    Defence diplomacy: is the game worth the candle?

    Few defence topics have been as prominent or invested with as much optimism in recent years as defence diplomacy. This paper has been created to explore the issue and help guide policymakers. Foreword Few Defence topics have been as prominent or invested with as much optimism in recent years as defence diplomacy (also called military diplomacy or defence engagement). In response to the growing security challenges of Asia, scholars, policymakers and practitioners have looked for ways to build confidence, decrease the risk and impact of accidents and encourage peaceful dispute resolution. Defence diplomacy, namely the practice of military and defence officials engaging their overseas counterparts, is increasingly regarded as a vital way to achieve these aims. Given the importance of this topic, a special Centre of Gravity paper has been created to explore the issue and help guide policymakers. This edition features six short papers, each with a different take and policy recommendation. The authors were asked the same question ‘Is the game worth the candle?’ and while their answers focus largely on Australia there are lessons and implications from their findings for the entire region. Brendan Taylor, the head of the Strategic & Defence Studies Centre begins the special edition calling for a stocktake of current efforts, in a bid to understand what has worked and what resources it requires. He is joined by two colleagues, John Blaxland who argues strongly in favour of an expanded defence diplomacy program and Hugh White who urges caution about the strategic influence of the practice. To complement these views, Nick Bisley, Executive Director La Trobe Asia, highlights the need for realistic ambitions. Lieutenant General (Ret.) Peter Leahy draws on his distinguished career in the ADF to detail how defence diplomacy occurs in practice and why it matters. Finally, See Seng Tan, Deputy Director of the Institute of Defence and Strategic Studies in Singapore provides a regional perspective on Australia’s defence diplomacy. The authors of these papers don’t agree with each other, and that was precisely why they were invited to contribute. But some common themes are clear. Such as the need for a clear —and public — strategy along with integrating defence diplomacy into the efforts of other parts of government. Together these six papers provide insight into the practice and potential of defence diplomacy. This special edition also marks a re-launch of the Centre of Gravity Series. While some of the design may change, the focus remains the same: inviting some of the best analysts from Australia and around the world to provide short, accessible papers on the key questions facing Australian strategic affairs

    Brief Screening of Vascular Cognitive Impairment in Patients With Cerebral Autosomal-Dominant Arteriopathy With Subcortical Infarcts and Leukoencephalopathy Without Dementia.

    BACKGROUND AND PURPOSE: Cerebral autosomal-dominant arteriopathy with subcortical infarcts and leukoencephalopathy (CADASIL) is a monogenic form of cerebral small vessel disease leading to early-onset stroke and dementia, with younger patients frequently showing subclinical deficits in cognition. At present, there are no targeted cognitive screening measures for this population. However, the Brief Memory and Executive Test (BMET) and the Montreal Cognitive Assessment (MoCA) have shown utility in detecting cognitive impairment in sporadic small vessel disease. This study assesses the BMET and the MoCA as clinical tools for detecting mild cognitive deficits in CADASIL. METHODS: Sixty-six prospectively recruited patients with CADASIL, and 66 matched controls completed the BMET, with a subset of these also completing the MoCA. Receiver operating characteristic curves were calculated to examine the sensitivity and specificity of clinical cutoffs for the detection of vascular cognitive impairment and reduced activities of daily living. RESULTS: Patients with CADASIL showed more cognitive impairment overall and were poorer on both executive/processing and memory indices of the BMET relative to controls. The BMET showed good accuracy in predicting vascular cognitive impairment (85% sensitivity and 84% specificity) and impaired instrumental activities of daily living (92% sensitivity and 77% specificity). The MoCA also showed good predictive validity for vascular cognitive impairment (80% sensitivity and 78% specificity) and instrumental activities of daily living (75% sensitivity and 76% specificity). The most important background predictor of vascular cognitive impairment was a history of stroke.     A circular economy approach by co-gasification of water hyacinth and algae bloom for high-quality biochar production

