PROGRESS IN ESTIMATING THE MARGINAL COSTS OF GREENHOUSE GAS EMISSIONS

The unjust distributional consequences of climate change, and its potentially negative aggregate effect on economic growth and welfare are two reasons to be concerned about climate change. Our knowledge of the impact of climate change is incomplete. Monetary valuation is difficult and controversial. The effect of other developments on the impacts of climate change is largely speculative. Nonetheless, it can be shown that poorer countries and people are more vulnerable than are richer countries and people. A modest global warming is likely to have a net negative effect on poor economics in hot climates, but may have a positive effect on rich economies in temperate climates. If one counts dollars, the world aggregate impact may be positive. If one counts people, the world aggregate effect is probably negative. For more substantial warming, negative effects become more negative, and positive effects turn negative. The marginal costs of carbon dioxide emissions are uncertain and sensitive to assumptions that partially reflect ethical and methodological positions, but are unlikely to exceed $50 per tonne of carbon. The marginal costs of methane emission are likely to be less than$250/tCH4; the marginal costs of nitrous oxide emissions are probably lower than $7000/tN2O. Global warming potentials, the official manner to trade-off the various greenhouse gases, do not reflect, conceptually or numerically, the real tradeoffs in either a cost-benefit or a cost-effectiveness framework.Impacts of climate change, economic valuation, equity, marginal costs

Development of a Wafer Positioning System for the Sandia Extreme Ultraviolet Lithography Tool

A wafer positioning system was recently developed by Sandia National Laboratories for an Extreme Ultraviolet Lithography (EUVL) tool. The system, which utilizes a magnetically levitated fine stage to provide ultra-precise positioning in all six degrees of freedom, incorporates technological improvements resulting from four years of prototype development. This paper describes the design, implementation, and functional capability of the system. Specifics regarding control system electronics, including software and control algorithm structure, as well as performance design goals and test results are presented. Potential system enhancements, some of which are in process, are also discussed

World Vaping Day: Contextualizing Vaping Culture in Online Social Media Using a Mixed Methods Approach

Few studies have demonstrated the use of mixed methods research to contextualize health topics using primary data from social media. To address this gap in the methodological literature, we present research about electronic nicotine delivery systems, using Twitter data from “World Vaping Day.” To engage with the quantitative breadth and qualitative depth of 5,149 collected tweets, we utilized a convergent parallel mixed methods framework, integrating thematic prevalence estimates with phenomenological contextualization. Sentiment was more positive than negative across all categories except policy related. A total of 23% of tweets were promotional and relatively few tweets related to tobacco use (4.9%) or health concerns (4.2%). Salient themes included modifying or upgrading electronic nicotine delivery systems devices, and general mistrust of public health advocates and tobacco companies. </jats:p
