The Belgian labour market after 5 years of crisis: never before has the degree of job creation been so low
At no time in the last ten years have fewer jobs been created in the Belgian labour market than during the most recent crisis period (2011-2013). Employment in Belgium held up relatively well during the first period of the crisis (2008-2009). Businesses drew heavily on temporary crisis measures, such as temporary layoffs and temporary working hour reductions for workers. But the slight recovery that took hold in the labour market began to give out in 2011. Though the economic relapse was less severe than it was in 2008-2009, the net loss of jobs was greater than the economic trend would have led us to expect. One explanation for this paradox is that the buffer of temporary measures is reaching exhaustion. Also, the labour market crisis is now affecting some of the sectors that had pulled through the first crisis period unscathed. Jobs in the public sector and education, in particular, are disappearing faster than they are being created. These sectors are no longer able to offset the net job losses in industry, construction, trade and catering, and in the financial sector.Press releasestatus: publishe

Activering door VDAB en OCMW: nieuwe stappen in de samenwerking nodig
De moeilijke samenwerking tussen VDAB en OCMW’s is al decennia lang onderwerp van debat. Met de zesde staatshervorming verschuift de bevoegdheid over de activering van leefloners naar het Vlaamse niveau. Dit beidt nieuwe kansen voor de samenwerking. Een evaluatie van de proeftuinen voor samenwerking tussen VDAB en OCMW’s door het HIVA – KU Leuven leert dat er wel degelijk meer mogelijk is bij het beter afstemmen van de dienstverlening, ook al blijft het leefloon zelf een federale materie. Maar het debat in het kader van de staatshervorming dreigt eenzijdig te focussen op de overheveling van de OCMW-tewerkstellingsinstrumenten die nu nog federaal zijn, het zogenoemde artikel 60§7 (met het OCMW als werkgever) en artikel 61 (andere werkgever) van de OCMW-wet. Het echte knelpunt ligt in het gebrek aan integratie van de werking tussen beide organisaties. Het rapport pleit ervoor dat VDAB- en OCMW-consulenten gezamenlijk gaan bepalen wie voor welk begeleidingstraject in aanmerking komt en elkaars aanbod openstellen ongeacht bij welke instantie de cliënt zijn of haar uitkering krijgt.Persberichtstatus: publishe
Design Choices in Market Competition for Employment Services for the Long-Term Unemployed
Most Western countries have a long tradition of employment service provision by public bodies and non-profit organisations, but not by for-profit organisations. The creation of a quasi-market arrangement is not a simple choice for government. This paper underscores the difficulties and discusses design options. It calls for a complex balancing act between regulation and the creation of room for market competition, between old and new instruments and procedures, and between efficiency and equity. It identifies as two key issues the need to actively create sufficient room for market competition, and the need for "positive creaming" which encourages providers to concentrate their efforts on the most disadvantaged target groups. The paper starts by stating the principles and preconditions for market competition, with a focus on possible quasi-market arrangements for strengthening service provision for the long-term unemployed in Flanders.
