    Nonmarket Valuation of Recreational Pursuits in Tennessee: An Application of Travel Cost and Contingent Valuation Methods

    In order to assure that public lands are being used in an efficient manner, both market and non-market values of these lands must be compared. Two popular recreational pursuits, off-highway vehicle recreation and rock climbing, were analyzed using basic economic modeling techniques to provide insight into user behavior as well as estimates of value. The scope of the study was off-highway vehicle recreation in the state of Tennessee and rock climbing at the Obed Wild and Scenic River. The objectives were to: i) document use numbers for both recreational pursuits, ii) analyze individual demographics of both user groups, iii) model user behavior for both· user groups, iv) identify the acceptance/effectiveness of two proposed fee programs for off-highway vehicle recreation, v) estimate the value of both recreational pursuits in terms of consumer surplus, and vi) formulate management prescriptions based on these findings. Data for the OHV portion of the survey was obtained from both on-site and phone surveys conducted throughout the state of Tennessee. Rock climbing survey data were obtained through on-site surveys performed at the Obed Wild and Scenic River in Morgan County, Tennessee. In addition to use numbers and personal demographics, travel cost expenditures and annual trip estimates were obtained for both types of recreation. Poisson regression techniques were used to estimate patterns in user behavior as well as various consumer surplus measures. In addition, logistic regression was used to analyze contingent valuation payment card data to determine user acceptance of two proposed fee programs. As expected by theory, travel costs were found to have a negative effect on the number of trips taken for each type of recreation. Consumer surplus estimates per trip were found to range between 46and46 and 61 depending on the type of off-highway vehicle used while consumer surplus per trip for rock climbing was found to be significantly higher at $170. Based on these estimates of use and trip taking behavior, general management recommendations are suggested for both types of recreation

    Green Finance: Leveraging Investment for Environmental Protection

    Some political narratives describe the relationship between environmental protection and economic growth as two inherently incompatible goals. As the global community turns its attention to implementing international climate agreements, this story is ceding ground to the realization that the economy must facilitate a transition to sustainability. With limited government funding available, private investments offer an opportunity to dramatically increase and leverage funding to address daunting environmental problems. Green financing will play a critical role in the shift to a green economy. Governments, intergovernmental organizations, financial institutions, corporations, and nongovernmental organizations (NGOs) are examining green financing mechanisms in earnest. Financial institutions are enabling investment in green infrastructure, and many have signed on to the Equator Principles, a risk management framework for determining, assessing, and managing environmental and social risk in projects. NGOs and governments are promoting public policies that encourage investments in sustainability, and developing public and private mechanisms to facilitate investments in environmentally beneficial projects, such as the Paris Climate Agreement\u27s Green Climate Fund. With targets including pollution control, biodiversity protection, and materials management, as well as investments directly related to decreasing reliance on fossil fuels, the impacts of green financing could reshape the landscape for environmental professions. On June 6, 2017, ELI held a public seminar to present recent developments in this field.     Political economy of renewable resource federalism

This mismatch can lead to unsustainable outcomes, as spillovers from one management area to the next may create adverse incentives for local decision making, even within a single country. At the same time, one‐size‐fits‐all approaches of federal (centralized) authority can fail to respond to state (decentralized) heterogeneity and can result in inefficient economic or detrimental ecological outcomes. Here we utilize a spatially explicit coupled natural–human system model of a fishery to illuminate trade‐offs posed by the choice between federal vs. state control of renewable resources. We solve for the dynamics of fishing effort and fish stocks that result from different approaches to federal management that vary in terms of flexibility. Adapting numerical methods from engineering, we also solve for the open‐loop Nash equilibrium characterizing state management outcomes, where each state anticipates and responds to the choices of the others. We consider traditional federalism questions (state vs. federal management) as well as more contemporary questions about the economic and ecological impacts of shifting regulatory authority from one level to another. The key mechanisms behind the trade‐offs include whether differences in local conditions are driven by biological or economic mechanisms; degree of flexibility embedded in the federal management; the spatial and temporal distribution of economic returns across states; and the status‐quo management type.     Relationship of Sedentary Behavior and Physical Activity to Incident Cardiovascular Disease Results From the Women's Health Initiative

