    Methodical Approach to Determining the Cost of Using the Armed Forces

    In the Armed Forces of Ukraine, work continues to improve the efficiency of defense planning and management of defense resources. The algorithm of defense planning for the development of the Armed Forces of Ukraine, step by step, uses the results of the analysis of the experience of the leading countries of the world, which have moved from defense planning based on threats to defense planning, focused on the acquisition by troops (forces) of the capabilities necessary to fulfill the tasks assigned to them. The list of tasks of the Armed Forces of Ukraine is determined on the basis of probable scenarios of their use. One of the key points in the effective planning of the use of the Armed Forces according to the corresponding scenario is a real and reasonable determination of the amount of necessary defense resources (human, logistical, financial). At the present stage of transformation of the defense planning system to NATO standards, as well as the application of the planning method based on capabilities in the General Staff of the Armed Forces of Ukraine, it is necessary to improve the existing methodological approaches to determine the needs for defense resources for the use of the Armed Forces of Ukraine according to certain scenarios of their use. Also, an urgent task today is the need to assess the sufficiency of the real economic and temporary capabilities of the state to ensure the use of the Armed Forces for the scenarios of their use determined by it. The general algorithm for assessing the cost of defense resources for the use of the Armed Forces of Ukraine in conflicts of varying intensity should take into account the economic realities of the development of the country's national economy. In the article, the authors proposed their views on improving the existing approaches to calculating the amount of necessary defense resources, the procedure and content of assessing their cost according to the corresponding scenarios for the use of the Armed Forces in order to further assess the economic capabilities of the state to provide them. The main results of the article are the procedure for assessing the cost of fulfilling the tasks assigned to the Armed Forces of Ukraine and the cost of conducting hostilities of varying intensity, as well as the general algorithm for making calculations

    Logical-linguistic Model of Condition Assessment Military and Economic Security of the State

    Modern trends in the development of the theory and practice of the formation of the national interests of the state and the assessment of the state of their security show that one of the defining elements of the modern security environment for any country is the state of development of its military and economic components. The close connection of these two components of Ukraine's national security allows them to be combined into a single concept â€“ the military-economic security of the country. Today, military-economic security can be considered as the state of protection of the national economy of the country from external and internal threats, in which it is able to meet the economic needs of a military organization for its construction, maintenance and development in order to ensure the necessary level of protection of the national interests of Ukraine as a whole. In the article, the authors present one of the possible approaches to assessing the state of the country's military-economic security in the presence of an indefinite set of input and output parameters using the method of fuzzy sets and a logical-linguistic approach. The application of this approach will make it possible to form general assessments of the state of the military-economic security of the state in order to make appropriate managerial decisions on its further development, as well as the use of fuzzy set theory during the assessment will make it possible to correlate the sensitivity and stability of the decisions made to possible changes in the input data

    Methods of Assessing the Ability of the National Economy to Ensure A Sufficient Level of State Military Security

    Today there are many contradictory views on the possibility of assessing the relationship between indicators of the level of military security of the state and indicators of its resource security, which characterize the state of the national economy, but there is no clear consistent approach to this task. Therefore, the method proposed by the authors in the article is a sequence of actions that should allow assessing the level of military security of the state for a certain planned time or period of its formation based on assessments of the state or level of security of various resources and their components. Based on the results of the received practical calculations, practical recommendations and proposals are formed, which will be taken into account for the next planning period of formation of the required level of military security of the state, taking into account assessments of the national economy's ability to provide this level. The methodology is intended for use by specialists of defense planning at the strategic level during medium-term and long-term defense planning, as well as specialists in the economic sphere, who are involved in determining and forecasting the level of military and economic security of the state. Based on the results of using the methodology, it is planned to reasonably determine or clarify the indicators of the required level of development of the national economy in the direction of resource provision of military security of the state at the planned time (period) of assessment during medium and long-term defense planning; to assess the levels of resource capacity of the national economy at a given time of assessment and planning period; reasonably, effectively adjust the indicators of the level of military security of the state and resource security for the components of the national economy for a certain period of time (period); determine the sensitivity of the obtained estimates to possible changes in the input data and characterize the stability of decisions based on the obtained estimates
