The article is devoted to the analysis of liberal reforms of Alexander II. A special place is given to the development of parliamentarism, the creation of an effective system of independent financial control. The retrospective view in the era of Alexander II is compared with the analysis of modern liberal transformations. And this comparison, alas, is not in favor of the current liberal reformers. The effectiveness of the transformation initiated by Alexander II, confirmed by time. Инновации и уровень жизни населения регионов России

The article reveals the main directions of the state policy of regional development of Russia. It is concluded that, despite the measures taken, the adoption of regulatory legal documents of strategic importance, the horizon of innovative development of the subjects of the Russian Federation today continues to remain uncertain: significant socio-economic differences do not decrease, but increase, problems remain in regional and intraregional labor markets, disparities in the standard of living of the population of the regions increase. It is proved that innovations do not automatically improve the quality of life of the population of regions. To this end, a scientifically sound strategy for the integrated development of the subjects of the Russian Federation is needed.В статье раскрываются основные направления государственной политики регионального развития России. Делается вывод, что, несмотря на предпринимаемые меры, принятие нормативных правовых документов стратегической важности, горизонт инновационного развития субъектов Российской Федерации на сегодняшний день продолжает оставаться неопределенным: не снижаются, а возрастают существенные социально-экономические различия, сохраняются проблемы на региональных и внутрирегиональных рынках труда, усиливаются диспропорции уровня жизни населения регионов. Доказывается, что инновации не ведут автоматически к улучшению качества жизни населения регионов. В этих целях необходима научно обоснованная стратегия комплексного развития субъектов Российской Федерации

Стоматологическая практика как вид экономической деятельности: понятийный аппарат и контент в условиях цифровой конкуренции

The necessity of actualization the concepts in part of stomatological practice in a changing economic paradigm is substantiated. A conceptual apparatus has been developed that reflects the role, place and functionality of dental practice in the economy of our country. The semantic load of the specified categories corresponds to the prevailing economic conjuncture and established norms of economic practice. The use of specified categories in professional activities will allow scientists and practitioners to avoid misunderstandings, to achieve mutual understanding regarding the interpretation of organizational, economic, regulatory, medical, dental, and other aspects of the studied type of activity. Right arrangement of content will contribute to the intensive development of dental practice and the solution of priority tasks in terms of its regulation.Обоснована необходимость актуализации понятийного аппарата в части стоматологической практики в условиях смены экономической парадигмы. Разработан понятийный аппарат, отражающий роль, место и функционал стоматологической практики в экономике нашей страны. Смысловая нагрузка уточненных категорий соответствует сложившейся экономической конъюнктуре и устоявшимся нормам хозяйственной практики. Использование уточненных категорий в профессиональной деятельности позволит ученым и практикам избежать разночтений, достигнуть взаимопонимания в части толкования организационно-экономических, нормативно-правовых, медико-стоматологических, иных аспектов исследуемого вида деятельности. Правильная расстановка контента будет способствовать интенсивному развитию стоматологической практики и решению первоочередных задач в части ее регулирования

КЛАССИФИКАТОР УСЛУГ В ОБЛАСТИ СТОМАТОЛОГИЧСКОЙ ПРАКТИКИ: НОРМАТИВНО-ПРАВОВЫЕ ОСНОВЫ И КЛИНИКО-ЭКОНОМИЧЕСКИЙ КОНТЕНТ

The necessity of developing a classifier of services in the field of dental practice is substantiated. The positions of the Nomenclature of Medical Services were systematized and a classifier of services in the field of dentistry was developed, which is distinguished by uniqueness, universality, stability, flexibility, and comparability with OKPD. The results of testing the developed classifier in the format of the clinical and economic protocol are presented, its practical significance and feasibility of use in dental practice are proved.Обоснована необходимость разработки классификатора услуг в области стоматологической практики. Выполнена систематизация позиций Номенклатуры медицинских услуг и разработан классификатор услуг в области стоматологии, отличающийся уникальностью, универсальностью, стабильностью, гибкостью, сопоставимостью с ОКПД. Представлены результаты апробации разработанного классификатора в формате клинико-экономического протокола, доказана его практическая значимость и целесообразность использования в стоматологической практике

Организационно-экономический механизм функционирования стоматологической клиники

The necessity of updating the organizational and economic mechanism of the functioning of the dental clinic in accordance with the requirements of the contemporary economic situation and the rules of the existing dental practice is substantiated. Studies have been carried out on the subject of identifying and the possibility of using effective tools as part of mechanisms operating in related industries and areas of economic activity in dental practice. The most rational methods and techniques for constructing a rational mechanism were selected, its structural model and content were developed. The results of testing the developed mechanism are presented, its practical significance and feasibility of use in dental practice are proved.Обоснована необходимость актуализации организационно-экономического механизма функционирования стоматологической клиники в соответствии с требованиями современной экономической конъюнктуры и правилами сложившейся стоматологической практики. Выполнены исследования на предмет выявления и возможности применения эффективного инструментария в составе действующих в родственных отраслях и сферах экономической деятельности механизмов в стоматологической практике. Выбраны наиболее рациональные методы и приемы построения рационального механизма, разработана его структурная модель и контент. Представлены результаты апробации разработанного механизма, доказана его практическая значимость и целесообразность использования в стоматологической практике

