    The concept of citizen participation in governance underlies United States democratic theory. Yet the idea and the practice have not always been in harmony. Internet technology has changed the way citizens obtain information about government activities and provides an opportunity for new modes of communication between citizens and government on policy issues. The capability or effectiveness of the Internet as a tool for citizen participation has yet to be fully realized or measured. NGO\u27s have built cyber networks, but it is unclear how relevant they have been in the decision making cycle. This study will investigate the effectiveness of Internet based technology on mobilizing American citizen participation in policy issues
