    We implement an empirical test for selection into health insurance using changes in coverage induced by the introduction of mandated health insurance in Massachusetts. Our test examines changes in the cost of the newly insured relative to those who were insured prior to the reform. We find that counties with larger increases in insurance coverage over the reform period face the smallest increase in average hospital costs for the insured population, consistent with adverse selection into insurance before the reform.     Geodesic motion in the space-time of a cosmic string

    We study the geodesic equation in the space-time of an Abelian-Higgs string and discuss the motion of massless and massive test particles. The geodesics can be classified according to the particles energy, angular momentum and linear momentum along the string axis. We observe that bound orbits of massive particles are only possible if the Higgs boson mass is smaller than the gauge boson mass, while massless particles always move on escape orbits. Moreover, neither massive nor massless particles can ever reach the string axis for non-vanishing angular momentum.     In the five dimensional Kaluza Klein (KK) theory there is a well known class of static and electromagnetic--free KK--equations characterized by a naked singularity behavior, namely the Generalized Schwarzschild solution (GSS). We present here a set of interior solutions of five dimensional KK--equations. These equations have been numerically integrated to match the GSS in the vacuum. The solutions are candidates to describe the possible interior perfect fluid source of the exterior GSS metric and thus they can be models for stars for static, neutral astrophysical objects in the ordinary (four dimensional) spacetime.Comment: 15 pages, 8 figures.     The Pioneer Anomaly

    Radio-metric Doppler tracking data received from the Pioneer 10 and 11 spacecraft from heliocentric distances of 20-70 AU has consistently indicated the presence of a small, anomalous, blue-shifted frequency drift uniformly changing with a rate of ~6 x 10^{-9} Hz/s. Ultimately, the drift was interpreted as a constant sunward deceleration of each particular spacecraft at the level of a_P = (8.74 +/- 1.33) x 10^{-10} m/s^2. This apparent violation of the Newton's gravitational inverse-square law has become known as the Pioneer anomaly; the nature of this anomaly remains unexplained. In this review, we summarize the current knowledge of the physical properties of the anomaly and the conditions that led to its detection and characterization. We review various mechanisms proposed to explain the anomaly and discuss the current state of efforts to determine its nature. A comprehensive new investigation of the anomalous behavior of the two Pioneers has begun recently. The new efforts rely on the much-extended set of radio-metric Doppler data for both spacecraft in conjunction with the newly available complete record of their telemetry files and a large archive of original project documentation. As the new study is yet to report its findings, this review provides the necessary background for the new results to appear in the near future. In particular, we provide a significant amount of information on the design, operations and behavior of the two Pioneers during their entire missions, including descriptions of various data formats and techniques used for their navigation and radio-science data analysis. As most of this information was recovered relatively recently, it was not used in the previous studies of the Pioneer anomaly, but it is critical for the new investigation.Comment: 165 pages, 40 figures, 16 tables; accepted for publication in Living Reviews in Relativit

    Adverse Selection and an Individual Mandate: When Theory Meets Practice

    We develop a model of selection that incorporates a key element of recent health reforms: an individual mandate. We identify a set of key parameters for welfare analysis, allowing us to model the welfare impact of the actual policy as well as to estimate the socially optimal penalty level. Using data from Massachusetts, we estimate the key parameters of the model. We compare health insurance coverage, premiums, and insurer average health claim expenditures between Massachusetts and other states in the periods before and after the passage of Massachusetts health reform. In the individual market for health insurance, we find that premiums and average costs decreased significantly in response to the individual mandate; consistent with an initially adversely selected insurance market. We are also able to recover an estimated willingness-to-pay for health insurance. Combining demand and cost estimates as sufficient statistics for welfare analysis, we find an annual welfare gain of 335dollarsperpersonor335 dollars per person or 71 million annually in Massachusetts as a result of the reduction in adverse selection. We also find evidence for smaller post-reform markups in the individual market, which increased welfare by another 107dollarsperpersonperyearandabout107 dollars per person per year and about 23 million per year overall. To put this in perspective, the total welfare gains were 8.4% of medical expenditures paid by insurers. Our model and empirical estimates suggest an optimal mandate penalty of $2,190. A penalty of this magnitude would increase health insurance to near universal levels. Our estimated optimal penalty is higher than the individual mandate penalty adopted in Massachusetts but close to the penalty implemented under the ACA

    Capture cross section of magnetized particle (with nonzero magnetic moment) by braneworld black hole in uniform magnetic field is considered. The magnetic moment of particle was chosen as it was done by \citet{rs99} and for the simplicity particle with zero electric charge is chosen.
