    Kerosene subsidies for household lighting in India: what are the impacts?

    Kerosene subsidy reform is a key policy concern in India and other developing countries. As kerosene is widely used for lighting in India, any price change will likely have considerable public welfare impacts on the large fraction of the poor who do not have access to reliable electricity supply for lighting. In this study, we assess historic kerosene use for residential lighting across population groups separated by urban/rural, expenditure, and electricity service levels using data from India. Consumption trends are used to inform a service demand model and evaluate how changes in fuel price, electricity connection, and supply reliability influence environmental, health and economic outcomes. We find that users relying on kerosene for supplemental lighting—in combination ('stacked') with electricity—accounted for 64% of residential kerosene consumed for lighting in 2005. Tested scenarios that addressed service needs of supplemental users had the greatest welfare benefits, especially in the future. Scenarios reducing PM2.5 emissions from kerosene lighting can avert between 50 and 300 thousand disability adjusted life years relative to a baseline scenario in 2030. Lighting kerosene is highly price sensitive, resulting in a drop in demand of 97% in a scenario in which current subsidies are phased out by 2030. Deadweight loss of the subsidy in 2005 is estimated at $200–950 million, with three quarters attributable to supplemental kerosene lighting. Support for cleaner lighting technologies not reliant on fossil fuel subsidies would appear to be 'no regrets' or 'co-benefits' options for India, and could be implemented in parallel with subsidy removal

    Hosts of Type II Quasars: an HST Study

    Type II quasars are luminous Active Galactic Nuclei whose centers are obscured by large amounts of gas and dust. In this contribution we present 3-band HST images of nine type II quasars with redshifts 0.25<z<0.4 selected from the Sloan Digital Sky Survey based on their emission line properties. The intrinsic luminosities of these quasars are thought to be in the range -24>M_B>-26, but optical obscuration implies that host galaxies can be studied unencumbered by bright nuclei. Each object has been imaged in three filters (`red', `green' and `blue') placed between the strong emission lines. The spectacular, high quality images reveal a wealth of details about the structure of the host galaxies and their environments. Most galaxies in the sample are ellipticals, but strong deviations from de Vaucouleurs profiles are found, especially in the blue band. We argue that most of these deviations are due to the light from the nucleus scattered off interstellar material in the host galaxy. This scattered component can make a significant contribution to the broad-band flux and complicates the analysis of the colors of the stellar populations in the host galaxy.     Pain coping tools for children and young adults with a neurodevelopmental disability: A systematic review of measurement properties

OnlinePublAim: To systematically identify and evaluate the measurement properties of patient-reported outcome measures (PROMs) and observer-reported outcome measures (parent proxy report) of pain coping tools that have been used with children and young adults (aged 0–24 years) with a neurodevelopmental disability. Method: A two-stage search using MEDLINE, Embase, CINAHL, Web of Science, and PsycInfo was conducted. Search 1 in August 2021 identified pain coping tools used in neurodevelopmental disability and search 2 in September 2021 located additional studies evaluating the measurement properties of these tools. Methodological quality was assessed using the COnsensus-based Standards for the Selection of Health Measurement INstruments (COSMIN) guidelines (PROSPERO protocol registration no. CRD42021273031). Results: Sixteen studies identified seven pain coping tools, all PROMs and observer-reported outcome measures (parent proxy report) versions. The measurement properties of the seven tools were appraised in 44 studies. No tool had high-quality evidence for any measurement property or evidence for all nine measurement properties as outlined by COSMIN. Only one tool had content validity for individuals with neurodevelopmental disability: the Cerebral Palsy Quality of Life tool. Interpretation: Pain coping assessment tools with self-report and parent proxy versions are available; however, measurement invariance has not been tested in young adults with a neurodevelopmental disability.     The UK risk assessment scheme for all non-native species

A pest risk assessment scheme, adapted from the EPPO (European and Mediterranean Plant Protection Organisation) scheme, was developed to assess the risks posed to UK species, habitats and ecosystems by non-native taxa. 2. The scheme provides a structured framework for evaluating the potential for non-native organisms, whether intentional or unintentional introductions, to enter, establish, spread and cause significant impacts in all or part of the UK. Specialist modules permit the relative importance of entry pathways, the vulnerability of receptors and the consequences of policies to be assessed and appropriate risk management options to be selected. Spreadsheets for summarising the level of risk and uncertainty, invasive attributes and economic impact were created. In addition, new methods for quantifying economic impact and summarising risk and uncertainty were explored. 3. Although designed for the UK, the scheme can readily be applied elsewhere

    β-Catenin Signaling Drives Differentiation and Proinflammatory Function of IRF8-Dependent Dendritic Cells.

    β-Catenin signaling has recently been tied to the emergence of tolerogenic dendritic cells (DCs). In this article, we demonstrate a novel role for β-catenin in directing DC subset development through IFN regulatory factor 8 (IRF8) activation. We found that splenic DC precursors express β-catenin, and DCs from mice with CD11c-specific constitutive β-catenin activation upregulated IRF8 through targeting of the Irf8 promoter, leading to in vivo expansion of IRF8-dependent CD8α(+), plasmacytoid, and CD103(+)CD11b(-) DCs. β-Catenin-stabilized CD8α(+) DCs secreted elevated IL-12 upon in vitro microbial stimulation, and pharmacological β-catenin inhibition blocked this response in wild-type cells. Upon infections with Toxoplasma gondii and vaccinia virus, mice with stabilized DC β-catenin displayed abnormally high Th1 and CD8(+) T lymphocyte responses, respectively. Collectively, these results reveal a novel and unexpected function for β-catenin in programming DC differentiation toward subsets that orchestrate proinflammatory immunity to infection

    Capabilities of Global Ocean Programmes to Inform Climate Services

    AbstractClimate services are identified as a means of providing the information that is needed to support decision makers in assessing the impacts of climate change on the oceans. We discuss the current observation programs to support these services, and their capacity to provide the information needed to monitor and address key science questions. An analysis of the current oceanographic observation programs is shown to be undersubscribed from their original plans. There are vulnerabilities in the current observing programs, particularly in relation to satellite measurements. The interaction of climate services with the research community, with policy makers and stakeholders and operational centres is outlined and leads to four recommendations. The key recommendations are for the more pervasisve development of climate services and for a modest increment in the observing program informed by the recommendations of the OceanObs’09 conference

    Fish heating tolerance scales similarly across individual physiology and populations

    Extrapolating patterns from individuals to populations informs climate vulnerability models, yet biological responses to warming are uncertain at both levels. Here we contrast data on the heating tolerances of fishes from laboratory experiments with abundance patterns of wild populations. We find that heating tolerances in terms of individual physiologies in the lab and abundance in the wild decline with increasing temperature at the same rate. However, at a given acclimation temperature or optimum temperature, tropical individuals and populations have broader heating tolerances than temperate ones. These congruent relationships implicate a tight coupling between physiological and demographic processes underpinning macroecological patterns, and identify vulnerability in both temperate and tropical species
