Financing and Managing Public Services: An Assessment
Public services can be, and are, delivered according to a variety of different arrangements. The public sector can finance and provide a service itself, or contract with the private sector to participate in provision, or its role may be limited to regulating a private provider. In this paper we examine the features determining the effectiveness of public-service delivery, including incentives for employees and teams within organizations providing public services, the structure of the organization and the competitive framework that it faces, and the role of the private sector. We assess the reform programme in the UK, which has involved substantial reorganization of public services and increasing involvement of the private sector. Reforms focus on the improvement of incentives; but while incentives are critical, the special characteristics of public services (and the people who provide them) must be recognized in the implementation of new structures and incentive schemes.public services, public management
A Geographic Interpretation of the Agricultural Regions of Ohio
The purpose of this thesis is to divide the state of Ohio into agricultural regions, and, so delimited, to describe and interpret these regions in a geographic manner. The basis of division is the use of the land for varying agricultural purposes. These variables are expressed my means of isopleth maps showing acreage percentages of land use. Factors of the natural environment, such as soil, bedrock, climate, topography, and drainage, aid in the interpretation of these regions

Watershed Restoration through Culture-Based Education and Community Outreach
In this thesis I will examine the relationship between watershed restoration and my own traditional teachings. One of my goals is to demonstrate how understanding Indigenous ways of knowing can help others understand the importance of watershed restoration, and also how getting local people involved is an essential aspect of effective conservation and restoration. I will use my tribe, Ona=k@= - People of the Standing Stone, otherwise known as the Oneida Nation of Wisconsin, as a case study . The Upper Wakarusa watershed in Lawrence, KS will be used to compare how different strategies in watershed restoration are employed in non-Indian community

New Early Miocene Formation and Vertebrate Local Fauna, Big Bend National Park, Brewster County, Texas
Contents: Abstract -- Introduction -- Acknowledgments -- Localities -- Synopsis of Fauna -- Part I: Geology -- Part II: Systematic Descriptions, Excluding Lagomorpha -- Part III: Systematic Descriptions, Lagomorpha -- Part IV: Age and Interpretation of the Castolon Local Fauna -- Literatrue CitedThe early Miocene Delaho (new) Formation is a locally derived sequence of basin fill sediments now severely deformed by later Tertiary normal faulting. These sediments contain the Castolon local fauna comprising seventeen mammalian taxa. Three genera are new. Age of the Castolon local fauna is considered middle Arikareean, and differences between it and other Arikareean faunas are caused in part by ecological bias.Texas Memorial Museu
Training and Union wages
This paper investigates whether unions, through imposing wage floors that lead to wage compression, increase on-the-job training. Our analysis focuses on Germany. Based on a model of unions and firm-financed training, we derive empirical implications regarding apprenticeship training intensity, layoffs, wage cuts, and wage compression in unionized and nonunionized firms. We test these implications using firm panel data matched with administrative employee data. We find support for the hypothesis that union recognition, via imposing minimum wages and wage compression, increases training in apprenticeship programs
COVID-19 and Pneumonia: Increased Risk for Individuals with Intellectual and Developmental Disabilities during the Pandemic
Adults with intellectual and developmental disabilities (IDD) are more likely to develop pneumonia than adults without IDD. This brief describes the implications of higher rates of pneumonia among individuals with IDD for increased risk of serious complications (including death) from COVID-19
