Internet technology has changed the way citizens obtain information about government activities and provides an opportunity for new modes of communication between citizens and government on policy issues. The capability or effectiveness of the Internet as a tool for citizen participation has yet to be fully realized or measured. NGO\u27s have built cyber networks, but it is unclear how relevant they have been in the decision making cycle.
