Knowledge is defined one of the fundamental resources for development, competitiveness and power of firms, industrial clusters and regions. Their competitiveness and development have a strong relationship with their ability to create, absorb and utilize knowledge and to learn, i.e. their cognitive capabilities. This thesis is focused on clusters as cognitive and learning systems. Clusters are the agglomerations where collective learning may take place. New knowledge is created and shared within the clusters' knowledge networks. Knowledge networks and cognitive communities as a part of these networks are seen as the significant topics in the literature to explain both the cognitive processes in firms, in industrial clusters and between industrial clusters. The main aim of the thesis is to explore the creation, absorption and transfer of knowledge in networks and cognitive communities in industrial clusters based on different technologies. To achieve this aim two empirical studies on different clusters with different technologies have been elaborated. The first one is an ICT cluster in METUTech and the second one is agricultural tools and machinery cluster in Konya. The data for the analysis collected through two different types of questionnaire, firm questionnaire and employee questionnaire. The first questionnaire is realized with producer firms in those sectors. The second questionnaire is conducted with the engineers. The data acquired from the questionnaire were evaluated based on descriptive analysis, correlation and social network analysis. Local responses to urban redevelopment projects: The case of Beyoglu, Istanbul

Urban redevelopment projects became the primary mechanisms of neoliberal urban policies in Istanbul. By analyzing the urban redevelopment projects of Beyoglu and the responsive practices of local actors, this paper highlights the role of community organizations in resisting and challenging the state's urban planning policies. A collaboration among local citizens, civil society institutions, and community organizations of the case study area formed the Beyoglu Neighborhood Associations Platform and searched for opportunities to reproduce neoliberal priorities and policies

Urban and Regional Planning in Turkey

This book presents an overview of urban and regional planning in Turkey. It discusses the fundamental topics and contemporary issues in the field. The book is organized in two parts and it includes 14 chapters. Chapter 1 is designed as an introduction defining the framework of urbanisation in Turkey, and the evolution of urban planning providing a background for the remaining chapters. In Part I, contemporary issues of urban and regional planning in Turkey are covered (i.e., new route taken by regional planning, the role of the planner in the process of shaping the urban form of Turkish cities, the specific features of Turkish city centres, large-scale public investments and their effects on urban areas, urban growth of Turkish cities from an urban morphological viewpoint, and problems and recent planning discussions related to the conservation of archaeological heritage). The challenges faced by urban and regional planning in Turkey are discussed in Part II (i.e., major challenges in residential transformation, excess housing production and the future of housing markets, challenges posed by increasing (global) immigration and refugees, challenges due to integration of a resilience thinking framework into the planning systems, development and planning activities of settlements in hazard prone areas, and the current state of climate policy and governance). In the concluding chapter an overall assessment of the contemporary issues and challenges for urban and regional planning in Turkey is made with special emphasis on the last 15 years of the country. Discussions on the case of Turkey could be useful examples both for developed and developing countries

Evaluation of the Issues and Challenges in Turkey’s Urban Planning System

This concluding chapter focuses particularly on the period, which starts with the 2002 general elections, covering almost the last 15 years of the country. In this period, Turkish cities have experienced significant spatial and social transformations. This raises a number of issues and challenges for urban and regional planning in Turkey. The current urban and regional planning agenda worldwide covers dozens of topics. For Turkey, three issues have become prominent: (i) actors (and institutions) other than planners (and planning) that have control capacity in the production and transformation of the built environment, and adverse effects of their actions on the integrity of urban plans and the control capacity of urban planning, (ii) the need to achieve resilient, safe, and sustainable urban environments, and (iii) consequences of population growth and the spatial expansion of cities as well as the problems stemming from the current efforts at urban transformation. Some cross-cutting issues and significant points among the chapters of the book are emphasised in this chapter. The Turkish case provides useful examples and fruitful discussions for international readers from developed and developing countries

Bu çalışma, okuyucuya kentsel planlama alanının temel kavramlarını, konularını ve güncel tartışmalarını meslek alanının çok yönlülüğünü yansıtacak biçimde ve olabildiğince sade bir dilde sunmayı amaçlamaktadır. Ülkemizde 55 yılı aşkın bir geçmişe sahip kentsel planlama eğitimine ve yirmiden fazla planlama okulunun varlığına rağmen kentsel planlama alanına ilişkin Türkçe kaynak sıkıntısı devam etmektedir. Bu kitapla hem bu alanda Türkçe olarak verilmiş eserlerin çeşitlenmesine hem de kentsel planlama meslek alanının tanıtımına katkı sağlamak hedeflenmektedir
