Multi-resolution two-sample comparison through the divide-merge Markov tree
We introduce a probabilistic framework for two-sample comparison based on a
nonparametric process taking the form of a Markov model that transitions
between a "divide" and a "merge" state on a multi-resolution partition tree of
the sample space. Multi-scale two-sample comparison is achieved through
inferring the underlying state of the process along the partition tree. The
Markov design allows the process to incorporate spatial clustering of
differential structures, which is commonly observed in two-sample problems but
ignored by existing methods. Inference is carried out under the Bayesian
paradigm through recursive propagation algorithms. We demonstrate the work of
our method through simulated data and a real flow cytometry data set, and show
that it substantially outperforms other state-of-the-art two-sample tests in
several settings.Comment: Corrected typos. Added Software sectio
Classifying the Economy into Traded or Nontraded Sectors
Cast within the framework of small open economy that periodically faces balance of payments crises, the theoretical model developed in this study can be utilized to study the devaluation experiences of the Philippines. Such model provides not only a test for validity and relevance but also an indication of the costs of devaluation as a tool for achieving external balance.trade sector, devaluation, balance of payments

Government Guarantees in Infrastructure Projects: A Second, Third Look at the Policy
To encourage private sector participation in public infrastructure projects, government guarantee has been utilized as an instrument to mitigate the risks associated with public investments. However, this creates contingent liabilities that the government has to face. This issue argues that the government must move towards project financing structures having less provision for subsidies and guarantees. Private sector should then have greater risk participation while strict monitoring measures should be implemented concerning contingent liabilities.government guarantee, public infrastructure projects, BOT scheme, private sector participation, contingent liability
A New Vision and Credit Policy Framework for Financing LGUs Basic Services and Development Projects
This paper presents a new vision and the proposed policy framework for financing local government’s basic services and development projects. This vision intends to wean away the LGUs from their dependence on the national government and to promote a more effective private sector participation in developing and funding local projects. The credit policy framework aims to direct and make LGUs creditworthy to the private sources of capital.local government unit, capital markets, services sector, credit program
Weightlifting overhead pressing derivatives : a review of the literature
This review examines the literature on weightlifting overhead pressing derivatives (WOPDs) and provides information regarding historical, technical, kinetic and kinematic mechanisms as well as potential benefits and guidelines to implement the use of WOPDs as training tools for sports populations. Only 13 articles were found in a search of electronic databases, which was employed to gather empirical evidence to provide an insight into the kinetic and kinematic mechanisms underpinning WOPDs. Practitioners may implement WOPDs such as push press, push jerk or split jerk from the back as well as the front rack position to provide an adequate stimulus to improve not only weightlifting performance but also sports performance as: (1) the use of WOPDs is an additional strategy to improve weightlifting performance; (2) WOPDs require the ability to develop high forces rapidly by an impulsive triple extension of the hips, knees and ankles, which is mechanically similar to many sporting tasks; (3) WOPDs may be beneficial for enhancing power development and maximal strength in the sport population; and, finally, (4) WOPDs may provide a variation in training stimulus for the sports population due to the technical demands, need for balance and coordination. The potential benefits highlighted in the literature provide a justification for the implementation of WOPDs in sports training. However, there is a lack of information regarding the longitudinal training effects that may result from implementing WOPDs
Fatal Air Embolism Associated With Pneumatosis Cystoides Intestinalis
We report a unique fatality associated with pneumatosis cystoides intestinalis. The proposed mechanism of lethality is air embolization. Our basis for this interpretation is autopsy exclusion of other lethal mechanisms in association with identifiable physical findings. We offer anatomic and physiologic explanations for our interpretation, in association with a brief discussion thereof
