    Development of fisheries co-management in Cambodia : a case study and its implications

    The livelihoods and food security of many Cambodians depend heavily on inland capture fisheries, so the sustainable management of these fisheries is very important. Notwithstanding, the sustainability of Mekong fisheries is threatened by increasing fishing pressure and habitat modifications. Current management is considered insufficiently capable of controlling levels of exploitation and achieving equitable distribution of the resource, and the Cambodian government is promoting co-management initiatives as a way of addressing these issues. Using an institutional analysis approach, the current performance of co-management in a Mekong mainstream fishery was assessed, and factors limiting success identified. Results suggest that performance and sustainability of co-management are currently constrained by a lack of clearly defined property rights and resource boundaries, a mismatch between resource scale and management initiatives, and an absence of enabling legislation. Furthermore, objectives for management differ between stakeholders and are not well defined overall. While enabling legislation due to come into effect shortly is expected to improve performance and sustainability of co-management, boundary and scale issues will continue to pose challenges to co-management in open systems such as the Mekong mainstream. As a result, calls for innovative solutions, such as a federation of co-management schemes, will continue.     Bacillary angiomatosis in HIV-infected patients - An epidemiological and clinical study

    Background: No data were available on the epidemiological and clinical characteristics of bacillary angiomatosis (BA) in Germany. Objective:To determine epidemiological and clinical data on HIV-associated BA. Methods: A chart review of all BA cases between 1990 and 1998 was performed in 23 German AIDS treatment units. Results: A total of 21 cases of BA was diagnosed. During th is period, the participating HIV centers treated about 17,000 HIV-infected patients. As a result, a BA prevalence of 1.2 cases/1,000 patients can be assumed. 19 BA were localized in the skin; in 5 cases bones and in 4 cases the liver were involved. Out of 20 patients who received antibiotic therapy, 13 had complete remission. The median time of duration up to complete remission was 32 days (9-82), During the follow-up of the 20 patients, 7 relapses were observed, Conclusion: BA is a rare HIV-associated disease with a prevalence of 1,2 cases/1,000 patients in the presented study.     Computationally efficient stochastic MPC: A probabilistic scaling approach

    In recent years, the increasing interest in stochastic model predictive control (SMPC) schemes has highlighted the limitation arising from their inherent computational demand, which has restricted their applicability to slow-dynamics and high-performing systems. To reduce the computational burden, in this paper we extend the probabilistic scaling approach to obtain a low-complexity inner approximation of chance-constrained sets. This approach provides probabilistic guarantees at a lower computational cost than other schemes for which the sample complexity depends on the design space dimension. To design candidate simple approximating sets, which approximate the shape of the probabilistic set, we introduce two possibilities: i) fixed-complexity polytopes, and ii) ell_{p-norm based sets. Once the candidate approximating set is obtained, it is scaled around its center so to enforce the expected probabilistic guarantees. The resulting scaled set is then exploited to enforce constraints in the classical SMPC framework. The computational gain obtained with respect to the scenario approach is demonstrated via simulations, where the objective is the control of a fixed-wing UAV performing a crop-monitoring mission over a sloped vineyard

    Non-dynamic origin of the acoustic attenuation at high frequency in glasses

    The sound attenuation in the THz region is studied down to T=16 K in glassy glycerol by inelastic x-ray scattering. At striking variance with the decrease found below 100 K in the GHz data, the attenuation in the THz range does not show any T dependence. This result i) indicates the presence of two different attenuation mechanisms, active respectively in the high and low frequency limits; ii) demonstrates the non-dynamic origin of the attenuation of THz sound waves, and confirms a similar conclusion obtained in SiO2 glass by molecular dynamics; and iii) supports the low frequency attenuation mechanism proposed by Fabian and Allen (Phys.Rev.Lett. 82, 1478 (1999)).Comment: 3 pages, 5 Figures, To be published in PR
