Entdichtung als siedlungs- und infrastrukturpolitisches SchlĂĽsselproblem - Ver- und Entsorgungssysteme in der Remanenzkostenfalle?
Empirische Untersuchungen veranschaulichen die hohe Bedeutung der Siedlungsdichte
als Einflussgröße auf die Pro-Kopf-Kosten der technischen Infrastruktur. Unter Status-quo-
Bedingungen wird die Siedlungsdichte in Deutschland weiter zurĂĽckgehen. Dieser sog.
Entdichtungsprozess ist mit deutlichen Remanenzkosteneffekten verbunden, weil eine
Anpassung der Anlagen und Netze an eine rückläufige Nachfrage nur eingeschränkt
möglich ist. Immer mehr Infrastruktur muss daher von weniger Nachfragern nach Infrastrukturleistungen als Beitrags- und Gebührenzahlern finanziert werden.
In diesem Beitrag werden vor diesem Hintergrund zwei regionalisierte Szenarien der
Entwicklung der Siedlungsdichte bis zum Jahr 2020 dargestellt und in ihren Ergebnissen
diskutiert und bewertet. Ein Szenario unterstellt ein Fortbestehen der aktuellen Entwicklung,die durch stagnierende bzw. sinkende Bevölkerungszahlen und ein dynamisches Wachstum
der Siedlungs- und Verkehrsfläche – und damit auch der Infrastruktur – gekennzeichnet ist.
Das zweite Szenario nimmt an, dass das 30-Hektar-Reduktionsziel erreicht wird. Auf diese Weise können Regionen mit unterschiedlichen Betroffenheiten im Hinblick auf mögliche Remanenzkosteneffekte identifiziert werden. Der Beitrag schließt mit Empfehlungen für eine dichtestabilisierende Siedlungsentwicklung und diskutiert die Vorteile eines nationalen Effizienzziels, an der die zukünftige Siedlungsentwicklung zu bemessen ist.Empirical investigations indicate the high relevance of residential density as a factor affecting the per person cost of the technical infrastructure. The residential density will continue to decrease in Germany under present conditions. This so-called dedensification process has clear residual cost implications, since the options for adapting the facilities and networks to regressive demand are limited. Fewer customers must therefore pro rata fi nance more of the infrastructure with their contributions and fees. This paper develops two regionalised scenarios of residential density up to the year 2020 against this backdrop and discusses and evaluates the results. One scenario assumes the current development to persist, characterised by a stagnating or declining population and dynamic growth of the residential and traffic area – and concomitantly also the infrastructure. The second scenario assumes that the target of 30 hectare reduction will be achieved. Regions with different potential residual costs can in this way be identifi ed. The paper concludes with recommendations for density-stabilising residential development and discusses the advantages of national efficiency targets against which future residential developments may be measured

Monitoring Stadtregionen: Trends der Flächennutzung im stadtregionalen Kontext
Staat, Gesellschaft, Wirtschaft und Wissenschaft benötigen eine leistungsfähige Raumbeobachtung, die Entscheidungsträgern und Interessierten Informationen zu demografischen, ökonomischen, sozialen sowie siedlungs- und infrastrukturellen Zuständen und Entwicklungen bereitstellt. Klassische Raumbeobachtung vermittelt Informationen für die grundlegenden Planungs- und Verwaltungseinheiten (Bund, Länder, Kreise und kreisfreie Städte, Gemeinden), seltener aber für analytische Regionen. Von Bedeutung sind diesbezüglich insbesondere Stadtregionen, die Handlungsräume von Marktakteuren und Individuen repräsentieren. Darunter versteht man Räume, die durch enge sozioökonomische Verflechtungen zwischen einer Kernstadt und ihrem Umland geprägt sind. Zustände und Veränderungen der Flächennutzung werden in der amtlichen Raumbeobachtung bislang nicht auf dieser Ebene der Stadtregionen ausgewiesen. Mit dem „Monitoring Stadtregionen“ will das Institut für Landes- und Stadtentwicklungsforschung (ILS) diese Lücke schließen. Mit einem eigenen – erreichbarkeits- bzw. fahrtzeitbasierten – Regionalisierungsansatz werden jährlich aktualisierte Strukturdaten für insgesamt 32 deutsche Stadtregionen erzeugt. Im Monitoring werden Indikatoren zur Flächennutzung, zur Bevölkerungs- und Beschäftigungsentwicklung sowie zu sozialräumlichen Entwicklungen geführt. Bevölkerungsentwicklung in Sachsen: der Einfluss von Wanderungen und Geburtenzahlen
Die sächsische Bevölkerung hat seit 1990 kontinuierlich in jedem Jahr durchschnittlich um 0,79% abgenommen. Diese Bevölkerungsabnahme ergibt sich keineswegs, wie häufig angenommen, ausschließlich aus der Abwanderung, sondern aus der Summe aus den Bevölkerungsveränderungen aufgrund von Wanderungsbewegungen und der natürlichen Bevölkerungsentwicklung. Dazu werden die folgenden Fragen beantwortet: Wie wanderungsfreudig sind die Sachsen eigentlich im deutschlandweiten Vergleich? Wie hoch wäre die Zahl der Geburten heute, hätte es in Sachsen seit Mitte der neunziger Jahre keine Wanderungen mehr gegeben? Demographic Patterns of Reurbanisation and Housing in Metropolitan Regions in the US and Germany
