    Public and private partnership and business actors in political processes concerning military issues

    Purpose: The article researches the actual issues of developing partnership and cooperation between the state and private business in matters of production and modernization the military-industrial complex of Russia. The main object of the research is the Russian NAVY. The subject of the research is the comparison of the Russian and US NAVY modernization in the context of public and private partnership. Design/Methodology/Approach: The authors used a wide range of methodological tools in the course of the study. The method of economic analysis, the method of structural analysis, the statistical method and the method of mathematical comparison were used. Findings. Studying the role of business actors in the national rearmament programmes in Russia the authors revealed such key indicators as economic viability and financial efficiency of programme implementation. A comparative analysis of budget and private funding of the similar US programme was conducted and statistical data supporting the main findings of the study were introduced. Practical Implications: The development of cooperation between business and the MIC at the state level should go along the path of creating conditions for public-private partnerships (PPPs) - a set of organizational, legal, financial and economic relations and joint actions of the state and private business aimed at achieving the goals of the state economic policy in order to address socially significant tasks on mutually beneficial conditions. Originality/Value: The authors’ conclusion that state’s financial and economic policy in the field of defense and modernization of the domestic defense industry has all chances to become the locomotive of the country’s industrial, scientific and technological development gives new horizons for discussing the most appropriate rearmament strategy.peer-reviewe

    Muonic hydrogen ground state hyperfine splitting

    Corrections of orders alpha^5, alpha^6 are calculated in the hyperfine splitting of the muonic hydrogen ground state. The nuclear structure effects are taken into account in the one- and two-loop Feynman amplitudes by means of the proton electromagnetic form factors. The modification of the hyperfine splitting part of the Breit potential due to the electron vacuum polarization is considered.     Physician trainees' decision making and information processing: choice size and Medicare Part D.

    Many patients expect their doctor to help them choose a Medicare prescription drug plan. Whether the size of the choice set affects clinicians' decision processes and strategy selection, and the quality of their choice, as it does their older patients, is an important question with serious financial consequences. Seventy medical students and internal medicine residents completed a within-subject design using Mouselab, a computer program that allows the information-acquisition process to be examined. We examined highly numerate physician trainees' decision processes, strategy, and their ability to pick the cheapest drug plan-as price was deemed the most important factor in Medicare beneficiaries' plan choice-from either 3 or 9 drug plans. Before adjustment, participants were significantly more likely to identify the lowest cost plan when facing three versus nine choices (67.3% vs. 32.8%, p<0.01) and paid significantly less in excess premiums (60.00vs.60.00 vs. 128.51, p<0.01). Compared to the three-plan condition, in the nine-plan condition participants spent significantly less time acquiring information on each attribute (p<0.05) and were more likely to employ decision strategies focusing on comparing alternate plans across a single attribute (search pattern, p<0.05). After adjusting for decision process and strategy, numeracy, and amount of medical training, the odds were 10.75 times higher that trainees would choose the lowest cost Medicare Part D drug plan when facing 3 versus 9 drug plans (p<0.05). Although employing more efficient search strategies in the complex choice environment, physician trainees experienced similar difficulty in choosing the lowest cost prescription drug plans as older patients do. Our results add further evidence that simplifications to the Medicare Part D decision environment are needed and suggest physicians' role in their patients' Part D choices may be most productive when assisting seniors with forecasting their expected medication needs and then referring them to the Medicare website or helpline

    One-loop corrections of order (Z alpha)^6m_1/m_2, (Z alpha)^7 to the muonium fine structure

    The corrections of order (Z alpha)^6m_1/m_2 and (Z alpha)^7 from one-loop two-photon exchange diagrams to the energy spectra of the hydrogenic atoms are calculated with the help of the Taylor expansion of corresponding integrands. The method of averaging the quasipotential over the wave functions in the d-dimensional coordinate space is formulated.     Hyperfine Structure of S-States in Muonic Helium Ion

    Corrections of orders alpha^5 and alpha^6 are calculated in the hyperfine splittings of 1S and 2S - energy levels in the ion of muonic helium. The electron vacuum polarization effects, the nuclear structure corrections and recoil corrections are taken into account. The obtained numerical values of the hyperfine splittings -1334.56 meV (1S state), -166.62 meV (2S state) can be considered as a reliable estimate for the comparison with the future experimental data. The hyperfine splitting interval Delta_{12}=(8 Delta E^{hfs}(2S)- Delta E^{hfs}(1S)) = 1.64 meV can be used for the check of quantum electrodynamics.Comment: 14 pages, 5 figure

    Theory of muonic hydrogen - muonic deuterium isotope shift

    We calculate the corrections of orders alpha^3, alpha^4 and alpha^5 to the Lamb shift of the 1S and 2S energy levels of muonic hydrogen (mu p) and muonic deuterium (mu d). The nuclear structure effects are taken into account in terms of the proton r_p and deuteron r_d charge radii for the one-photon interaction and by means of the proton and deuteron electromagnetic form factors in the case of one-loop amplitudes. The obtained numerical value of the isotope shift (mu d) - (mu p) for the splitting (1S-2S) 101003.3495 meV can be considered as a reliable estimation for corresponding experiment with the accuracy 10^{-6}. The fine structure interval E(1S)-8E(2S) in muonic hydrogen and muonic deuterium are calculated.Comment: 22 pages, 7 figure

    Nuclear structure corrections in the energy spectra of electronic and muonic deuterium

    The one-loop nuclear structure corrections of order (Z alpha)^5 to the Lamb shift and hyperfine splitting of the deuterium are calculated. The contribution of the deuteron structure effects to the isotope shift (ep)-(ed), (mu p)-(mu d) in the interval (1S - 2S) is obtained on the basis of modern experimental data on the deuteron electromagnetic form factors.     Magnetic moment of the two-particle bound state in quantum electrodynamics

    We have formulated the quasipotential method for the calculation of the relativistic and radiative corrections to the magnetic moment of the two-particle bound state in the case of particles with arbitrary spin. It is shown that the g-factors of bound particles contain O(α2)O(\alpha^2) terms depending on the particle spin.
