Brothers in arms in the European car wars: employment pacts in the EU automobile industry
"Im Laufe der 90er Jahre wurden bei den meisten Autoproduzenten in der EuropĂ€ischen Union unternehmens- oder betriebsweite Kollektivvereinbarungen ĂŒber BeschĂ€ftigung und WettbewerbsfĂ€higkeit abgeschlossen. Diese Pakte haben sowohl den Erhalt bzw. die Schaffung von ArbeitsplĂ€tzen als auch die Verbesserung der WettbewerbsfĂ€higkeit des Betriebs bzw. des Unternehmens sowohl im konzerninternen als auch im branchenweiten Wettbewerb zum Ziel. Der Artikel stellt erst zwei AnsĂ€tze zur Analyse solcher BeschĂ€ftigungspakte vor. AnschlieĂend wird eine Auswahl solcher BĂŒndnisse in der (west)europĂ€ischen Automobilindustrie beschrieben. Der Hauptteil des Artikels analysiert diese Pakte und diskutiert die Implikationen fĂŒr die Arbeitsbeziehungen. Der Autor kommt zu dem Schluss, dass diese Pakte nicht nur als Beispiele von Konzessionsverhandlungen betrachtet werden sollten, sondern auch als Form kooperativer Arbeitsbeziehungen, welche die Anpassung der Regulierungsstrukturen der Arbeitsbeziehungen mit dem Ziel der Verbesserung der gemeinsamen WettbewerbsfĂ€higkeit zum Inhalt haben." Collective bargaining structure and its determinants : an empirical analysis with British and German establishment data
"Using two nationally representative establishment data sets, this paper investigates collective bargaining coverage and firms' choice of governance structures for the employment relationship in Britain and in (western and eastern) Germany. Both countries have experienced a substantial decline in collective bargaining coverage in the last decades. While bargaining coverage is generally lower in Britain, single-employer bargaining is relatively more important in Britain, whereas multi-employer collective bargaining clearly dominates in Germany. Econometric analyses show that more or less the same set of variables play a statistically significant role in explaining the structure of collective bargaining in both countries. These include establishment size, establishment age, foreign ownership, public sector affiliation and being a branch plant." Zur Zukunft von Kollektivverhandlungen in Euroland
"In der EuropĂ€ischen WĂ€hrungsunion werden Tarifverhandlungen unter neuen Rahmenbedingungen ablaufen. Dieser Artikel beschĂ€ftigt sich mit der Zukunft kollektiver Verhandlungssysteme in Euroland. ZunĂ€chst werden Ăberlegungen zu Eigenschaften, Entwicklung und Performance von Kollektivverhandlungssystemen vorgestellt. Im zweiten Teil werden die Auswirkungen der dritten Stufe der europĂ€ischen WĂ€hrungsunion auf die Kollektivverhandlungssysteme in Euroland, vor allem mit Blick auf einerseits die konstitutionellen Entscheidungen der Akteure ĂŒber die Struktur des Verhandlungssystems und andererseits den institutionellen Wettbewerb untersucht. Der dritte Teil spekuliert ĂŒber die Zukunft von kollektiven Verhandlungssystemen in Euroland. In the second part, the consequences of the third phase of EMU, and the question of the future of collective bargaining in the Euro zone are analysed, with special reference to the constitutional decisions of the actors on bargaining structure on the one hand, and institutional competition on the other. "Im Laufe des 20. Jahrhunderts waren die Kollektiverhandlungsstrukturen in GroĂbritannien einem betrĂ€chtlichen Wandel unterworfen. WĂ€hrend die Bedeutung kollektiver Verhandlungen - gemessen am Deckungsgrad der abhĂ€ngig beschĂ€ftigten Arbeitnehmer - bis Ende der 70er Jahre zugenommen hat, ist seit 1980 die Bedeutung kollektiver Governance-Strukturen drastisch zurĂŒckgegangen. Dies ist verbunden mit dem Ăbergang von kollektiven zu individuellen Regelungsmechanismen fĂŒr die Arbeitgeber-Arbeitnehmer-Beziehungen. Dieser Beitrag stellt zunĂ€chst kurz das Britische System industrieller Beziehungen vor und liefert einen Ăberblick ĂŒber die Entwicklung der Kollektiverhandlungen zwischen 1895 und 1998. Es folgt eine Diskussion von sieben Perioden ihrer Geschichte zwischen 1780 bis 2000. SchlieĂlich wird dargelegt, dass die Entstehung und Entwicklung kollektiver Verhandlungen in GroĂbritannien eng mit der staatlichen Politik sowie der Entwicklung der Gewerkschaftsbewegung und der ArbeitgeberverbĂ€nde verbunden ist." While whereas collective bargaining - measured in terms of coverage of employees - had increased in importance until the mid-1970s, the following period following saw a marked decline in collective governance structures. This is associated with the shift from collective to individual regulation of the employment relationship. The article first introduces British industrial relations and outlines the evolution of collective bargaining between 1895 and 1998. It continues with a discussion of seven periods of collective bargaining history from 1780 to 2000. This article finally shows that the emergence and evolution of governance structures in Britain are closely related to public policy as well as the emergence and evolution of trade unions and employers' associations." Company-level collective agreements during the 2008-2010 crisis: Four cases from germany
Between autumn 2008 and spring 2010, the German economy faced the most serious economic downturn since World War II. Demand, orders, output and profits declined in many sectors and for many companies at unprecedented rates. The German federal government, the state governments and the social partners have introduced and/or adapted a wide range of policy instruments to cope with the crisis. In addition to unilateral use by management of a wide range of policies to address the declining demand for products and labour, joint activities on the part of management, trade unions and/or works councils sought to address the situation through agreements on cost-cutting programmes. This article analyses four cases of company-level âconcessionâ bargaining during the peak time of the crisis (2009) in Germany and considers how the social partners might help enterprises to maintain employment in the face of a crisis situation. </jats:p
