Regional Leadership under discussion: Brazil from the standpoint of South American countries
Diante da crescente complexização da ordem geopolĂtica global contemporânea, a ascensĂŁo internacional do Brasil na primeira dĂ©cada do sĂ©culo XXI suscitou numerosos debates sobre a questĂŁo da liderança regional sul-americana. Neste trabalho, analisa-se a suposição majoritária de que o Brasil constitui o lĂder regional hegemĂ´nico por excelĂŞncia na AmĂ©rica do Sul, que contaria com a aquiescĂŞncia dos demais paĂses da regiĂŁo. Para alĂ©m do clássico equilĂbrio de poder entre os Estados, a preocupação com o exercĂcio da liderança regional está nitidamente subordinada Ă s geoestratĂ©gias dos Estados, as quais refletem suas relações de poder, e Ă s estratĂ©gias de cunho geral para os territĂłrios nacionais e estrangeiros. Tendo a geopolĂtica como substrato para o entendimento da polĂtica internacional na AmĂ©rica do Sul, Ă luz das relações histĂłricas de dependĂŞncia e subordinação entre seus atores polĂticos, suas rivalidades e seus temores quanto a pretensões hegemĂ´nicas, busca-se identificar a perspectiva dos paĂses da AmĂ©rica do Sul no que se refere Ă sua visĂŁo geopolĂtica e de polĂtica externa quanto a sua expectativa de busca de autonomia e projeção internacional. Por fim, pondera-se sobre se a existĂŞncia de um ou mais lĂderes regionais Ă© oportuna ou perniciosa para o fortalecimento do processo de integração sul-americano.In the face of the growing complexity of the contemporary global geopolitical order, Brazil\'s international rise in the first decade of the twenty-first century has sparked numerous debates on the South American regional leadership. In this work, we analyze the majority assumption that Brazil constitutes the regional hegemonic leader par excellence in South America, which would have the acquiescence of the other countries in the region. In addition to the classic interstate balance of power, the concern with the exercise of regional leadership is clearly subordinated to the geostrategies of states, which reflect their power relations, and to general strategies for national and foreign territories. Applying geopolitical studies as a substrate for understanding South American international politics in the light of the historical relations of dependence and subordination between political actors, their rivalries and their fears about hegemonic pretensions, we aim at identifying the perspective of South American countries with regard to its geopolitical and foreign policy view regarding its expectation of seeking autonomy and international projection. Finally, we considered whether the existence of one or more regional leaders is opportune or pernicious for the strengthening of the South American integration process

A aliança do PacĂfico e o tabuleiro geopolĂtico sul-americano
O artigo analisa os impactos do advento da Aliança do PacĂfico na arquitetura de governança regional da AmĂ©rica do Sul em termos polĂticos, econĂ´micos e estratĂ©gico-militares e suas consequĂŞncias no processo de integração regional sul-americano. A Aliança do PacĂfico Ă© percebida como uma reação Ă s iniciativas de integração em curso na regiĂŁo, que visam dotar seus paĂses de maior autonomia em um cenário de crescente multipolaridade e indefinições geopolĂticas. O antagonismo entre os projetos de integração regional, em particular entre o Mercosul e a Aliança do PacĂfico, resultam inexoravelmente na fragmentação da AmĂ©rica do Sul, permitindo a influĂŞncia e a atuação de potĂŞncias externas e contribuindo para a vulnerabilidade e enfraquecimento dos paĂses da regiĂŁo, alĂ©m de atuar como Ăłbice Ă solidificação do projeto regional sul-americano. Assim, analisam-se igualmente os interesses geopolĂticos em jogo na AmĂ©rica do Sul por parte de atores extrarregionais, notadamente os Estados Unidos e a China.Le prĂ©sent article analyse les impacts de l'avènement de l'Alliance du Pacifique sur l'architecture de la gouvernance rĂ©gionale de l'AmĂ©rique du Sud — impacts d’ordre politique, Ă©conomique, militaire et stratĂ©gique — et leurs consĂ©quences sur le processus d'intĂ©gration rĂ©gionale sud-amĂ©ricain. L'Alliance du Pacifique apparait comme une rĂ©action aux initiatives d'intĂ©gration en cours dans la rĂ©gion qui cherchent Ă doter les pays d'une plus grande autonomie dans un contexte de multipolaritĂ© et d’incertitudes gĂ©opolitiques croissantes. L'antagonisme entre les projets d'intĂ©gration rĂ©gionales, en particulier entre le Mercosur et l'Alliance du Pacifique, conduit inexorablement Ă la fragmentation de l'AmĂ©rique du Sud, ce qui ouvre un champ d’influence et d’action Ă certaines puissances Ă©trangères. Ce phĂ©nomène conduit Ă renforcer la vulnĂ©rabilitĂ© des pays de la rĂ©gion et s’érige en obstacle pour le projet rĂ©gional sud-amĂ©ricain. Les intĂ©rĂŞts gĂ©opolitiques d’acteurs Ă©trangers en AmĂ©rique du Sud feront aussi l’objet de notre analyse, notamment en ce qui concerne les États-Unis et la Chine.The paper analyzes the impacts of the advent of the Pacific Alliance in South American regional governance architecture in political, economic and strategic-military terms and its consequences on the South American regional integration process. Thus, the geopolitical interests at stake in South America by extra-regional actors, notably the United States and China, are also analyzed
