    Past co-operation between the NASA Earth Science and Applications Division and the CSIRO and Australian university researchers has led to a number of mutually beneficial activities. These include the deployment of the C-130 aircraft with TIMS, AIS, and NS001 sensors in Australia in 1985; collaboration between scientists from the USA and Australia in soils research which has extended for the past decade; and in the development of imaging spectroscopy where DSIRO and NASA have worked closely together and regularly exchanged visiting scientists. In May this year TIMS was flown in eastern Australia on board a CSIRO-owned aircraft together with a CSIRO-designed CO2 laser spectrometer. The Science Investigation Team for the Shuttle Imaging Radar (SIRC-C) Program includes one Australian Principal Investigator and ten Australian co-investigators who will work on nine projects related to studying land and near-shore surfaces after the Shuttle flight scheduled for April 1994. This long-term continued joint collaboration was progressed further with the deployment of AIRSAR downunder in September 1993. During a five week period, the DC-8 aircraft flew in all Australian states and collected data from some 65 individual test sites

    A new law that recently took effect has changed the way non-judicial real property foreclosure sales work in Texas. The new law, known as House Bill 655 (HB 655), relates to foreclosure sales in Texas. HB 655 amends the language of Texas Property Code section 51.0075(f) dealing with when the purchase price is due at a foreclosure sale. The amendment, however, complicates foreclosure sales in Texas. The purchase price at the foreclosure sale is no longer due immediately. Instead, if a purchaser at a foreclosure sale requests additional time to deliver the purchase price, the trustee—the person conducting the foreclosure sale—may make an agreement with the purchaser to allow the purchaser additional time to deliver the purchase price. As a result, there are no guidelines that specify when payment is due. The intended goal of HB 655 was probably passed so that all potential purchasers did not have to bring thousands of dollars to foreclosure sales. The highest bidders could then have time to go to the bank to obtain and return with the cash needed to purchase the property. Despite these likely intentions, the law, as written, leaves much to interpretation. As everyone involved in the foreclosure process—including property owners, lenders, trustees, and purchasers—tries to understand the consequences of the new law, it is likely that lawsuits will arise. Therefore, it can be expected that Texas courts will have an opportunity to address and help clarify these issues in the months and years to come

    A rationale and recommendations for planning, implementing, and operating an altimetric system aboard the Earth observing system (Eos) spacecraft is provided. In keeping with the recommendations of the Eos Science and Mission Requirements Working Group, a complete altimetric system is defined that is capable of perpetuating the data set to be derived from TOPEX/Poseidon, enabling key scientific questions to be addressed. Since the scientific utility and technical maturity of spaceborne radar altimeters is well documented, the discussion is limited to highlighting those Eos-specific considerations that materially impact upon radar altimetric measurements

    On the Lense-Thirring test with the Mars Global Surveyor in the gravitational field of Mars

    I discuss some aspects of the recent test of frame-dragging performed by me by exploiting the Root-Mean-Square (RMS) orbit overlap differences of the out-of-plane component N of the orbit of the Mars Global Surveyor (MGS) spacecraft in the gravitational field of Mars. A linear fit of the full time series of the entire MGS data (4 February 1999-14 January 2005) yields a normalized slope 1.03 +/- 0.41 (with 95% confidence bounds). Other linear fits to different data sets confirm the agreement with general relativity. The huge systematic effects induced by the mismodeling in the martian gravitational field claimed by some authors are absent in the MGS out-of-plane record. The non-gravitational forces affect at the same level of the gravitomagnetic one the in-plane orbital components of MGS, not the out-of-plane one. Moreover, they experience high-frequency variations which does not matter in the present case in which secular effects are relevant.Comment: LaTex2e, 8 pages, no figures, no tables, 17 references.     IMAGE, the First of the NEW MIDEX Missions

    The Imager for Magnetopause-to-Aurora Global Exploration (IMAGE) mission will be the first of the new Mediumclass Explorer (MIDEX) missions to fly. Led by Southwest Research Institute with oversight from the Explorers Project Office at NASA GSFC, IMAGE is the first satellite mission dedicated to imaging the Earth\u27s magnetosphere. IMAGE will utilize a combination of ultraviolet and neutral atom imaging instruments plus an RF sounder to map and image the temporal and spatial features of the magnetosphere. The eight science sensors are mounted to a single deckplate. The deckplate is enveloped in an eight-sided spacecraft bus, 225 cm across the flats, developed by Lockheed Martin Missiles and Space Corporation. Constructed of laminated aluminum honeycomb panels, covered extensively by Gallium Arsenide solar cells, the spacecraft structure is designed to withstand the launch loads of a Delta 7326-9.5 ELV. Attitude control is via a single magnetic torque rod and passive nutation damper with aspect information provided by a star camera, sun sensor, and three-axis magnetometer. A single S-band transponder provides telemetry and command functionality. Interfaces between the self-contained payload and the spacecraft are limited to MIL-STD-1553 and power.     Radio metric data from the Pioneer 10/11, Galileo, and Ulysses spacecraft indicate an apparent anomalous, constant, acceleration acting on the spacecraft with a magnitude ∌8.5×10−8\sim 8.5\times 10^{-8} cm/s2^2, directed towards the Sun. Two independent codes and physical strategies have been used to analyze the data. A number of potential causes have been ruled out.
