    Финансовая поддержка МСП в Свердловской области

    The purpose of the paper is to investigate the mechanism for supporting small and medium-sized enterprises in the Sverdlovsk region. At the beginning, the trend of SMEs development in the region is analyzed. Also, actions for the implementation of regional support projects are given. In addition, the key areas of activity of the Sverdlovsk Regional Entrepreneurship Support Fund and its contribution to expanding access to concessional financing for small and medium-sized businesses are presented. At the end of the article, a conclusion is made about the problems of the SME sector that the regional government has yet to solve.В статье рассматривается механизм поддержки малого и среднего предпринимательства (МСП) в Свердловской области. В начале статьи анализируется тенденция развития МСП в регионе. Далее рассматриваются меры по реализации региональных проектов поддержки. Кроме того, приводятся ключевые направления деятельности Свердловского областного фонда поддержки предпринимательства и его вклад в расширение доступа к льготному финансированию для малого и среднего бизнеса. В конце статьи делается вывод о проблемах сектора МСП, которые правительству области еще предстоит решить

    Radiation-induced structure transformation and vibrational spectra of polyethylene

    Crystal structure and vibrational spectra of low density polyethylene and nanocomposites with carbon nanotubes in the initial state and after high energy electron irradiation in wide range of absorption dose (0.05 - 4.72) MGy were studied. It is shown that with increasing of electron absorption dose the degree of crystallinity changes monotonically, while maintaining the orthorhombic phase. Changes in IR absorption spectra and Raman scattering are caused by radiation-stimulated change in the structure of polyethylene, which includes the destruction of the main and side chains, and the creation of cross-linking macrochain π-conjugated polyene sequences

    Infrared Reflectance Analysis of Epitaxial n-Type Doped GaN Layers Grown on Sapphire

    Abstract Infrared (IR) reflectance spectroscopy is applied to study Si-doped multilayer n+/n0/n+-GaN structure grown on GaN buffer with GaN-template/sapphire substrate. Analysis of the investigated structure by photo-etching, SEM, and SIMS methods showed the existence of the additional layer with the drastic difference in Si and O doping levels and located between the epitaxial GaN buffer and template. Simulation of the experimental reflectivity spectra was performed in a wide frequency range. It is shown that the modeling of IR reflectance spectrum using 2 × 2 transfer matrix method and including into analysis the additional layer make it possible to obtain the best fitting of the experimental spectrum, which follows in the evaluation of GaN layer thicknesses which are in good agreement with the SEM and SIMS data. Spectral dependence of plasmon-LO-phonon coupled modes for each GaN layer is obtained from the spectral dependence of dielectric of Si doping impurity, which is attributed to compensation effects by the acceptor states

    Influence of substrate temperature on the properties of pulsed laser deposited silver nanoparticle thin films and their application in SERS detection of bovine serum albumin

    The effect of substrate temperature (Ts) on electrical conductance, surface plasmon resonance (SPR), and surface-enhanced Raman scattering (SERS) activity of silver nanoparticle (AgNP) thin films is presented. AgNP films are grown on glass substrates by pulsed laser deposition in a controlled Ar atmosphere at a pressure of 0.1 mbar and varying Ts. Different Ts results in different morphologies, as observed by scanning electron microscopy. The effect of interparticle distance on the electrical conductance of AgNPs is highlighted. The current–voltage characteristics display negative resistance effect and is attributed to the charge trapping process in AgNPs. The film deposited at room temperature presents a SPR peak at λ = 460 nm, and its wavelength first increases until Ts reaches 300 °C and then decreases with further increasing Ts. The quantitative analysis of SERS studies reveals that SERS intensity of bovine serum albumin (BSA) adsorbed on AgNP substrate deposited at 300 °C exhibits a higher intensity as compared with that of BSA adsorbed on the SERS active substrates at any other Ts.s This study has been partially funded by (1) Portuguese Foundation for Science and Technology (FCT) under the project PTDC/FIS/098943/2008 and strategic project PEST-C/FIS/ UI0607/2011 (2) European COST Actions MP0901-NanoTP and MP0903-NanoAlloy.