Calculation and Construction of Load Diagrams and Static Characteristics of Multi-Motor Electric Drive System Using Methods of Equivalent Forces and Reduced Moments

This paper includes the calculations and construction of load diagrams and static characteristics of individual mechanisms of a mining combine, which form a combined multi-motor electric drive system, using methods of equivalent efforts and reduced moments. The operating forces of idle and on-load mechanisms are calculated, operation time intervals and a complete working cycle are determined. The load diagrams of mechanisms are constructed and their kinematic diagrams are designed. Based on the calculations made, asynchronous motors with a short-circuit rotor, which have the closest power values and are suitable in terms of voltage and operating mode, were selected from the catalogue. The gear reduction ratio is calculated, static resistance moments and operating speeds to the motor shaft are specified. The static characteristics of the most powerful electric motor of a mining combine - effector - are formulated

Пленочные материалы на основе полиэтилена с наночастицами кремния и карбида кремния

Polyethylene films containing 0.1-1.5% of mass of n-SiС and n-Si nanoparticles have been produced by the extrusion method. Using the spectral analysis method, it was found that the obtained films absorb UV radiation in the range 200-400 nm, which is harmful to organic substance. The average particle sizes and the quality of their dispersion in the films were determined by X-ray diffraction analysis. Using differential scanning calorimetry and physical and mechanical tests, it was found that nanoparticles did not affect the formation of the internal structure of the matrix polyethylene. The degree of crystallinity, the melting point and crystallization remain unchanged. The properties of the film surface, studied by the tribological, triboelectric methods and the determination of the wetting angle, remain constant and do not differ from the properties of PE films with nanoparticle content 0.1-1%. At 1.5% n-SiC content, a change in the surface microrelief is diagnosed, leading to a slight increase in the friction coefficient of the films. The polyethylene films filled with n-SiС and n-Si obtained in this work are recommended for use as UV protective coatings for various purposes.В настоящей научно-исследовательской работе экструзионным способом были получены полиэтиленовые пленки, содержащие 0,1-1,5% (мас.) наночастицы n-SiС и n-Si, полученные плазмохимическим методом. С помощью спектрального метода анализа установлено, что полученные пленки поглощают УФ-излучение в диапазоне 200-400 нм, губительное для органической материи. Методом рентгеноструктурного анализа были определены средние размеры частиц и качество их диспергирования в пленках. Методами дифференциальной сканирующей калориметрии и физико-механических испытаний установлено, что наночастицы не влияют на формирование внутренней структуры полиэтилена (ПЭ) матрицы. Степень кристалличности, температуры плавления и кристаллизации остаются неизменными. Свойства поверхности пленок, исследуемые трибологическими, трибоэлектрическими методами и определением краевого угла смачивания, остаются постоянными и не отличаются от свойств ПЭ-пленок при содержании наночастиц от 0,1 до 1%. При 1,5% содержании n-SiС диагностируется изменение микрорельефа поверхности, приводящее к небольшому росту коэффициента трения пленок. Полученные в работе наполненные n-SiС и n-Si полиэтиленовые пленки рекомендуются для использования в качестве УФ защитных покрытий различного назначения

Evaluation of genetic variability and distances among five Iranian native chicken populations using RAPD markers

Genetic variability was studied on five Iranian native chicken populations using Random Amplified Polymorphism DNA (RAPD) markers. The purpose of this study was for the analysis of variation within and between Iranian native chicken populations and for the reconstruction of a phylogenetic tree for these populations using the RAPD marker assay. The populations surveyed were from five provinces including Mazandaran (MZD), Isfahan (ISF), Yazd (YZD), Fars (FRS) and West Azerbaijan (WAZ). On the base of results of this study, the FRS and MZD populations had the highest genetic distance (0.182) and the FRS and ISF populations the lowest one (0.066). The YZD and MZD populations had the highest (0.208) and lowest (0.156) within-population genetic diversity. The phylogenetic tree was reconstructed on UPGMA method and showed two main separated groups. The ISF and FRS populations were first clustered into one group and, then, were clustered into a larger group with YZD and WAZ. Another consists MZD population was clustered separately from this group. This study showed that RAPD technique is an useful tool for evaluation of genetic variation among domesticated animals
