    Meta-Evaluation to improve learning, evaluation capacity development and sustainability: findings from a participatory evaluation project in Nepal

    Recent studies suggest that meta-evaluation can be valuable in developing new approaches to evaluation, building evaluation capacities, and enhancing organizational learning. These new extensions of the concept of meta-evaluation are significant, given the growing emphasis on improving the quality and effectiveness of evaluation practices in the South Asian region. Following a review of the literature, this paper presents a case study of the use of concurrent meta-evaluation in the four-year project Assessing Communication for Social Change which developed and trialled a participatory impact assessment methodology in collaboration with a development communication Non-government organization (NGO) in Nepal. Key objectives of the meta-evaluation included to: continuously develop, adapt and improve the impact assessment methodology, Monitoring and Evaluation (M&E) systems and process and other project activities; identify impacts of the project; and build capacities in critical reflection and review. Our analysis indicates that this meta-evaluation was essential to understanding various constraints related to the organizational context that affected the success of the project and the development of improved M&E systems and capacities within the NG

    Syrian Refugees and the Digital Passage to Europe: Smartphone Infrastructures and Affordances

    This research examines the role of smartphones in refugees’ journeys. It traces the risks and possibilities afforded by smartphones for facilitating information, communication, and migration flows in the digital passage to Europe. For the Syrian and Iraqi refugee respondents in this France-based qualitative study, smartphones are lifelines, as important as water and food. They afford the planning, navigation, and documentation of journeys, enabling regular contact with family, friends, smugglers, and those who help them. However, refugees are simultaneously exposed to new forms of exploitation and surveillance with smartphones as migrations are financialised by smugglers and criminalized by European policies, and the digital passage is dependent on a contingent range of sociotechnical and material assemblages. Through an infrastructural lens, we capture the dialectical dynamics of opportunity and vulnerability, and the forms of resilience and solidarity, that arise as forced migration and digital connectivity coincide

    Simultaneous existence of two spin-wave modes in ultrathin Fe/GaAs(001) films studied by Brillouin Light Scattering: experiment and theory

    A double-peaked structure was observed in the {\it in-situ} Brillouin Light Scattering (BLS) spectra of a 6 \AA thick epitaxial Fe/GaAs(001) film for values of an external magnetic field HH, applied along the hard in plane direction, lower than a critical value Hc0.9H_c\simeq 0.9 kOe. This experimental finding is theoretically interpreted in terms of a model which assumes a non-homogeneous magnetic ground state characterized by the presence of perperpendicular up/down stripe domains. For such a ground state, two spin-wave modes, namely an acoustic and an optic mode, can exist. Upon increasing the field the magnetization tilts in the film plane, and for HHcH \ge H_{c} the ground state is homogeneous, thus allowing the existence of just a single spin-wave mode. The frequencies of the two spin-wave modes were calculated and successfully compared with the experimental data. The field dependence of the intensities of the corresponding two peaks that are present in the BLS spectra was also estimated, providing further support to the above-mentioned interpretation.Comment: Shortened version (7 pages).     MHJ-0461 is a multifunctional leucine aminopeptidase on the surface of Mycoplasma hyopneumoniae

    © 2015 The Authors. Published. Aminopeptidases are part of the arsenal of virulence factors produced by bacterial pathogens that inactivate host immune peptides. Mycoplasma hyopneumoniae is a genome-reduced pathogen of swine that lacks the genetic repertoire to synthesize amino acids and relies on the host for availability of amino acids for growth. M. hyopneumoniae recruits plasmin(ogen) onto its cell surface via the P97 and P102 adhesins and the glutamyl aminopeptidase MHJ-0125. Plasmin plays an important role in regulating the inflammatory response in the lungs of pigs infected with M. hyopneumoniae. We show that recombinant MHJ-0461 (rMHJ-0461) functions as a leucine aminopeptidase (LAP) with broad substrate specificity for leucine, alanine, phenylalanine, methionine and arginine and that MHJ-0461 resides on the surface of M. hyopneumoniae. rMHJ-0461 also binds heparin, plasminogen and foreign DNA. Plasminogen bound to rMHJ-0461 was readily converted to plasmin in the presence of tPA. Computational modelling identified putative DNA and heparin-binding motifs on solvent-exposed sites around a large pore on the LAP hexamer. We conclude that MHJ-0461 is a LAP that moonlights as a multifunctional adhesin on the cell surface of M. hyopneumoniae

    Atmospheric re-entry flight tests are one of the best ways to evaluate the performance of new Thermal Protection System (TPS) materials. The flight proven Kentucky Re-Entry Payload System (KRUPS) project provides a low cost, quick turnaround platform for these evaluative missions. Following the success of the first KREPE mission, the Krups Flight Computer (KFC) and the instrumentation suite were redesigned for the next mission, KREPE-2.     Walking and the social life of solar charging in rural Africa

    We consider practices that sustain social and physical environments beyond those dominating sustainable HCI discourse. We describe links between walking, sociality, and using resources in a case study of community-based, solar, cellphone charging in villages in South Africa’s Eastern Cape. Like 360 million rural Africans, inhabitants of these villages are poor and, like 25% and 92% of the world, respectively, do not have domestic electricity or own motor vehicles. We describe nine practices in using the charging stations we deployed. We recorded 700 people using the stations, over a year, some regularly. We suggest that the way we frame practices limits insights about them, and consider various routines in using and sharing local resources to discover relations that might also feature in charging. Specifically, walking interconnects routines in using, storing, sharing and sustaining resources, and contributes to knowing, feeling, wanting and avoiding as well as to different aspects of sociality, social order and perspectives on sustainability. Along the way, bodies acquire literacies that make certain relationalities legible. Our study shows we cannot assert what sustainable practice means a priori and, further, that detaching practices from bodies and their paths limits solutions, at least in rural Africa.
