Health insurance in Zaire
This study of health insurance systems in Zaire was carried out as part of a larger program of initiatives designed to improve the sustainability of health care systems and increase the health status of the Zairian population. This paper presents the objectives of the study and a discussion of the economic aspects of health insurance, background information about the health sector and health financing systems in Zaire and highlights of previous related work. The major motivations for this study were: (a) to provide information for the ongoing social sector adjustment dialogue in Zaire; and (b) to serve as a case study in the World Bank's Region Study of Health Finance. Specifically, the study sought to document different types of insurance systems in Zaire, and to conduct in-depth case studies of several schemes. The in-depth case studies presented in this report evaluate the design, management operational efficiency of four health insurance programs from both rural and urban areas. The case studies also attempt to analyze the effects of insurance on equity of access, utilization of health care services, and mobilization of financial resources for the health sector. From these analyses, the report draws conclusions about the advantages and disadvantages of health insurance programs as a means of financing health care services in Zaire, and suggests avenues for future research, policy, and programming initiatives.Health Monitoring&Evaluation,Insurance Law,Health Economics&Finance,Insurance&Risk Mitigation,Health Systems Development&Reform
Normative Judgments, \u27Deep Self\u27 Judgments, and Intentional Action
Sripada and Konrath (forthcoming) use Structural Equation Modeling techniques to provide empirical evidence for the claim that implicit and automatic inferences about people’s dispositions, and not normative judgments, are the driving cause behind the pattern of folk judgments of intentional action in Knobe’s (2003a) chairman case. However, I will argue that their evidence is not as strong as they claim due to the potential of methodological and statistical problems with the way they tested their model. After correcting for these problems, I show that even after accounting for the role of dispositional inferences, normative judgments are still playing a significant role in folk judgments of intentional action
Space station integrated propulsion and fluid systems study
The program study was performed in two tasks: Task 1 addressed propulsion systems and Task 2 addressed all fluid systems associated with the Space Station elements, which also included propulsion and pressurant systems. Program results indicated a substantial reduction in life cycle costs through integrating the oxygen/hydrogen propulsion system with the environmental control and life support system, and through supplying nitrogen in a cryogenic gaseous supercritical or subcritical liquid state. A water sensitivity analysis showed that increasing the food water content would substantially increase the amount of water available for propulsion use and in all cases, the implementation of the BOSCH CO2 reduction process would reduce overall life cycle costs to the station and minimize risk. An investigation of fluid systems and associated requirements revealed a delicate balance between the individual propulsion and fluid systems across work packages and a strong interdependence between all other fluid systems
Direct-write, focused ion beam-deposited,7 K superconducting C-Ga-O nanowire
We have fabricated C-Ga-O nanowires by gallium focused ion beam-induced
deposition from the carbon-based precursor phenanthrene. The electrical
conductivity of the nanowires is weakly temperature dependent below 300 K, and
indicates a transition to a superconducting state below Tc = 7 K. We have
measured the temperature dependence of the upper critical field Hc2(T), and
estimate a zero temperature critical field of 8.8 T. The Tc of this material is
approximately 40% higher than that of any other direct write nanowire, such as
those based on C-W-Ga, expanding the possibility of fabricating direct-write
nanostructures that superconduct above liquid helium temperaturesComment: Accepted for AP

Guiding Capital Sentencing Discretion beyond the Boiler Plate : Mental Disorder as a Mitigating Factor
In five decisions handed down on July 2, 1976, the United States Supreme Court held that the death penalty may be imposed for the crime of murder, so long as there are clear standards to guide the sentencing authority and the sanction is not imposed mandatorily. The authors examine the eighth amendment doctrinal framework used by the Court in the July 2 Cases, with particular reference to the requirement that individualized mitigating information be considered in the sentencing decision. Illustrating that requirement, they contend that mental disorder should be considered as a possibly mitigating factor and then suggest a standard by which the sentencing authority might evaluate evidence of mental disorders, particularly retardation and sociopathy