    Water hyacinth is of interest for biochar production due to its high biomass yields, high carbon content and environmental benefits of carbon sequestration and pollutants removal. Gasification technology has attracted considerable attention to design a renewable biochar production process to be performed on a larger scale for both separation and immobilization of contaminants from water hyacinth and the production of energy and multifunctional materials. The concept of the circular economy has become popular since it is a solution that will allow countries, firms and consumers to reduce harm to the environment and to close the loop of the product lifecycle through three main approaches of reusing, reducing and recycling materials, energy and waste. This study is focused on the sustainable management of water hyacinth biomass via gasification (300-900˚C) to high-value products of biochar, bio-oil and syngas, from the perspective of energy consumption, heat reduction and recycling, emissions to the air and residues in the biochar based on circular economy towards environmental sustainability. The objective is to compare two different types of processes of mono-gasification and co-gasification for environmental, economic and social benefits. The environment, economy and society are inter-related to highlight the new insights for the biochar utilization and resonate with phytobioremediation strategy. The process is based on lab-scale gasifiers/pyrolyzers and a functional unit of a 20KW downdraft gasifier. In our previous experience, we have successfully converted waste biomass from horse manure in Singapore Turf Club to syngas and biochar in the downdraft gasifier. In this study, an equipment level of optimization is implemented for best-operating conditions to improve energy efficiency. In the first process of mono-gasification, biochar is produced from water hyacinth. The alternative to this method is co-gasification, where biochar is now produced with addition of algae bloom. The cost-benefit analysis and life cycle analysis demonstrate the difference in sustainability between these two processes, which offers a higher understanding of biochar production and hence determine which method would be the preferable sustainable practice. It is expected that the co-gasification process could increase the syngas, heat and energy production with high-quality biochar production.     Economic and Environmental Impacts of Harmful Non-Indigenous Species in Southeast Asia

    Harmful non-indigenous species (NIS) impose great economic and environmental impacts globally, but little is known about their impacts in Southeast Asia. Lack of knowledge of the magnitude of the problem hinders the allocation of appropriate resources for NIS prevention and management. We used benefit-cost analysis embedded in a Monte-Carlo simulation model and analysed economic and environmental impacts of NIS in the region to estimate the total burden of NIS in Southeast Asia. The total annual loss caused by NIS to agriculture, human health and the environment in Southeast Asia is estimated to be US33.5billion(5thand95thpercentileUS33.5 billion (5th and 95th percentile US25.8–39.8 billion). Losses and costs to the agricultural sector are estimated to be nearly 90% of the total (US23.433.9billion),whiletheannualcostsassociatedwithhumanhealthandtheenvironmentareUS23.4–33.9 billion), while the annual costs associated with human health and the environment are US1.85 billion (US1.42.5billion)andUS1.4–2.5 billion) and US2.1 billion (US$0.9–3.3 billion), respectively, although these estimates are based on conservative assumptions. We demonstrate that the economic and environmental impacts of NIS in low and middle-income regions can be considerable and that further measures, such as the adoption of regional risk assessment protocols to inform decisions on prevention and control of NIS in Southeast Asia, could be beneficial

    A complete DNA sequence map of the ovine Major Histocompatibility Complex

    <p>Abstract</p> <p>Background</p> <p>The ovine Major Histocompatibility Complex (MHC) harbors clusters of genes involved in overall resistance/susceptibility of an animal to infectious pathogens. However, only a limited number of ovine MHC genes have been identified and no adequate sequence information is available, as compared to those of swine and bovine. We previously constructed a BAC clone-based physical map that covers entire class I, class II and class III region of ovine MHC. Here we describe the assembling of a complete DNA sequence map for the ovine MHC by shotgun sequencing of 26 overlapping BAC clones.</p> <p>Results</p> <p>DNA shotgun sequencing generated approximately 8-fold genome equivalent data that were successfully assembled into a finished sequence map of the ovine MHC. The sequence map spans approximately 2,434,000 nucleotides in length, covering almost all of the MHC loci currently known in the sheep and cattle. Gene annotation resulted in the identification of 177 protein-coding genes/ORFs, among which 145 were not previously reported in the sheep, and 10 were ovine species specific, absent in cattle or other mammals. A comparative sequence analyses among human, sheep and cattle revealed a high conservation in the MHC structure and loci order except for the class II, which were divided into IIa and IIb subregions in the sheep and cattle, separated by a large piece of non-MHC autosome of approximately 18.5 Mb. In addition, a total of 18 non-protein-coding microRNAs were predicted in the ovine MHC region for the first time.</p> <p>Conclusion</p> <p>An ovine MHC DNA sequence map was successfully assembled by shotgun sequencing of 26 overlapping BAC clone. This makes the sheep the second ruminant species for which the complete MHC sequence information is available for evolution and functional studies, following that of the bovine. The results of the comparative analysis support a hypothesis that an inversion of the ancestral chromosome containing the MHC has shaped the MHC structures of ruminants, as we currently observed in the sheep and cattle. Identification of relative large numbers of microRNAs in the ovine MHC region helps to provide evidence that microRNAs are actively involved in the regulation of MHC gene expression and function.</p