    ObjectivesThe aim of this study was to examine the independent and joint associations of sitting time and physical activity with risk of incident cardiovascular disease (CVD).BackgroundSedentary behavior is recognized as a distinct construct beyond lack of leisure-time physical activity, but limited data exist on the interrelationship between these 2 components of energy balance.MethodsParticipants in the prospective Women’s Health Initiative Observational Study (n = 71,018), 50 to 79 years of age and free of CVD at baseline (1993 to 1998), provided information on sedentary behavior, defined as hours of sitting/day, and usual physical activity at baseline and during follow-up through September 2010. First CVD (coronary heart disease or stroke) events were centrally adjudicated.ResultsSitting ≄10 h/day compared with ≀5 h/day was associated with increased CVD risk (hazard ratio: 1.18, 95% confidence interval: 1.09 to 1.29) in multivariable models including physical activity. Low physical activity was also associated with higher CVD risk (p for trend < 0.001). When women were cross-classified by sitting time and physical activity (p for interaction = 0.94), CVD risk was highest in inactive women (≀1.7 metabolic equivalent task-h/week) who also reported ≄10 h/day of sitting. Results were similar for coronary heart disease and stroke when examined separately. Associations between prolonged sitting and risk of CVD were stronger in overweight versus normal weight women and women 70 years of age and older compared with younger women.ConclusionsProlonged sitting time was associated with increased CVD risk, independent of leisure-time physical activity, in postmenopausal women without a history of CVD. A combination of low physical activity and prolonged sitting augments CVD risk

    We report the results of our continuing optical and X-ray monitoring of the bright WZ Sge-type dwarf nova TCP J21040470+4631129 (hereafter TCP2104) discovered on July 12, 2019 (for previous reports, see ATel #12947, #13009). Our optical photometric observations are mostly performed using 30-cm class telescopes, while spectroscopic data are obtained with the 2.1-m telescope at the OAN-SPM, the 2.5-m Isaac Newton Telescope on La Palma, and other smaller telescopes.peer-reviewe

    SITC cancer immunotherapy resource document: a compass in the land of biomarker discovery.

    Since the publication of the Society for Immunotherapy of Cancer\u27s (SITC) original cancer immunotherapy biomarkers resource document, there have been remarkable breakthroughs in cancer immunotherapy, in particular the development and approval of immune checkpoint inhibitors, engineered cellular therapies, and tumor vaccines to unleash antitumor immune activity. The most notable feature of these breakthroughs is the achievement of durable clinical responses in some patients, enabling long-term survival. These durable responses have been noted in tumor types that were not previously considered immunotherapy-sensitive, suggesting that all patients with cancer may have the potential to benefit from immunotherapy. However, a persistent challenge in the field is the fact that only a minority of patients respond to immunotherapy, especially those therapies that rely on endogenous immune activation such as checkpoint inhibitors and vaccination due to the complex and heterogeneous immune escape mechanisms which can develop in each patient. Therefore, the development of robust biomarkers for each immunotherapy strategy, enabling rational patient selection and the design of precise combination therapies, is key for the continued success and improvement of immunotherapy. In this document, we summarize and update established biomarkers, guidelines, and regulatory considerations for clinical immune biomarker development, discuss well-known and novel technologies for biomarker discovery and validation, and provide tools and resources that can be used by the biomarker research community to facilitate the continued development of immuno-oncology and aid in the goal of durable responses in all patients

    RAC1B function is essential for breast cancer stem cell maintenance and chemoresistance of breast tumor cells

    Breast cancer stem cells (BCSC) are presumed to be responsible for treatment resistance, tumor recurrence and metastasis of breast tumors. However, development of BCSC-targeting therapies has been held back by their heterogeneity and the lack of BCSC-selective molecular targets. Here, we demonstrate that RAC1B, the only known alternatively spliced variant of the small GTPase RAC1, is expressed in a subset of BCSCs in vivo and its function is required for the maintenance of BCSCs and their chemoresistance to doxorubicin. In human breast cancer cell line MCF7, RAC1B is required for BCSC plasticity and chemoresistance to doxorubicin in vitro and for tumor-initiating abilities in vivo. Unlike Rac1, Rac1b function is dispensable for normal mammary gland development and mammary epithelial stem cell (MaSC) activity. In contrast, loss of Rac1b function in a mouse model of breast cancer hampers the BCSC activity and increases their chemosensitivity to doxorubicin treatment. Collectively, our data suggest that RAC1B is a clinically relevant molecular target for the development of BCSC-targeting therapies that may improve the effectiveness of doxorubicin-mediated chemotherapy
