    Multicultural mediations, developing world realities: Indians, Koreans and Manila’s entertainment media

    In this article, I examine the mediation of multiculturalism in the developing world city of Manila, the Philippines. Drawing on both a thematic analysis of the Manila-centric Philippine entertainment media and six focus group discussions with the city’s local Filipinos, I reveal that this instance of mediation is entangled with the broader discourses of the Philippine postcolonial nationalist project. For one, the mediation of multiculturalism in Manila tends to symbolically marginalize the city’s Indians and Koreans and, in so doing, reinforces existing negative discourses about them. I contend that this is linked to the locals’ preoccupation with establishing a unifying cultural identity that tends to make them elide the issue of their own internal cultural diversity, as well as of the increasing diasporic population of the city. Second, the said mediation also tends to valorize the lighter-skinned Koreans over the darker-skinned Indians. I posit that this is related to how the locals’ discourse of cultural homogeneity has resulted in their continued reluctance to publicly discuss the persistence of their unspoken skin-tone-based racial hierarchy not only of themselves, but also of their cultural others

    A taste of the sea: artisanal fishing communities in the Philippines

    The Philippines remains one of the top suppliers of seafarers to the global merchant fleet. In the 2015 BIMCO Manpower Report on seafarer supply countries, the Philippines ranked first for ratings and second for officers with 363,832 Filipino seafarers deployed to ocean-going merchant vessels in 2014 and accounting for 28% of the global supply of seafarers (MARINA 2015). Seafarers are crucial in keeping the Philippine economy afloat and in 2018, Filipino seafarers sent home USD 6.14 billion (Hellenic Shipping News 2019), accounting for about a fifth of the USD 32.2 billion overseas workers sent home that year (Inquirer 2019). The Philippines has developed as a major player in the crewing sector of the global maritime industry primarily because of its maritime history (Giraldez 2015; Mercene 2007; Schurz 1939), its maritime geography and the continued centrality of the sea to many people’s lives (as attested to by the presence of the myriad fishing communities dotted around the many islands of the country) (Warren 2003, 2007), the economic liberalisation of the 1970s and the concomitant institutionalisation of the labour export policies as enacted by Philippine governments since the presidency of Ferdinand Marcos whose latter policy saw many Filipinos seeking employment overseas (Asis 2017; Kaur 2016; Wozniak 2015)

    Mediated Diasporas: Material Translations of the Philippines in a Globalized World

    Recent work demonstrates the ways that new media and ICTs both in the Philippines and among Filipino diasporans have become central to contemporary processes of identity formation, altering and enabling the articulation of alternative selves and expanding spatially Filipino national identifications and definitions of ‘home’ (Pertierra 2002, 2006, 2010 Tyner and Kuhlke 2000, Ignacio 2005). While attending to media in the specific sense of particular social technologies of mass communication, we extend that work here drawing together new empirical studies both to demonstrate the various ways that a wide range of differently situated migrants make use of those media and by considering processes of mediation in a much broader sense (Mazzarella 2004), an approach that draws together both an analysis of the ‘materialities of migration’ (Basu and Coleman 2008) and ‘the technics of translation’ (Rafael 2005)

    A ‘balikbayan’ in the field: scaling and (re)producing insider’s identity in a Philippine fishing community

    Insider researchers are often construed as having an easy time in the field, with their stay in fieldwork sites less demanding than their outsider counterparts. In some ways, this is true, with less efforts to know the place, its people and history, and master the idioms of everyday life. But being an insider researcher could prove challenging in a place that ascribes a particular salience to a specific identity like ‘balikbayan’, a Filipino word for a native who has either lived or worked abroad for a number of years and returns home for a visit. Based on an empirical ethnographic study of a fishing community in the Philippines, I argue that insider researchers in developing economies like the Philippines are faced with more challenges pertaining to their newly acquired status identity as returning natives in the context of their ability to be mobile and jump scales – from local to national and global – and the economic and symbolic appurtenances, among many, attached to it. Thus, in the context of their status identity, insider researchers’ social reproduction in the field must be attended to in order to further understand the ways in which informants make sense of their place in the world and agency over the conduct of and their involvement in research of homecoming native researchers
