A nova cartografia mundial: as “muralhas nacionais” frente ao “capital sem pátria” e aos “cidadãos do mundo”

O artigo analisa os impactos que os processos de globalização exercem sobre a configuração do sistema internacional. Apontam-se inicialmente os vínculos do Estado Nacional com as categorias de soberania e de nação, que demarcaram as fronteiras estatais (as “muralhas nacionais”). Depois, examinam-se as forças sociopolíticas (representadas pelos “cidadãos do mundo” e pelas Organizações Internacionais), e as forças econômicas (o “capital sem pátria”) que ultrapassam e remodelam as fronteiras dos Estados para, no final, analisar os efeitos desses processos globalizantes sobre a configuração estatal e, consequentemente, sobre o sistema internacional. Argumenta-se que os espaços sociais, antes limitados por fortalezas feudais e muros nacionais, passam agora por ampla reconversão, mas que não obstante a ascensão do fenômeno da desterritorialização e da mitigação da soberania estatal, os Estados ainda devem persistir no cenário político internacional no longo prazo.The article analyzes the impact that the processes of globalization have on the configuration of the international system. One initially points the bonds of the National State to the categories of sovereignty and nation, which demarcated the state boundaries (the "national walls”). Then, one examines the social-political forces (represented by the "world citizens" and the International Organizations), and the economic forces (the “stateless capital") that overcome borders and reshape the States boundaries to analyze, in the end, the effects of these globalizing processes on the state configuration and hence on the international system. It is argued that the social spaces that were formerly limited by national boundaries and feudal fortresses are now under extensive restructuring, but that despite the rise of deterritorialization and of state sovereignty mitigation, States should still persist in the international political scenario in the long term
