Development in high speed, variable sweep aircraft research is reviewed. The 1946 Langley wind tunnel studies related to variable oblique and variable sweep wings and results from the X-5 and the XF1OF variable sweep aircraft are discussed. A joint program with the British, evaluation of the British "Swallow", development of the outboard pivot wing/aft tail configuration concept by Langley, and the applied research program that followed and which provided the technology for the current, variable sweep military aircraft is outlined. The European Community\u27s Second Banking Directive: Can Antiquated United States Legislation Keep Pace?

The European Community recently adopted the Second Banking Directive, which will lead to liberalized banking regulation throughout the Member States. Community banks will engage in a broad range of activities including commercial lending, selling securities, and issuing insurance. This broad range of activities will allow Community banks to compete more efficiently in global markets. In contrast, the strict regulatory structure of the United States includes the Glass-Steagall Act, which separates investment banking and commercial banking. This separation creates inefficiencies that reduce the competitiveness of United States banks in both international and United States markets. These inefficiencies are highlighted by the innovative Second Banking Directive. This Note will summarize the important provisions of the Second Banking Directive, including the single license system, which allows banks to operate in all twelve Member States after they have been licensed by one Member State, and the treatment of non-Community states or third countries. Next, this Note will review the history of the Glass-Steagall Act, its recent modifications by regulatory agencies and courts, and the prospects for congressional reform. The author then examines the effects of the Second Banking Directive on the Community and the United States. Generally, Community banks will consolidate and compete more effectively in the international markets, including that of the United States. Finally, the author argues that both United States and Community banks will benefit more from continued United States regulatory action than from sweeping United States legislation

Parametric study of variation in cargo-airplane performance related to progression from current to spanloader designs

A parametric analysis was made to investigate the relationship between current cargo airplanes and possible future designs that may differ greatly in both size and configuration. The method makes use of empirical scaling laws developed from statistical studies of data from current and advanced airplanes and, in addition, accounts for payload density, effects of span distributed load, and variations in tail area ratio. The method is believed to be particularly useful for exploratory studies of design and technology options for large airplanes. The analysis predicts somewhat more favorable variations of the ratios of payload to gross weight and block fuel to payload as the airplane size is increased than has been generally understood from interpretations of the cube-square law. In terms of these same ratios, large all wing (spanloader) designs show an advantage over wing-fuselage designs

Volcano and ship tracks indicate excessive aerosol-induced cloud water increases in a climate model

Aerosol-cloud interaction is the most uncertain mechanism of anthropogenic radiative forcing of Earth’s climate, and aerosol-induced cloud water changes are particularly poorly constrained in climate models. By combining satellite retrievals of volcano and ship tracks in stratocumulus clouds, we compile a unique observational dataset and confirm that liquid water path (LWP) responses to aerosols are bidirectional, and on average the increases in LWP are closely compensated by the decreases. Moreover, the meteorological parameters controlling the LWP responses are strikingly similar between the volcano and ship tracks. In stark contrast to observations, there are substantial unidirectional increases in LWP in the Hadley Centre climate model, because the model accounts only for the decreased precipitation efficiency and not for the enhanced entrainment drying. If the LWP increases in the model were compensated by the decreases as the observations suggest, its indirect aerosol radiative forcing in stratocumulus regions would decrease by 45%

Prognostic significance of high-grade dysplasia in colorectal adenomas.

Aim  Colonoscopy to detect and remove polyps has contributed to a reduction in colorectal carcinoma. Three-year follow up is recommended for patients considered to be at high risk (at least three adenomas, adenoma ≥ 1 cm, villous or high-grade features). Our study focused on patients diagnosed with high-grade dysplasia with regard to initial management and follow up. Method  A search of patients who had had endoscopic removal of a high-grade adenoma was carried out. Patients with the following were excluded: follow up of \u3c 1 year, polyposis syndromes, prior colon cancer and a diagnosis of adenocarcinoma within 6 months following initial diagnosis. Results  Eighty-three patients treated between 1999 and 2007 for high-grade dysplasia (HGD) in a colorectal adenoma were identified. Over a median follow-up period of 4 years, 53 (64%) developed further adenomatous polyps. Among these, 7% had an adenoma with HGD or an adenocarcinoma. In all these patients, the initial high-grade adenoma was \u3e 1 cm in diameter. Initial follow-up colonoscopy was performed on average 7 months following the initial diagnosis. Ten per cent of patients underwent prophylactic segmental resection, and 6% received argon laser therapy. Conclusion  The study demonstrates that patients who have a colorectal adenoma \u3e 1 cm with HGD may be at high risk of developing further adenomas with HGD or carcinoma. Close follow up is warranted
