A change of concept of how to mange a state has been changed significantly last few decades. The change of concept from nachtwaker staat to the welfare state has been bringing a dramatic change in the Administrative Law itseif. The state (government) can not stay only in office, but must go and stay with the people in people's real lives. This brings the concequences that the frictions between the state and the people might be happened frenquently In this situation, the existence of an Administrative Court is considered important and urgent. This research is trying to analyse what is actually happened in the Administrative Court management, how it works, and why it does

Gravitational waves from binary systems in circular orbits: Convergence of a dressed multipole truncation

    Get PDF
The gravitational radiation originating from a compact binary system in circular orbit is usually expressed as an infinite sum over radiative multipole moments. In a slow-motion approximation, each multipole moment is then expressed as a post-Newtonian expansion in powers of v/c, the ratio of the orbital velocity to the speed of light. The bare multipole truncation of the radiation consists in keeping only the leading-order term in the post-Newtonian expansion of each moment, but summing over all the multipole moments. In the case of binary systems with small mass ratios, the bare multipole series was shown in a previous paper to converge for all values v/c < 2/e, where e is the base of natural logarithms. In this paper, we extend the analysis to a dressed multipole truncation of the radiation, in which the leading-order moments are corrected with terms of relative order (v/c)^2 and (v/c)^3. We find that the dressed multipole series converges also for all values v/c < 2/e, and that it coincides (within 1%) with the numerically ``exact'' results for v/c < 0.2.Comment: 9 pages, ReVTeX, 1 postscript figur

Accessing Patient Records in Virtual Healthcare Organisations

    No full text
The ARTEMIS project is developing a semantic web service based P2P interoperability infrastructure for healthcare information systems that will allow healthcare providers to securely share patient records within virtual healthcare organisations. Authorisation decisions to access patient records across organisation boundaries can be very dynamic and must occur within a strict legislative framework. In ARTEMIS we are developing a dynamic authorisation mechanism called PBAC that provides a means of contextual and process oriented access control to enforce healthcare business processes. PBAC demonstrates how healthcare providers can dynamically share patient records for care pathways across organisation boundaries

Ballistic spin transport in exciton gases

Traditional spintronics relies on spin transport by charge carriers, such as electrons in semiconductor crystals. This brings several complications: the Pauli principle prevents the carriers from moving with the same speed; Coulomb repulsion leads to rapid dephasing of electron flows. Spin-optronics is a valuable alternative to traditional spintronics. In spin-optronic devices the spin currents are carried by electrically neutral bosonic quasi-particles: excitons or exciton-polaritons. They can form highly coherent quantum liquids and carry spins over macroscopic distances. The price to pay is a finite life-time of the bosonic spin carriers. We present the theory of exciton ballistic spin transport which may be applied to a range of systems where bosonic spin transport has been reported, in particular, to indirect excitons in coupled GaAs/AlGaAs quantum wells. We describe the effect of spin-orbit interaction of electrons and holes on the exciton spin, account for the Zeeman effect induced by external magnetic fields, long range and short range exchange splittings of the exciton resonances. We also consider exciton transport in the non-linear regime and discuss the definitions of exciton spin current, polarization current and spin conductivity.Comment: 16 pages, 10 figures to be published in Phys. The Association Between the Long-Term Change in Directly Measured Cardiorespiratory Fitness and Mortality Risk

Introduction: There is a strong inverse association between cardiorespiratory fitness (CRF) and mortality outcomes. This relationship has predominantly been assessed cross-sectionally, however low CRF is a modifiable risk factor, thus assessing this association using a single baseline measure may be sub-optimal. Purpose: To examine the association of the long-term change in CRF, measured using cardiopulmonary exercise testing (CPX) with all-cause and disease-specific mortality. Methods: Participants included 833 apparently healthy men and women (42.9±10.8 years) who underwent two maximal CPXs, the second CPX being ≥ 1 year following the baseline assessment. Participants were followed for 17.7 ± 11.8 years for allcause, cardiovascular disease (CVD), and cancer mortality. Cox-proportional hazard models were performed to determine the association between the change in CRF, computed as visit 1 (V1) peak oxygen consumption (VO2peak (ml·kg-1·min-1)) – visit 2 (V2) VO2peak, and mortality outcomes. Results: During follow-up, 172 participants died. Overall, the change in CPX-derived CRF was inversely related to all-cause, CVD, and cancer mortality (p\u3c0.05). Each 1 ml·kg-1·min-1 increase was associated with a 10.8, 14.7, and 15.9% reductions in allcause, CVD, and cancer mortality, respectively. The inverse relationship between CRF and all-cause mortality remained significant (p\u3c0.05) when men and women were examined independently, after adjusting for years since first CPX, baseline VO2peak, and age. Conclusion: Long-term changes in CRF were inversely related to mortality outcomes, and mortality was better predicted by CRF measured at subsequent examination than baseline CRF. These findings support the recent American Heart Association scientific statement advocating CRF as a clinical vital sign that should be assessed routinely in clinical practice, as well as support regular participation in physical activity to maintain adequate CRF levels across the lifespan

Pancharatnam-Berry phase in condensate of indirect excitons

We report on the observation of the Pancharatnam-Berry phase in a condensate of indirect excitons (IXs) in a GaAs coupled quantum well structure. The Pancharatnam-Berry phase leads to phase shifts of interference fringes in IX interference patterns. Correlations are found between the phase shifts, polarization pattern of IX emission, and onset of IX spontaneous coherence. The Pancharatnam-Berry phase is acquired due to coherent spin precession in IX condensate. The effect of the Pancharatnam-Berry phase on the IX phase pattern is described in terms of an associated momentum.Comment: 6 pages, 5 figures + 2 pages supplemental material, 3 supplemental figure

Orthogonality catastrophe in a composite fermion liquid

We discuss the emergence of an orthogonality catastrophe in the response of a composite fermion liquid as the filling factor \nu approaches 1/2m, where m=1,2,3.... A tunneling experiment is proposed in which dramatic changes in the I-V characteristic should be observable as \nu is varied. Explicit I-V characteristics calculated within the so-called Modified Random Phase Approximation, are provided for \nu=1/3 -> \nu=1/2.Comment: Latex two-column 6 pages including 5 figure
