    As vividly depicted by James Scott (1998), environmental transformation and the utilization of natural resources for development have, in modern human history, often been driven by the high-modernist world views of (authoritarian) governments. In this context, environmental historians ascribe a powerful role to (hydraulic) engineers as agents of ecological and social transformation. With their epistemic power arising from their association with rational-modern science and technology development, engineers emerged as protagonists of large-scale landscape engineering and water control ventures coordinated by the nation state in the light of modernization. Against this historical background, this paper traces the post-reunification hydraulic mission in the Mekong Delta (1975–90) and highlights the strategic role that state-led water control efforts guided by hydraulic engineers have played in economic recovery, nation building, and state consolidation under socialism. It is argued that water resources development in the Mekong Delta is deeply embedded in the country's historical trajectory, which is framed by national division, the struggle for independence, and the subsequent reunification under the Vietnam Communist Party's leadership. The socialist hydraulic bureaucracy, which arose in the 1950s in North Vietnam, capitalized on the opportune moment of reunification of North and South and systematically expanded its control over the southern waterscape. In this context, the paper presents a historical perspective on how water development strategies and institutional arrangements evolved when North Vietnamese engineers took over water resources management in the Mekong Delta. These past developments still have far-reaching implications for present-day water management dynamics in Vietnam's largest river estuary

    Strategic Group Formation in the Mekong Delta - The Development of a Modern Hydraulic Society

    The lower Mekong Delta, one of the largest river deltas in Asia, is a landscape shaped by the waters of the Mekong River that flows, as last part of its long way from the Tibetan Plateau to the South Chinese Sea, through a dense river and canal network in the Southwest of Vietnam. People in this area are, traditionally, exposed to a water-shaped environment and have lived for generations in adaptation to their natural surrounding without much human interference into the complex natural hydraulic system of the delta. However, this has changed dramatically during recent decades when hydraulic management started to become a key issue for the development of the lower Mekong Delta constantly, in particular with respect to the agricultural sector, which is the backbone of the delta’s economy. After the Second Indochinese War ended in 1975 the delta started to shift from human adaption to human control, transforming itself into what Wittfogel has described as a hydraulic society. This was mainly due to the new socialist government’s policy of rapid agricultural extension and growing endeavours in hydraulic management for fostering irrigated rice production. By now, in many places of the delta hydraulic works such as additional canals, dykes and sluices have been set up, constructed for regulating water flows. Technical innovations in hydraulic management and agricultural production have not only had significant impact on the delta’s environment and ecology, but also have triggered social transformation, in particular the appearance of new social groups struggling for access to resources and power. This paper intends to analyzes recent trends of social development and water management in the Mekong Delta from a scientific approach that is based on two social theories, firstly “strategic group analysis”, and secondly selected core aspects of Wittfogel’s social theory of “hydraulic society”. By presenting recently collected data, it is illustrated how the Mekong Delta has been transformed into a modern hydraulic society, in which certain strategic groups emerged as a consequence of growing activities in hydraulic management and agricultural-based economic growth. More specifically, the paper aims to give an overview of strategic group development in the delta by putting a strong focus on the process of forming a state bureaucracy of hydraulic management and the appearance of hydraulic construction companies as its clients. The paper shows how the strategic alliance between both groups has increased the chances for mutually appropriating government funds spent on hydraulic works and how this has caused ecologically and socially far-reaching impacts for the Mekong Delta.Vietnam; Mekong Delta; strategic groups; hydraulic society; social transformation and power; water management; hydraulic bureaucracy

    Bureaucratisation And The State Revisited: Critical Reflections On Administrative Reforms In Post-renovation Vietnam

    In spite of administrative reforms implemented over the past 30 years of Renovation Policy (Đổi mới) by the Vietnamese Communist Party with massive support from donor agencies, Vietnam's state machinery and bureaucracy has largely remained bloated and fragmented. As they evolved from state to market, administration and public service did not reform as envisaged in a long-term policy that aims to bring Vietnam closer to Western-dominated, normative models of "good governance." The ineffectiveness of these reforms has commonly been attributed to poor human capacity, weak law enforcement, inconsistent legal frameworks and similar types of formal institutional shortcomings, all of which ought to be remedied by strengthening formal institutions and capacity building. In going beyond such mainstream institutionalist views, this paper appraises administrative reforms from a more critical, sociological perspective. It takes into account socio-cultural and socio-political institutional factors, such as norms, values and worldviews, which often serve as pivotal elements shaping reform trajectories and outcomes. Conceptually, the paper draws on a 1987 study by Hans-Dieter Evers that traces different types of bureaucratisation as a means to unravel the nature of bureaucracy and its evolutionary process through the lens of social history. This study elucidates that despite formally proclaimed commitments to Weberian bureaucracy, in practice, bureaucratisation as currently observable in Vietnam is chiefly featured by strong tendencies of socalled Orwellisation and Parkinsonisation

    A Value Chain Approach to Forest Landscape Restoration: Insights from Vietnam’s Production-Driven Forest Restoration

    According to FAO figures, over 129 million hectares of forests have been lost globally since the 1990s, mainly in the tropical Global South, where agriculture acts as the main driver of forest conversion. International commitments, such as the Bonn Challenge, aim to reverse this trend through the application of forest landscape restoration (FLR) as an integrated and inclusive restoration approach. Beyond the discourse level, however, FLR implementation lags behind expectations due to insufficient funding and a disconnection with local implementation. We argue that, instead of relying on public resources for conservation-driven restoration, increased private sector engagement may point the way out of the funding impasse. However, this requires a shift towards production-driven FLR, which includes the livelihood needs of communities and smallholders as agents of landscape transition. For achieving the dual purpose of connecting landscapes with markets and promoting sustainable landscape restoration, we ascribe value chains and their economic, social and ecological configurations a key role in production-driven FLR. Drawing on Vietnam’s forest restoration pathway as an illustrative case, we examine how production-driven forest restoration, smallholder engagement and value chain upgrading can stimulate positive landscape transitions. We conclude that, depending on their configuration, value chains can have negative or positive social and ecological impacts at the landscape level. Furthermore, regulated, progressive and high-value commodity chains may perform better in the areas of integrated FLR objectives landscape integrity, ecological functionality and human well-being

    The formation of water user groups in a nexus of central directives and local administration in the Mekong Delta, Vietnam

    Vietnam’s agrarian system has profoundly changed since the government initiated its renovation policy in 1986. Various policy directives and institutional reforms have been aimed at increasing the production of cash crops for the export markets and ensuring the nation’s food security. The government has undertaken considerable investments in irrigation and water control to boost local rice production, especially in the Mekong Delta. Today, a large water bureaucracy plans, implements and maintains the hydraulic infrastructure, but farmers have to contribute to funding and managing the irrigation systems. In this context, water user groups started to emerge from the 1990s onwards. This study on the trajectory of group development in Can Tho City shows that party-state authorities strongly stimulate group formation processes and organise the collaboration between farmers and the state. As a result, water user groups have become an integral part of local water management and instrumental in meeting the state-mandated production targets in agriculture
