Stewardship and Usefulness: Policy Principles for Information-based Transparency

This paper is a conceptual and empirical exploration of the tensions inherent in the drive to increase openness and transparency in government by means of information access and dissemination. The idea that democratic governments should be open, accessible, and transparent to the governed is receiving renewed emphasis through the combination of government reform efforts and the emergence of advanced technology tools for information access. Although these initiatives are young, they already exhibit daunting complexity, with significant management, technology, and policy challenges. A variety of traditional and emerging information policy frameworks offer guidance, while diverse research perspectives highlight both challenges to and opportunities for promoting information-based transparency. Early experience with Data.gov, a central component of the US Open Government Initiative, suggests that two fundamental information policy principles, stewardship and usefulness, can help guide and evaluate efforts to achieve information-based transparency. 1

Avances en gobierno electrónico: La conexión entre práctica, conocimiento e investigación

El gobierno digital es tanto un área de investigación como un campo de práctica. Nece - sita, por lo tanto, nuevos conocimientos e investigación para la innovación y la resolu - ción de problemas. Public management research: Towards relevance

Are public management researchers sufficiently addressing the contemporary challenges and changes in the real world of public management, including the challenges identified by public management practitioners themselves? If research is to be relevant for senior public managers, it should engage with these contemporary trends and challenges. The article thus raises some normative as well as analytical aspects of research. Research effort should place considerable weight on understanding and responding to the challenges articulated by public management practitioners. This will enable researchers and practitioners to navigate better the ‘swamp’ of complex and wicked problems, rather than be content with theory-building on the ‘high ground’. © 2010 Taylor & Francis
