L’élection présidentielle de février 2019 au Sénégal
L’article analyse l’élection présidentielle de février 2019 au Sénégal. Il décrit le contexte pré-électoral et met l’accent sur le processus et les résultats du scrutin avec en retour un regard sur les implications du contexte de déroulement. L’analyse combine deux approches méthodologiques : une approche interprétative fondée sur l’observation du contexte et une approche descriptive qui s’appuie sur le recueil et la cartographie des données statistiques publiées par le Conseil constitutionnel du Sénégal. Les résultats de l’étude montrent que l’élection présidentielle et son contexte ont été marqués par une crise politico-judiciaire qui a favorisé une reconfiguration du paysage politique avec la disparition de la compétition de partis historiques et l’émergence d’une nouvelle figure politique, chantre de l’« antisystème ». Même si le candidat du parti au pouvoir a été reconduit, les résultats du vote n’ont pas montré de grandes disparités géographiques entre le pouvoir et l’opposition réunie. Convaincue d’un équilibre territorial des rapports de force au moment du vote, l’opposition l’est encore plus par l’existence de « territoires conquis », ce qui présageait une crise postélectorale. De plus, le vote régional ou le régionalisme électoral tout comme la prise de position partisane des médias ont été des aspects essentiels de cette élection.The article analyzes the presidential election of February 2019 in Senegal. It describes the pre-election context and focuses on the process and results of the polls with a look back at the implications of the unfolding context. The analysis combines two methodological approaches: an interpretative approach based on context observation and a descriptive approach based on the collection and mapping of statistical data published by the Constitutional Council of Senegal. The results of the study show that the presidential election and its context were marked by a politico-judicial crisis that favored a reconfiguration of the political landscape with the disappearance of the competition of historical parties and the emergence of a new political figure which is the forerunner of the "antisystem". Although the ruling party's candidate was renewed, the results of the vote did not show large geographical disparities between the power and the opposition. Convinced of a territorial balance of power in the vote, the opposition is more by the existence of "conquered territories", which foreshadowed a post-election crisis. In addition, the regional vote or electoral regionalism as well as the partisan position of the media were essential aspects of this election

Le Japon, objet d’étude et d’enseignement au Sénégal
Japan is a field of study and education in Senegal. But the representations that are constructed on it generally work as a mirror in inverted images. In geography classes, the Senegalese are, from any point of view, opposed to the Japanese. Japan is seen as a perfect model of economic success and socio-cultural example which has come over her poor natural resources and the hard aftereffects of World War II thanks to the discipline and the work of her people. So, our relation to Japan is both mimicry and self- criticism. Japan as a field of study at school is expressed through a reductive discourse which fundamentally originates in the mass media and in Western studies – to note French ones from 1990 to 2000. L’ouverture au monde : un principe de construction de l’identité en question dans l’enseignement de la géographie au Sénégal
This article addresses the weight of pedagogy opening to the world as principle with regard to curricula and classroom practices by questioning the positions and perceptions it entails. It deals with curricula analyses using several corpuses: The 2004 Education Orientation Law, curricula and their content, the Baccalaureate exam over a decade, the ongoing reform text and at last, the Internet users’ views about the 2014 Baccalaureate controversy. The results prove that the institutional will to get rooted does not tally with curricula and pedagogical practices considered as far off realities from the Senegalese ones, hence an outer-world perception of the educational system. Diverse opinions in social networks as well as students’ parents public demonstrations against some syllabus contents are now, the new landmarks in the educational project the two opposite tendencies are formulating
Champ épistémique des travaux des géographes Paul Pélissier et Cheikh Ba : entre complémentarités, recoupements et débordements disciplinaires
Cet article s’intĂ©resse Ă la manière dont Cheikh Ba, gĂ©ographe africain, a redĂ©fini la frontière tracĂ©e par la gĂ©ographie africaniste de Paul PĂ©lissier, son maĂ®tre. Il analyse les contenus de leurs thèses, bibliographies, appels de rĂ©fĂ©rences et correspondances afin de circonscrire leur champ Ă©pistĂ©mique. Il s’agit de caractĂ©riser la circulation des savoirs et d’analyser leur rapport diffĂ©renciĂ© aux systèmes politiques colonial et postcolonial et Ă la discipline gĂ©ographique. Les rĂ©sultats montrent que Paul PĂ©lissier et Cheikh Ba ont respectivement investi, environ un demi-siècle durant, de 1951 Ă 2000, les deux grands objets de la gĂ©ographie rurale au SĂ©nĂ©gal : l’agriculture et l’élevage. MĂŞme si on observe une identitĂ© problĂ©matique et thĂ©matique partagĂ©e par ces deux chercheurs, leurs approches diffèrent. La gĂ©ographie politique, la gĂ©opolitique et la prise en compte de l’ensemble des Ă©chelles et temporalitĂ©s ont constituĂ© les marques de renouveau portĂ©es par Cheikh Ba comme empreinte proprement africaine Ă sa dĂ©marche.This article examines the way an African geographer, Cheikh Ba, redefined the boundary drawn by the Africanist geography of Paul PĂ©lissier, his mentor. It analyzes the contents of their theses, bibliographies, references included in texts, and correspondences in order to clearly define their epistemic field. It also characterizes the circulation of knowledge and studies their differentiated relationship to colonial and post-colonial political systems and geographical discipline. The findings show that Paul PĂ©lissier and Cheikh Ba respectively spearheaded research for about half a century (from 1951 to 2000) in the two major areas of rural geography in Senegal: agriculture and livestock. Even if both researchers developed similar issues and topics, their approaches in dealing with them are different. Political geography, geopolitics and the difference in scale in terms of space and time are the tokens of rebirth that Cheikh Ba has exemplified as an exclusive African imprint.AquĂ se trata de la manera cĂłmo Cheikh Ba, geĂłgrafo africano, redefiniĂł la frontera trazada por la geografĂa africanista de Paul PĂ©lissier, su maestro. Se tenĂa que determinar la circulaciĂłn de los conocimientos y analizar la relaciĂłn diferenciada de Ă©stos con los sistemas polĂticos colonial y post-colonial, y con la disciplina geográfica. Los resultados muestran que Paul PĂ©lissier y Cheikh Ba respectivamente ocuparon, durante medio siglo (1951 a 2000), los dos grandes objetos de la geografĂa rural en Senegal: la agricultura y la ganaderĂa. Aunque se observe una problemática y una temática idĂ©ntica, compartida entre los dos investigadores, los enfoques difieren.
