Efficiency of Russian Education Through the Scale of World University Rankings
In the article the authors conduct the analysis of capacities for Russian universities to meet the requirements claimed by the Russian Ministry of Education which sets the aim to reach the first 100 lines of World University Rankings. In the stepwise manner the authors describe ranking criteria, particularly QS, and tailor them to the Russian system of education evaluating at the same time universitiesβ capacities to achieve these criteria in the timeframe of the following 7 years. In its turn, proposed some initiatives to bridge the βgapsβ that are mostly connected with increasing academic mobility among students and professors and integrating scientific input to educational programs. As a conclusion the authors promote the idea that modernization of higher education in Russia should take into account the requirements of the ranking systems but with the aim at perceiving them as challenges to improve the system as a whole, keeping national values and traditions
Technical Translation for PhD Programs within an English Course in Russian Technical Universities
This paper discusses the necessity to include translation practices into a compulsory language course intended for PhD students, which entailed thorough reviewing and overhauling programs and syllabi currently in use in tertiary technical education in Russia. The methods applied involve (1) student and teacher survey to identify the needs of program graduates and (2) a correlation analysis to examine the content of FL courses within technical PhD programs. The paper also proposes reallocation of contact hours, which should provide ameliorative interference to allow universities to get closer to the objectives set
Methodology of Enhancement of Linguistic Competences of Research and Educational Higher School Personnel
The problem of linguistic competences of higher school personnel as one of the main problems, not allowing Russian higher education school to count on leading positions in the world university rankings, is discussed in this paper. Within the framework of the article the authors formulate a possible approach to the establishment of the strategy of linguistic competences development in a higher school. The authors are implementing this work on the basis of National research Tomsk polytechnic university (NRTPU). The methodology of the analysis of possibilities of linguistic competences development, search of the mechanism of measures implementation by their development, and identification of βgapsβ or difficulties in implementation of these measures are presented in this article. For solution of the assigned objectives the parameterization of measure characteristics and their subsequent statistical processing are applied
Methods of Automatic Face Angle Recognition for Life Support and Safety Systems
The vision of the surrounding and people that are within eyeshot influences the human well-being and safety. The rationale of system development that allows recognizing faces from difficult perspectives online and informing timely about approaching people is undisputed. The manuscript describes the methods of automatic detection of equilibrium face points in the bitmap image and methods of forming 3D face model. The optimal search algorithm for equilibrium points has been chosen. The method of forming 3D face model basing on a single bitmap image and building up the face image rotated to the preset angle has been proposed. The algorithm for estimating the angle and algorithm of the face image rotation have been implemented. The manuscript also reviews the existing methods of forming 3D face model. The algorithm for the formation of 3D face model from a single bitmap image and a set of individual 3D models have been proposed as well as the algorithm for forming different face angles with the calculated 3D face model aimed to create biometric vectors cluster. Operation results of the algorithm for face images formation from different angles have been presented
