    Conservation Easements: A Tool For Preserving Wildlife Habitat on Private Lands

    Conservation easements are an essential tool for conserving private lands, and they have great potential for enhancing wildlife habitat and biodiversity. Private land conservation in the United States is likely to increase in the coming years, in light of Executive Order No. 14,008, issued by President Joseph Biden on January 27, 2021, which set a goal of conserving at least 30% of U.S. lands and waters by 2030 (Executive Office of the President 2021). There is, therefore, a need to evaluate the effect of conservation easements on wildlife habitat and biodiversity and to make recommendations for further enhancing the effectiveness of easements. Herein we propose a shift from primarily negative clauses and restrictive language to a more affirmative approach, developing language to proactively improve management of properties under conservation easement in order to maximize benefits to wildlife and ecosystems. In addition, we identify areas for further research on landowner perceptions and experiences regarding conservation easements

    Policy Comparison of Lead Hunting Ammunition Bans and Voluntary Nonlead Programs for California Condors

    The endangered California condor (Gymnogyps californianus) is negatively affected by lead poisoning from spent leadā€based hunting ammunition. Because lead poisoning is the primary mortality factor affecting condors, the California Fish and Game Commission banned lead hunting ammunition during 2008 in the southern California condor range followed by a statewide ban implemented in 2019. In contrast, the Arizona Game and Fish Department instituted an outreach and awareness program encouraging voluntary use of nonlead hunting ammunition in the northern portion of the state during 2005 and a similar program was launched in Utah during 2012. The juxtaposition of policy tools provided a unique opportunity to evaluate the intended efforts to mitigate lead exposure in condors and their respective positive and negative effects. Herein we reflect upon the effectiveness of lead policy actions in the 3ā€state region on the basis of condor bloodā€lead levels, population status, and hunter awareness of the issue and use of nonlead hunting ammunition

    The Electronic Community Park Audit Tool (eCPAT): Exploring the Use of Mobile Technology for Youth Empowerment and Advocacy for Healthy Community Policy, Systems, and Environmental Change

    Empowering and engaging youth in advocacy and participatory action research (PAR) for healthy community environments is an emerging approach to reducing the childhood obesity epidemic. Technology is a promising strategy for engaging youth in such efforts. The Community Park Audit Tool (CPAT) is user-friendly tool for evaluating the ability of parks to promote youth physical activity. Recently an electronic version of the tool (eCPAT) was developed and validated. The purpose of this study was to explore the use of eCPAT mobile technology on youth empowerment and advocacy. This study examined tool usability, youths' technology access, use, and readiness for PAR efforts, effectiveness of mobile technology on youth empowerment and advocacy, interaction effects between tool format and regular technology use, and tool format preferences. Youth ages 11ā€“18 years were recruited and randomized into one of three study conditions: Control (no audit), paper (CPAT), and mobile technology (eCPAT). Intervention youth completed two park audits using assigned format. A subsample of youth in the Control group completed both CPAT and eCPAT audits for comparison. Independent samples t-tests and MANCOVAs explored differences in post-project levels of tool usability and empowerment and advocacy scores between groups. Multivariate linear regression analysis explored the interaction between Control, Paper, or eCPAT group membership and mean technology use in predicting empowerment and advocacy. Youth (n = 124) completed pre and post surveys. The majority of youth had access to technology (smartphone 77.4%, tablet/iPad 67.7%). Youth used mobile technology at least once a day to use apps (M = 7.8, SD = 3.2), browse the web (M = 6.3, SD = 3.3), and search for information (M = 6.3, SD = 3.5). Youth were also ready and willing to use technology for PAR (M = 3.42ā€“3.59). No main or interaction effects were found for post-project levels of youth empowerment or advocacy. However, the eCPAT tool had high usability scores, was better liked, and was preferred by youth over paper-pencil methods. Mobile technologies are ubiquitous and a preferred strategy among youth for engagement in community change. Future studies should explore mobile technology as a potential strategy for engaging youth in ongoing PAR efforts to achieve successful engagement and advocacy in community healthy environmental change

    Association of street connectivity and road traffic speed with park usage and park-based physical activity

    Purpose: The purpose of this study was to examine associations between street connectivity and road traffic speed and neighborhood residents' use of parks and park-based physical activity. Design: Cross-sectional. Setting: Kansas City, Missouri. Subjects: Participants were 893 adults from randomly selected households. Measures: Both self-reported park use and park-based physical activity were dichotomized as some versus none. Intersection density was calculated around each participant, and network analysis was used to determine whether participants had to travel on or cross a road with traffic speed greater than 35 miles per hour (mph) to reach the closest park. Analysis: Multilevel logistic regression examined the association between intersection density and traffic speed wit park use and park-based physical activity. Results: Compared to those in the lowest intersection density quartile, participants in the third and fourth quartiles were more likely to use parks and to engage in physical activity in parks (odds ratio [OR] = 1.76ā€“2.34; all p < .05). Likewise, compared to those who had a high-speed road on their way to the closest park, participants with slower traffic routes to parks were more likely to use the parks (OR = 1.47; 95% confidence interval [CI] = 1.05ā€“1.92). Conclusion: In addition to park proximity and the design of park features, ensuring direct and safe access to parks through street network design and traffic speed reduction strategies may be key to facilitating park-related physical activity

    Environmental Action Programs Using Positive Youth Development May Increase Civic Engagement

    Civic engagement in adults may be influenced by their participation as young people in environmental action programs. To assess this hypothesis, we conducted a case study to see if an environmental action program at the St. Louis Zoo impacted participants&rsquo; civic engagement in respect to positive youth development practices. During 2019, we surveyed youth from the St. Louis, Missouri area participating in the Bye-to-Bags program, which was a student-initiated program. We used a modified measurement scale for civic engagement outcomes, and measured three positive youth development practices: sparks, or an individual&rsquo;s passions; adult relationships; and voice. We found that civic engagement and positive youth development outcomes were both present in the Bye-to-Bags program, which offered opportunities for youth engagement in environmental action in the community. Our results also showed that zoos with environmental action programs may increase youth civic engagement, especially when young people are given a sense of voice in programmatic decisions supported by strong adult relationships. Environmental education programs promoting sustainable behavior may help young people become environmentally responsible and civically engaged adults
