forests worsens significantly, and the proportion of dead trees increases. The absence of a significant relationship between the average health index and the stock of dead wood indicates that trees mortality cannot be used as an indicator when assessing the current state of recreational pine forests, which is explained by wood debris removal.     Abies sibirica Ledeb.-dominated stands degradation is of special concern. Nevertheless, insufficient attention is paid to the role of pathogens in this process. The aim of the present study is to assess the coenotic role of infectious diseases in fir-dominated stands in the south of Central Siberia. The research was based on a forest pathological examination conducted in A. sibirica-dominated forest stands in the Krasnoyarsk Krai. The cenotic role of the identified diseases is unequal. Stem decay and fir broom rust are typical diseases that weaken trees and induce rotten windsnap accumulation. Fir broom rust randomly affects trees of different age and size. The prevalence of fir broom rust in the studied fir stands reached 10% or more. The most hazard diseases in the studied stands are bacterial soft rot and root rot. Bacterial soft rot damages up to 20% of trees and causes their gradual dieback. The main cause of tree mortality in fir-dominated stands is root rot. The root rot-causing fungi lead to rapid dieback of trees of different cenotic status. In synergy with other factors, root rot acts as a significant endogenous factor in the current reorganization of coniferous forest ecosystems in the south of Central Siberia

    PROPERTIES OF THE MAXIMUM LIKELIHOOD ESTIMATES OF THE EXPONENT OF PARETO DISTRIBUTION

    This paper investigates the statistical properties of maximum likelihood estimation index of the Pareto distribution. In recent years, power distribution laws such as Pareto distribution attract the attention of researchers in various fields of science and technology, from economics and linguistics to Internet traffic analysis. Therefore, the problem of determining the exponent of the power law for a given sample is of exceptional practical importance. It is analytically proved that this estimate is biased, although valid. A formula that eliminates the bias is proposed. Besides, a formula for the variance of the unbiased estimate is analytically derived. In addition, the problem of finding the distribution function and probability density of this estimate as a random variable is set and analytically solved. Next, a formula for mathematical expectation and dispersion based on previously determined probability density is found. The obtained results can be used in various fields of human activity, for example, to predict the intensity of natural and man-made disasters

    Choosing a Data Storage Format in the Apache Hadoop System Based on Experimental Evaluation Using Apache Spark

    One of the most important tasks of any platform for big data processing is storing the data received. Different systems have different requirements for the storage formats of big data, which raises the problem of choosing the optimal data storage format to solve the current problem. This paper describes the five most popular formats for storing big data, presents an experimental evaluation of these formats and a methodology for choosing the format. The following data storage formats will be considered: avro, CSV, JSON, ORC, parquet. At the first stage, a comparative analysis of the main characteristics of the studied formats was carried out; at the second stage, an experimental evaluation of these formats was prepared and carried out. For the experiment, an experimental stand was deployed with tools for processing big data installed on it. The aim of the experiment was to find out characteristics of data storage formats, such as the volume and processing speed for different operations using the Apache Spark framework. In addition, within the study, an algorithm for choosing the optimal format from the presented alternatives was developed using tropical optimization methods. The result of the study is presented in the form of a technique for obtaining a vector of ratings of data storage formats for the Apache Hadoop system, based on an experimental assessment using Apache Spark

    Ecological and phytopathological status of birch stands on the territory of Krasnoyarsk group of districts

    According to inspection data, the health and vital status of birch (Betula pendula Roth.) stands in Krasnoyarsk group of lands (southern part of Central Siberia) were estimated (established) as satisfactory in general; about half of birch stands near urbanized areas were weakened. The condition of stands decreased significantly with increased recreation use, the effect of technogenic pollution was negligible. The most valuable (important) representatives of pathogenic biota identified on birch trees were infestations of necrotic cancer and rot diseases. In birch stands the bacterial dropsy was found to be widespread (agent of infection – Erwinia multivora Scz.-Parf), occurrence of the disease ranged from a single ill tree up to 10–38 % of the stands. The birch stands in taiga areas were affected to a greater extent than in forest-steppe; there were high yield class stands on moist soils. Prevalence of bacteriosis rose with increasing stand age and density and not dependent on recreation use level. Trees with dropsy are dead in fact or potentially. In taiga birch forests the infection and rot of roots was caused by honey agaric (Armillaria mellea sensu lato), that lead to single or, rarely, group tree drying and the fungus usually eliminated already weakened trees. Wood biomass was destroyed by complex of aphyllophorous Hymenomycetes, their hemiparasitic species caused stem rots that decreased stand marketability and also resulted in rot-realated wind-break accumulation. Occurrence of rot was significantly higher in second growth birch stands, possibly above 20 %; the relationship between rot prevalence and forest assessment was not revealed

    The article presents an analysis of prospects of development of mobile crushers for utilization ofrice straw using the method of assessing engineering and technical significance of inventions. The method consists of study of retrospective patent fund for previous 10-15 years which allows to make forecast of possible ways of technology development for the next 10-15 years. Based on obtained data of a patent, there was designed the graph of change in level of prospects of combine harvesters and mobile crushers by years of research. The presented results of forecast data showed that development of mobile crushers is a promising trend
