The object of this paper is Quine's behavioristic critique of semantics and epistemology. Quine claims to have produced with this critique important contributions to the clarification of a number a notions, among them the notion of observation, or of observation sentence, a topic which is discussed here in detail. It is also discussed the precise role of the so-called Duhem-Quine thesis in Quine's rejection of the doctrine of propositions.O artigo comenta a crítica comportamental quineana da semântica e da epistemologia. Desafios para a segurança pública no Maciço de Baturité – Ceará: mortalidade violenta e insegurança no "Território Unilab"

The present paper addresses the increase in violent mortality in the hinterland of Ceará, taking as object the current situation in the Maciço de Baturité region and considering two aspects: 1) the social transformations of crime and violence and 2) the functioning of public security and criminal justice organizations. In the analysis, Acarape, Barreira and Redenção were especially highlighted for presenting a more significant increase in violent mortality in the region in the recent period and for being host cities of the University of International Integration of Afro-Brazilian Lusophony (Unilab). In methodological terms, semi-structured interviews were used with local subjects (politicians, public security professionals and legal operators) and the analysis of statistical data.O presente texto aborda o aumento da mortalidade violenta no interior do Ceará tomando como objeto a situação do Maciço de Baturité e considerando dois aspectos: 1) as transformações sociais da criminalidade e das violências; e 2) o funcionamento das organizações de segurança pública e de justiça criminal. Na análise, leva-se em conta especialmente as cidades de Acarape, Barreira e Redenção, por apresentarem aumento mais expressivo da mortalidade violenta na região no período recente e por serem cidades-sede da Universidade da Integração Internacional da Lusofonia Afro-Brasileira (Unilab). Gestión estratégica para el desarrollo de energía fotovoltaica en pequeñas industrias de la ciudad de Azogues: caso de estudio industrias panificadoras.

This research work was developed with the purpose of articulating a strategic management proposal for the small bakery industry in the city of Azogues, in relation to the implementation of photovoltaic energy for its production process, considering the change of the productive matrix in Ecuador and taking into account that currently this type of business does not have policies and projects aimed at its use. For this, a first review of the current situation was made, the diagnosis that allowed to know internally and externally that the representatives of the industry do not have greater knowledge of photovoltaic energy and its uses. This served as input to carry out a correlation process between the variables of productive processes and strategic management, in order to find advantages and disadvantages, as well as strategic objectives that guide a comprehensive approach under the internal strengths and weaknesses that improve productivity. In the same line of articulating a viable management, at the external level, opportunities and threats are evidenced, which together determined perspectives with the purpose of industrial and productive growth to strengthen aspects related to finances, customers, internal processes and learning; where the main points of benefit are to optimize costs, investment returns, innovation and efficiency, reduction of pollution from the use of fossil fuels, increased productivity and greater future processes and access to industrial and economic incentives, both national and international.El presente trabajo investigativo se desarrolló con la finalidad de articular una propuesta de gestión estratégica para la pequeña industria panificadora de la ciudad de Azogues, en relación a la implementación de energía fotovoltaica para su proceso productivo, considerando el cambio de la matriz productiva en el Ecuador y tomando en cuenta que actualmente este tipo de negocio no dispone de políticas y ni proyectos encaminados hacia su uso. Para aquello, se realizó una primera revisión de la situación actual, el diagnóstico que permitió conocer a nivel interno y externo que los representantes de la industria no tienen mayor conocimiento de la energía fotovoltaica ni de sus usos. Esto sirvió como insumo para realizar un proceso de correlación entre las variables de procesos productivos y la gestión estratégica, con la finalidad de encontrar ventajas y desventajas, así como objetivos estratégicos que guíen un enfoque completo en virtud de las fortalezas y debilidades internas que mejoren la productividad. En la misma línea de articular una gestión viable, a nivel externo se evidencian las oportunidades y amenazas que, en conjunto, determinaron perspectivas con la finalidad de crecimiento industrial y productivo para afianzar aspectos relacionados con las finanzas, clientes, procesos internos y aprendizaje; donde los principales puntos de beneficio van por optimizar costos, retornos de inversión, innovación y eficiencia, reducción de la contaminación por uso de combustibles fósiles, aumento de productividad y mayores procesos futuros y el acceso a incentivos industriales y económicos, tanto nacionales como internacionales
