    Probation and Monetary Sanctions in Georgia: Evidence from a Multi-Method Study

    Georgia leads the nation in probation supervision, which has been the subject of recent legislative reforms. Probation supervision is the primary mechanism for monitoring and collecting legal financial obligations (LFOs) from people sentenced in Georgia courts. This Article analyzes how monetary sanctions and probation supervision intersect in Georgia using quantitative data from the Department of Community Supervision as well as interviews with probationers and probation officers gathered as part of the Multi-State Study of Monetary Sanctions between 2015 and 2018. Several key findings emerge: (1) there is substantial variation between judicial districts in the amount of fines and fees ordered to felony probationers in Georgia, with fines and fees in rural areas much higher than those in urban areas; (2) probationers express fear of incarceration solely for lack of ability to pay; (3) probation officers consider collecting LFOs as a distraction from their true mission of public safety; and (4) both probationers and probation officers question the purpose, effectiveness, and fairness of monetary sanctions in Georgia. This Article concludes with a discussion of reforms to date and further options for reform based on the findings from this research

    Effects of social disruption in elephants persist decades after culling.

    BACKGROUND Multi-level fission-fusion societies, characteristic of a number of large brained mammal species including some primates, cetaceans and elephants, are among the most complex and cognitively demanding animal social systems. Many free-ranging populations of these highly social mammals already face severe human disturbance, which is set to accelerate with projected anthropogenic environmental change. Despite this, our understanding of how such disruption affects core aspects of social functioning is still very limited. RESULTS We now use novel playback experiments to assess decision-making abilities integral to operating successfully within complex societies, and provide the first systematic evidence that fundamental social skills may be significantly impaired by anthropogenic disruption. African elephants (Loxodonta africana) that had experienced separation from family members and translocation during culling operations decades previously performed poorly on systematic tests of their social knowledge, failing to distinguish between callers on the basis of social familiarity. Moreover, elephants from the disrupted population showed no evidence of discriminating between callers when age-related cues simulated individuals on an increasing scale of social dominance, in sharp contrast to the undisturbed population where this core social ability was well developed. CONCLUSIONS Key decision-making abilities that are fundamental to living in complex societies could be significantly altered in the long-term through exposure to severely disruptive events (e.g. culling and translocation). There is an assumption that wildlife responds to increasing pressure from human societies only in terms of demography, however our study demonstrates that the effects may be considerably more pervasive. These findings highlight the potential long-term negative consequences of acute social disruption in cognitively advanced species that live in close-knit kin-based societies, and alter our perspective on the health and functioning of populations that have been subjected to anthropogenic disturbance

    Parental culpability for juvenile delinquency has permeated social welfare thought and practice throughout U.S. history. This article presents a case study of one Midwestern municipality\u27s efforts to create a training school for parents as a remedy for delinquency in the 1940s. The case study illustrates how city leaders attempted to put theory about delinquency causation into practice by forging a collaborative intervention strategy among various community partners including public schools, social welfare agencies, and law enforcement. In light of the case study, this article examines historical and contemporary efforts to punish parents of juvenile delinquents

    Interim Report: Assessing the Future Landscape of Scholarly Communication

    The Center for Studies in Higher Education, with generous funding from the Andrew W. Mellon Foundation, is conducting research to understand the needs and desires of faculty for inprogress scholarly communication (i.e., forms of communication employed as research is being executed) as well as archival publication. In the interest of developing a deeper understanding of how and why scholars do what they do to advance their fields, as well as their careers, our approach focuses in fine-grained analyses of faculty values and behaviors throughout the scholarly communication lifecycle, including sharing, collaborating, publishing, and engaging with the public. Well into our second year, we have posted a draft interim report describing some of our early results and impressions ased on the responses of more than 150 interviewees in the fields of astrophysics, archaeology, biology, economics, history, music, and political science.Our work to date has confirmed the important impact of disciplinary culture and tradition on many scholarly communication habits. These traditions may override the perceived "opportunities" afforded by new technologies, including those falling into the Web 2.0 category. As we have listened to our diverse informants, as well as followed closely the prognostications about the likely future of scholarly communication, we note that it is absolutely imperative to be precise about terms. That includes being clear about what is meant by "open access" publishing (i.e., using preprint or postprint servers for scholarship published in prestigious outlets versus publishing in new, untested open access journals, or the more casual individual posting of working papers, blogs, and other non-peer-reviewed work). Our research suggests that enthusiasm for technology development and adoption should not be conflated with the hard reality of tenure and promotion requirements (including the needs and goals of final archival publication) in highly competitive professional environments