"After decades of decline, first signs of a central and inner city revitalisation were noticed towards the end of the 1980s in North American metropolitan areas. The repopulation and redevelopment of the metropolitan cores - often referred to as 'reurbanisation', 'urban renaissance' or 'back-to-the-city-movement' - has accelerated since then and is today one of the outstanding characteristics of recent urban development in the US. In Western and Central European urban regions, reurbanisation patterns were detected some years later although starting from a different level, as the inner cities have never faced a process of decay to the extent that was known in North American cities. At present, reurbanisation is intensely debated in urban and regional research. Although the evidence of reurbanisation is hardly questioned any longer, there is considerable uncertainty about how this new pattern of population change can be explained, how long it will last and how it will change the spatial urban structure of metropolitan areas in the long run. In this paper, we comparatively investigate recent trends of urban development in the US and Germany based on both survey and case study methods, with a focus on demographic patterns and housing. Our results suggest that reurbanisation is a universal trend in large metro regions in the Global North, manifesting itself as a significant repopulation and densification of core areas. At the same time, we found considerable divergence in terms of scale, dynamics and sociodemographic composition of reurbanisation patterns in the selected regions of the US and Germany." Wirkungsanalyse regionalplanerischer Stellungnahmen zum Freiraumschutz - empirischer Ansatz und ausgewählte Ergebnisse für die Planungsregion Südwestthüringen
Bei der Sicherung einer flächensparenden und ressourcenschonenden Raumnutzung
kommt der Regionalplanung als eine räumliche Nutzungen koordinierende Planung eine
wichtige Rolle zu. Steuerungswirkung erzielt die Regionalplanung dabei durch den
Aufstellungsprozess des Regionalpans und die hier erfolgende Formulierung von
Grundsätzen und Zielen der regionalen Entwicklung mit Bindungswirkungen für das
Handeln raumwirksamer Akteure. Bedeutung erlangen Regionalpläne aber vor allem in
ihrer Umsetzung und hier insbesondere durch die Abgabe von regionalplanerischen
Stellungnahmen im Rahmen von Beteiligungsverfahren zu Planungen und MaĂźnahmen
öffentlicher Stellen. Die Wirkungen dieser Stellungnahmen auf das Handeln raumwirksamer
Akteure werden bislang nur selten einer Analyse unterzogen. DiesbezĂĽgliche
Einschätzungen beruhen häufig eher auf pauschalen Annahmen und Vermutungen.
Mit Blick auf den Freiraumschutz analysiert der vorliegende Beitrag die Wirksamkeit
von landes- und regionalplanerischen Festlegungen mittels einer systematischen Auswertung
von Stellungnahmen zu raumbedeutsamen Planungen und MaĂźnahmen im
Zeitraum zwischen 2000 und 2005. FĂĽr die Region SĂĽdwestthĂĽringen wurden alle seitens
der Regionalplanung abgegebenen Stellungnahmen dahingehend ausgewertet, inwieweit
sie sich auf Ziele und Grundsätze zum Freiraumschutz beziehen und in welcher
Weise die in der Stellungnahme formulierte raumordnerische Position Konflikte zu den
Planungsinteressen raumwirksamer Akteure anzeigt. Aus dieser Analyse sollen Schlussfolgerungen
zur politischen Wirksamkeit des raumordnerischen Freiraumschutzes abgeleitet
werden.As a tier of planning which coordinates different types of land use, regional planning
has an important role to play in ensuring that the use of land is both economical and
sparing in its consumption of natural resources. The guidance exerted by regional planning
is brought to bear in the process of framing the regional plan, specifically by
means of the principles and goals for regional development which it contains and which
are binding on all actors whose actions impact of spatial development. Regional plans
take on special importance, however, during the process of implementation: it is at this
point that technical statements on regional planning are required to be submitted within
the framework of participation procedures for public plans and development measures.
There are to date very few cases of such technical statements being subjected to detailed
analysis in terms of their effects specifically on those actors whose actions impact on
spatial development. The views expressed on this matter tend to be based rather on general
assumptions and mere conjecture.
Focusing on the protection of open space, this paper analyses the effectiveness of
stipulations for state-level and regional planning by reporting on a systematic assessment
of technical statements on plans and measures with impacts on spatial development
submitted during the period from 2000 to 2005. For the South-West Thuringia
region, all technical statements submitted by regional-planning authorities were analysed
with regard to the extent to which they make reference to the aims and principles
of open-space protection, and ways in which the position which is expressed in the
statement might indicate conflicts vis-Ă -vis the planning interests of those actors whose
actions impact on spatial development. This analysis is intended to form the basis for
