    The author endeavours to analyse the recent trend in the local production of fish by sector over a period of 5 years, 1980-1985 and the data available to the author on the Nigerian fish imports. The present and future deficit in fish production in Nigeria could only be met from the capture fishery and the fish farm industry but more likely from the latter. The production techniques involved in fish feed industry are illustrated in this paper with standard feed formulations to arrive at a suitable fish diet. Associated problems of fish feed industry and their possible solutions are highlighted. A case study of investment prospects in fish feed industry as well as the production of brine shrimps are suggested as possible areas of investments in the industry.     Four groups of brackishwater catfish were fed four diets: N.F. (NIOMR formula 1 feed), A. B. and C. for seven weeks.     Pore Scale Simulation of NMR Response in Porous Media

    Rock properties are usually predicted using 3D images of the rock’s microstructure. While single-phase rock properties can be computed directly on these images, twophase properties are usually predicted using networks extracted from these images. To make accurate predictions with networks, they must be topologically similar to the porous medium of interest. In this work, NMR response is simulated using a random walk method. The simulations were performed on 3D images obtained from micro-CT scanning and in topologically equivalent networks extracted from these images using a maximal ball algorithm. A comparison of the NMR simulations on a 3D image and an extracted network helps to ascertain if the network is representative of the underlying 3D image. Single-phase NMR simulations are performed on 3D images and extracted networks for different porous media including sand packs, poorly consolidated sandstones, consolidated sandstones and carbonates, and are compared successfully with experimental measurements. The algorithm developed for the simulation of NMR response in networks was validated using a tuned Berea network that reproduced experimental capillary pressure data in Bentheimer sandstone. Simulation results of the sand packs and poorly consolidated media show that the T2 distributions of the networks are narrower than those of the corresponding micro-CT images and experimental data. This is attributed to the loss of some fine details of the pore structure in the network extraction algorithm. The algorithm developed for singlephase NMR response in networks was extended to two-phase fluids in order to study the effect of wettability on simulated NMR response in networks. While NMR behaviour is influenced pore structure, wettability and phase saturation, it is not possible to determine each of these influences uniquely. The ultimate goal is to have a two-phase simulator that predicts relative permeability, electrical resistivity, NMR response and capillary pressure which will be used to determine the wettability of a porous medium

    Judicial Absolutism: Propriety of the National Industrial Court as the First and Final Court in Labour and Other Related Matters in Nigeria

    The likelihood of appealing against the decision of a court of first instance is no doubt an acceptable culture in every judicial system. In fact, it is implicit in every adjudicatory process that a court cannot mostly be a court of first approach as well as that of last resort. Right of appeal of litigants constitutes a fundamental element of a fair judicial practice and plays a significant role in the Nigerian justice system. The right provides avenue for the Appellate Courts to function in correcting legal and factual errors; encouraging the development and refinement of legal principles; increasing uniformity and standardization in the application of legal rules and promoting respect for the rule of law. In criminal cases, the right plays an additional role in guarding against wrongful conviction of the innocent. This paper attempts to analyze the provision of the amended Nigeria Constitution in respect of the right of appeal of an aggrieved person against the decision of the National Industrial Court of Nigeria as well as contrasting judicial reaction thereon. A case was eventually made for a liberal and all-inclusive interpretation of the provision of the Constitution to avoid a restriction on a litigant’s right to appeal to the Nigerian Court of Appeal from the decision of the National Industrial Court of Nigeria.     Melkerssons-Rosenthal syndrome: A case report and review of the literature

    Melkerssons-Rosenthal syndrome is a clinical entity identified by the presence of the triad of recurrent facial paralysis, recurrent often permanent (labial) oedema, and to a lesser extent the placation of the tongue. The striking event is that of recurrent lower motor facial paresis. This should arouse the search for the other components of the triad which is not always complete. The major worry of the patients is however the facial paresis/oedema and the attendant inability to close the eyes which might sometimes get infected. Hallmark of management remains physical therapy and corticosteroid and/or antiviral agents. A high index of suspicion is required to make the diagnosis of Melkerssons-Rosenthal syndrome

    Employee’s Training and Development for Optimum Productivity: The Role of Industrial Training Fund (ITF), Nigeria

    The purpose of this study is to determine the contributions of Industrial Training Fund (ITF) to employee’s training and development in Nigeria. Survey research was used in order to carry out the study. Three hundred and sixty (360) respondents from university and polytechnic students, Nigeria Labour Congress  and Nigeria National Petroleum Corporation (NNPC) were sampled. Three research questions were generated from the literature review, questionnaire on the contributions of ITF to manpower development in Nigeria, and the responses elicited from respondents were numerically quantified, tabulated and analyzed using the Likert Scale. The analysis shows that Industrial Training Fund (ITF), since its inception has been contributing immensely to manpower development in Nigeria through its various programmes which include direct training targeted at employees both in public and private sector, reimbursement and grant scheme, student industrial work experience scheme (SIWES), research and consultancy services, among others. Based on the findings, it is recommended, among other things, that more funds should be made available to the organization so it can also take care of students studying education in institutions of higher learning through its reimbursement and grant scheme, and that special training programmes should be organized under the auspices of Industrial Training Fund (ITF) to cater for those who are unemployed for the purpose of raising small business entrepreneurs.     Women Leadership and Integrity in the 21st Century Nigeria

    The 21st century Nigeria has witnessed an impressive rise in women involvement in leadership and unimaginable substantial success has been recorded both in the secular and religious settings. Scholars around the world have affirmed that gender-based division of leadership is fading gradually and women are more and more stepping up into leadership roles in most of the global societies. Yet, in a male-dominated society like Nigeria, women subjugation in the aspect of leadership is still being blamed for integrity. Using both historical and descriptive approaches and guided by Liberal feminism theory, this paper examines women leadership based on integrity in 21st century Nigeria. It establishes the fact that traditionally in the past centuries, women have been hindered from attaining some important leadership post in Nigeria. Nonetheless, some women have demonstrated integrity in leadership in 21st century Nigeria both in the secular and the religious settings. It also posits that Integrity in leadership is not determined by gender but a function of individual behavioural factors. It concludes that women are active and effective leaders with integrity that are unavoidably needed in this 21st century Nigeria
