A mobile app for citizen participation

Mobile apps for urban participation are a rather new development. The literature provides certain potentials of mobile apps in this context, as well of mobile participation (m-participation) in general. While developing a mobile app for the specific purpose of geo-referenced, instant polling in urban development contexts, the question rose: is m-participation different from e-participation or face-to-face participation? As there is not much empirical data available yet on m-participation, initial research focused on who are the users and how do they use mobile apps. As the urban development context emphasises the interaction between (public) institutions and civil society, it was of additional interest to learn not who are the civil society users – but also who are the people in public institutions that would use a mobile app? From an urban planning and participation research perspective, the paper addresses potentials and challenges of introducing smart phones and tablets. The preliminary findings from an ongoing research project that are presented in this article also raise the question to what extent findings from research on face-to-face participation are related to e-participation and mobile participation

Strategische Beteiligung an der Stadtteilentwicklung: Mittelfristige Wirkungen von Planungszellen im Bund-Länder-Programm Soziale Stadt

Planungszellen wurden in den 1970er Jahren konzipiert, als eine Methode, in der zufällig ausgewählte Anwohner/innen über ein zuvor festgelegtes Thema diskutieren, kurze Expertenbeiträge hören, diese mit Vertretern aus Politik, Verwaltung und Wirtschaft erneut diskutieren und ihre abgestimmten Diskussionsergebnisse in einem Gutachten veröffentlichen (Dienel 1978). Drei mal zwei Planungszellen wurden im Rahmen des Bund-Länder-Programms Soziale Stadt in der Anfangsphase des Berliner Quartiersmanagements (1999/2000) durchgeführt. Im folgenden Text werden diese drei Anwendungsbeispiele in ihrem jeweiligen Kontext untersucht sowie Wirkungen dieser Anwendungen beschrieben und analysiert

Evaluation von Beteiligung als Theorie-Praxis-Aufgabe

Beteiligung an stadtplanerischer Ideenfindung und Entscheidung soll Wirkungen erzielen, aber welche? Ein Blick in die umfangreiche Literatur zeigt, dass es ganz unterschiedliche sein können. Lange Zeit ging es vor allem um die gute Durchführung von Beteiligungsmethoden und -verfahren, seit den 1990er Jahren vermehrt auch um eine Standardisierung von Methoden, Verfahren und Kriterien. Wie können aber Wirkungen nachgewiesen werden, wie können sie gemessen werden? Darum geht es im folgenden Beitrag. Als Wirkungen werden hier messbare und nicht messbare, gewollte und ungewollte Effekte von Beteiligungsmethoden und -verfahren verstanden. Die quantitative bzw. qualitative Erfassung und Bewertung der Wirkungen von Beteiligungsmethoden und -verfahren (Evaluation), um die es im Folgenden gehen soll, beinhaltet in der Regel eine kausalorientierte Bewertung eines Objekts (Bussmann 1997: 3)

Co-operatives and climate protection: housing co-operatives in Germany

This chapter focuses on the role of the co-operative model in promoting environmental protection, focusing on the experience of German housing co-operatives. It offers case studies of three housing co-operatives: Spar-und Bauverein Hannover eG (Hanover); Weiberwirtschaft eG (Berlin) and Möckernkiez eG (Berlin). The chapter argues that co-operatives offer great potential for climate protection activities at the local level, because their democratic structures facilitate participation and solidarity, and should be viewed as potential partners in pursuing environmental change by political, economic, and civil society groups

Warum Partizipation? : Einige Überlegungen am Beispiel der Umweltdebatte

Theorie und Praxis der Partizipation stehen in sehr unterschiedlichen Traditionen und Diskussionszusammenhängen. Die Frage, was unter Partizipation zu verstehen ist, wird je nach historischer Phase, gesellschaftlichem Bereich, Politikfeld und Zielstellung unterschiedlich beantwortet; dabei spielen zeitgenössische gesellschaftspolitische Entwicklungen eine große Rolle. Es ist daher nicht verwunderlich, dass sich Inhalte und Formen von Partizipation auch im Kontext der Umweltdebatte über die Jahrzehnte verändert haben - und weiterhin verändern werden, sollen sie den Herausforderungen der Zukunft gerecht werden