    THE TEXAS RICE INDUSTRY COALITION FOR THE ENVIRONMENT (R.I.C.E.): MAIN POINTS FROM SIX FOCUS GROUPS

    The Texas Rice Industry Coalition for the Environment (R.I.C.E.) was formed in February, 1995. Their stated mission is to build a coalition of interests to foster and strengthen relationships between the rice industry and the natural resources of our rice-producing area in Texas. In June, 1995, a series of six focus groups was conducted. These round table discussions involved two groups of producers (from the East Side and West Side of Houston), two groups of environmentalists in the Houston area, and two groups of non-farming Houstonians (adults and children). These focus groups were structured to elicit opinions from various viewpoints concerning the opportunities, challenges, and priorities of Texas R.I.C.E. The goal of the two producers focus groups conducted on the East Side and the West Side of Houston was to determine whether Texas R.I.C.E.'s activities were widely known and to ascertain producers' viewpoints on the coalition's priorities. Producers were agreed on their key concerns regarding compliance with environmental policy - they face a cost-price squeeze and therefore one-size-fits-all regulations are particularly burdensome. Water quality and quantity were most often mentioned as key factors in the continued viability of the rice industry in Texas. Producers recognize the natural synergy between rice production and waterfowl habitat enhancement, yet they are concerned because waterfowl habitat places increased demands on scarce water. Rice producers are concerned about the public being largely ignorant and uninterested in the environmental benefits of rice production, and they endorsed two-way education between rice producers and environmentalists. No clear consensus emerged in the focus group discussions about the role for Texas R.I.C.E. in lobbying. Some rice producers see education and lobbying as conflicting activities and would prefer for Texas R.I.C.E. to focus on education. Others were positive about collaborative opportunities between rice producers' lobbyists and environmental interest groups' lobbyists. The two environmental focus groups were a mix of bird-watchers, hunters, hikers and conservationists. These environmentalists had a good idea of where rice is grown in Texas and knew that rice production is declining in the state. Their major concerns about the environmental effects from rice production were water usage and water quality, agri-chemical runoff, food and habitat for migratory birds, and trade-offs concerning wetlands. In sum, they appreciated that rice production makes a positive contribution to waterfowl habitat. They were concerned that lost Texas rice acreage will be replaced with urban land uses, thus reducing wildlife habitat benefits. They viewed rice production as being environmentally friendly compared with other types of agricultural production, such as cotton farming. They were favorably impressed that rice producers were taking the initiative to form a coalition. They were anxious to work collaboratively and offered several concrete suggestions about forums and issues for educational campaigns. They suggested that consumptive and non-consumptive users of wildlife habitat (such as hunters and bird-watchers, respectively) should compensate private landowners for allowing access. They acknowledged problems with adversarial attitudes going both ways between environmentalists and rice producers; they brainstormed about how Texas R.I.C.E. could help break down barriers. The general public adult focus group, comprised of non-farming Houstonians, established a general interest and awareness concerning rice production. However, the Houstonians participating in this focus group were uninformed about the waterfowl habitat benefits associated with rice production. They offered positive endorsement of the Texas R.I.C.E. effort and expressed sincere (and specific) interests in educational programming. The general public children focus group included several children from the Clear Lake area south of Houston. These children exhibited a natural inquisitiveness and concern regarding the environment and food safety. They were largely ignorant of commercial agriculture, excepting several recollections of "visits to relatives' farms."     Building A High-Quality Early Childhood System of Leadership and Teaching Practice

    This document serves as the Year 5 Annual report for the Building a High-Quality Early Childhood System of Leadership and Teaching Practice initiative ("the initiative"). Data summary reports with feedback on individual trainings throughout the year (e.g., Kindergarten Academy, trainings geared toward childcare providers and trainings related to COVID and better utilization ofthe OWL curriculum) are available in Appendix 1.The University of Mississippi's Center for Research Evaluation (CERE) serves as the external evaluator for the initiative. CERE evaluated the first three-year cycle of the initiative (December 2016-November 2019) and is now evaluating the three-year continuation (December 2020- November 2023; thus, we are referring to this second year of the second three-year cycle as "Year 5"). The initiative aims to change the landscape of early childhood education across the state of Mississippi by training educators across all levels and roles about evidence-based teaching for early childhood. The initiative's focus is not only on educators gaining knowledge, but also on their implementation of what they have learned in their districts, schools, and classrooms. Thus, the evaluation aims to determine the extent to which (1) participants learned from the initiative's trainings and other activities, (2) participants implemented what they learned and (3) students' literacy increased. At a higher level, the evaluation considers what training or participant characteristics impact these outcomes

    Collective Thinking for Extension Practice: A Time and Place for World Café

    World café (WC) is a structured methodology that provides an opportunity for collective thinking through open dialogue. The WC concept affords the opportunity for individuals to engage in the sharing of ideas and knowledge. Participants rotate through timed discussions on different themes with different groups of individuals, providing for an intermixing of ideas. Facilitators benefit from accessing dialogue output and ideas related to chosen topics of discussion as a result of collective input. Extension professionals should consider WC for increasing communication and generating shared knowledge. Our approach to WC was implemented at the 2016 National Health Outreach Conference

    One of the most overlooked populations in any community is the homeless. However, this population is still a very important part of any community. This population can be valuable to the community if given the correct resources. Therefore, it is important for communities to be cognizant of the homeless population present in the area so that they can make informed decisions on policies that pertain to this population and the allocation of resources. It is the purpose of this study to not only attempt to count the total homeless population but also observe and evaluate the resources present to the homeless in Farmville and the surrounding areas. This project was done in close cooperation with STEPS in Farmville, which provides multiple services for the homeless population. Hopefully, this study can also help raise awareness for this population present in our community
