Health benefits and control costs of tightening particulate matter emissions standards for coal power plants - The case of Northeast Brazil.
Exposure to ambient particulate matter (PM) caused an estimated 4.2 million deaths worldwide in 2015. However, PM emission standards for power plants vary widely. To explore if the current levels of these standards are sufficiently stringent in a simple cost-benefit framework, we compared the health benefits (avoided monetized health costs) with the control costs of tightening PM emission standards for coal-fired power plants in Northeast (NE) Brazil, where ambient PM concentrations are below World Health Organization (WHO) guidelines. We considered three Brazilian PM10 (PMx refers to PM with a diameter under x micrometers) emission standards and a stricter U.S. EPA standard for recent power plants. Our integrated methodology simulates hourly electricity grid dispatch from utility-scale power plants, disperses the resulting PM2.5, and estimates selected human health impacts from PM2.5 exposure using the latest integrated exposure-response model. Since the emissions inventories required to model secondary PM are not available in our study area, we modeled only primary PM so our benefit estimates are conservative. We found that tightening existing PM10 emission standards yields health benefits that are over 60 times greater than emissions control costs in all the scenarios we considered. The monetary value of avoided hospital admissions alone is at least four times as large as the corresponding control costs. These results provide strong arguments for considering tightening PM emission standards for coal-fired power plants worldwide, including in regions that meet WHO guidelines and in developing countries
XMM-Newton observations of the spiral galaxy M74 (NGC 628)
The face-on spiral galaxy M74 (NGC 628) was observed by XMM on 2002 February
2. In total, 21 sources are found in the inner 5' from the nucleus (after
rejection of a few sources associated to foreground stars). Hardness ratios
suggest that about half of them belong to the galaxy. The higher-luminosity end
of the luminosity function is fitted by a power-law of slope -0.8. This can be
interpreted as evidence of ongoing star formation, in analogy with the
distributions found in disks of other late-type galaxies. A comparison with
previous Chandra observations reveals a new ultraluminous X-ray transient (L_x
\~ 1.5 x 10^39 erg/s in the 0.3--8 keV band) about 4' North of the nucleus. We
find another transient black-hole candidate (L_x ~ 5 x 10^38 erg/s) about 5'
North-West of the nucleus. The UV and X-ray counterparts of SN 2002ap are also

A critical fractional equation with concave-convex power nonlinearities

Control strategies for Energy Recovery Ventilators in the South of Europe for residential nZEB. Quantitative analysis of the air conditioning demand
Mechanical ventilation systems are essential for ensuring the indoor quality of air in nZEB (nearly Zero Energy Buildings) with a high level of airtightness. In cold countries, it has already been demonstrated that Heat Recovery Ventilators (HRV) recovering the sensible energy from air ventilation are needed to achieve the energy demand goals for nZEB set by Passivhaus. In tropical areas with hot temperatures and high relative humidity in the ambient air, the necessity of recovering latent and sensible energy with Energy Recovery Ventilators (ERV) has also been demonstrated. However, in warm climates with medium relative humidity levels, for example in cities located on the Mediterranean coast, the evaluation of the effectiveness of an EVR for residential buildings has to be analyzed and optimized. This article establishes the effectiveness of several control strategies for ventilation air systems including ERV with the aim of optimizing the air conditioning energy demand of dwellings located in several cities in the South of Europe. Possible control strategies have been analyzed to minimize the undesirable operation of ERVs which could otherwise increase the air conditioning energy demand for winter and summer seasons. The impact of the latent effectiveness and the effect of free-cooling on the air conditioning energy demand is also studied
