    Does Inward Foreign Direct Investment Boost the Productivity of Domestic Firms?

    Are there productivity spillovers from FDI to domestic firms, and, if so, how much should host countries be willing to pay to attract FDI? To examine these questions we use a plant-level panel covering U.K. manufacturing from 1973 through 1992. Across a wide range of specifications, we estimate a significantly positive correlation between a domestic plant's TFP and the foreign-affiliate share of activity in that plant's industry. This is consistent with positive FDI spillovers. We do not generally find significant effects on plant TFP of the foreign-affiliate share of activity in that plant's region. Typical estimates suggest that a 10 percentage-point increase in foreign presence in a U.K. industry raises the TFP of that industry's domestic plants by about 0.5 percent. We also use these estimates to calculate the per-job value of these spillovers. These calculated values appear to be less than per-job incentives governments have granted in recent high-profile cases, in some cases several times less.

    Changes in Susceptibility to X-Rays of Certain Embryonic Cells of the Grasshopper (Abstract)

    Eggs of Melanoplus differentialis were irradiated with dosages of 1,000-10,000 roentgens, in steps of 1,000 on each of the first six days after laying. Gross and microscopical studies of the eggs were made after the controls had reached diapause. It was found that the radiation on the first and second days had prevented subsequent development of all cells. Irradiation after the second day inhibited the development only of the cells of the embryo proper. It is therefore indicated that the yolk and serosa cells undergo 1:1 marked increase in their resistance to X-rays after the second day. The yolk and serosa cells are apparently able to complete the process of differentiation following exposure to the radiation. The most evident morphological expression of this differentiation is a marked increase in size, especially of the nucleus. In some of the eggs irradiated on the second day this process of differentiation was so affected that large masses of nuclear material were produced

    Experimental Modification of X-Ray Injury to the Skin of New-Born Rats (Abstract)

    New-born rats have been irradiated with dosages of 300 to 3,000· roentgens and the effects noted on the skin (histologically) two weeks later. It was found that animals irradiated at temperatures of 0-10 degrees C. were much more resistant to the radiation than those at room temperature. It was also found that at 30 and 35 degrees C. the injury produced was greater than that at 25 degrees C. The effect of the temperature changes appears to be due (at least in part) to alterations produced in metabolic conditions. This conclusion is based on experiments in which the resistance was increased by preventing breathing during the irradiation. It was also found that legs and tails were more resistant if a ligature was applied during the roentgen treatment

    POWERLIB: SAS/IML Software for Computing Power in Multivariate Linear Models

    The POWERLIB SAS/IML software provides convenient power calculations for a wide range of multivariate linear models with Gaussian errors. The software includes the Box, Geisser-Greenhouse, Huynh-Feldt, and uncorrected tests in the "univariate" approach to repeated measures (UNIREP), the Hotelling Lawley Trace, Pillai-Bartlett Trace, and Wilks Lambda tests in "multivariate" approach (MULTIREP), as well as a limited but useful range of mixed models. The familiar univariate linear model with Gaussian errors is an important special case. For estimated covariance, the software provides confidence limits for the resulting estimated power. All power and confidence limits values can be output to a SAS dataset, which can be used to easily produce plots and tables for manuscripts.

    Effects of Terms of Trade Gains and Tariff Changes on the Measurement of US Productivity Growth

    The acceleration in US productivity growth since 1995 is often attributed to declining prices for information technology (IT ) goods, and therefore enhanced productivity growth in that sector. We investigate an alternative explanation for these IT price movements: gains in the US terms of trade and tariff reductions, especially for IT products, which led to greater gains than shown by official indexes. We do not, however, investigate the indexes used to deflate the domestic absorption components of GDP, and if upward biases are present in those indexes that could offset some of the effects of mismeasured export and import indexes.     Sustained high-level expression of human factor IX (hFIX) after liver-targeted delivery of recombinant adeno-associated virus encoding the hFIX gene in rhesus macaques

    The feasibility, safety, and efficacy of liver-directed gene transfer was evaluated in 5 male macaques (aged 2.5 to 6.5 years) by using a recombinant adeno-associated viral (rAAV) vector (rAAV-2 CAGG-hFIX) that had previously mediated persistent therapeutic expression of human factor IX (hFIX; 6%-10% of physiologic levels) in murine models. A dose of 4 × 1012 vector genomes (vgs)/kg of body weight was administered through the hepatic artery or portal vein. Persistence of the rAAV vgs as circular monomers and dimers and high-molecular-weight concatamers was documented in liver tissue by Southern blot analysis for periods of up to 1 year. Vector particles were present in plasma, urine, or saliva for several days after infusion (as shown by polymerase chain reaction analysis), and the vgs were detected in spleen tissue at low copy numbers. An enzyme-linked immunosorption assay capable of detecting between 1% and 25% of normal levels of hFIX in rhesus plasma was developed by using hyperimmune serum from a rhesus monkey that had received an adenoviral vector encoding hFIX. Two macaques having 3 and 40 rAAV genome equivalents/cell, respectively, in liver tissue had 4% and 8% of normal physiologic plasma levels of hFIX, respectively. A level of hFIX that was 3% of normal levels was transiently detected in one other macaque, which had a genome copy number of 25 before abrogation by a neutralizing antibody (inhibitor) to hFIX. This nonhuman-primate model will be useful in further evaluation and development of rAAV vectors for gene therapy of hemophilia B. © 2002 by The American Society of Hematology
