Two-Body B Meson Decays to η and η': Observation of B → η'K
In a sample of 6.6×10^6 produced B mesons we have observed decays B→η′K, with branching fractions B(B^+→η′K^+) = (6.5_(-1.4)^(+1.5)±0.9)×10^(-5) and B(B^0→η′K^0) = (4.7_(-2.0)^(+2.7)±0.9)×10^(-5). We have searched with comparable sensitivity for 17 related decays to final states containing an η or η′ meson accompanied by a single particle or low-lying resonance. Our upper limits for these constrain theoretical interpretations of the B→η′K signal
CP Violation and Strong Phases from Penguins in Decays
We calculate direct CP-violating observables in charged decays
arising from the interference of amplitudes with different strong and CKM
phases. The perturbative strong phases develop at order from
absorptive parts of one-loop matrix elements of the next-to-leading logarithm
corrected effective Hamiltonian. CPT constraints are maintained. Based on this
model, we find that partial rate asymmetries between charge conjugate
decays can be as high as 15-30\% for certain channels with branching ratios in
the range. The small values of the coefficients of angular
correlations, which we calculated previously to be of order , are not
significantly degraded by the strong phases. The charge asymmetries of rates
and angular distributions would provide unambiguous evidence for direct CP

Meson Decay Constants from Isospin Mass Splittings in the Quark Model
Decay constants of and mesons are estimated within the framework of a
heavy-quark approach using measured isospin mass splittings in the , ,
and states to isolate the electromagnetic hyperfine interaction between
quarks. The values MeV and MeV are
obtained. Only experimental errors are given; possible theoretical ambiguities,

Phenomenological Determination of the Beauty Meson Decay Parameter and the CP-Violating Angle
We fit the -matrix to all recent data with the following free
parameters: three mixing angles, the CP-violating angle in the Maiani
parametrisation, the top quark mass , and the product f_B{\cal
B}_{\B}^{1/2}, where is the -meson decay parameter and {\cal
B}_{\B} is the bag parameter. Our fits span a contiguous region in the
(f_B{\cal B}_{\B}^{1/2},\ \cos\delta)--plane, limited by 0.117\lsim f_B{\cal
B}_{\B}^{1/2}/{\rm GeV}\lsim 0.231 and --0.95 \lsim \lsim
0.70. The parameters f_B{\cal B}_{\B}^{1/2} and are strongly

Testing the Standard Model and Schemes for Quark Mass Matrices with CP Asymmetries in B Decays
The values of and , where and
are angles of the unitarity triangle, will be readily measured in a B
factory (and maybe also in hadron colliders). We study the standard model
constraints in the plane. We use the results
from recent analyses of and which take into account
heavy quark symmetry considerations. We find and
most likely \sin (2 \beta) \roughly{>} 0.6, and emphasize the strong
correlations between and . Various schemes
for quark mass matrices allow much smaller areas in the plane. We study the schemes of Fritzsch, of Dimopoulos, Hall and
Raby, and of Giudice, as well as the ``symmetric CKM'' idea, and show how CP

Determination of the Michel Parameters rho, xi, and delta in tau-Lepton Decays with tau --> rho nu Tags
Using the ARGUS detector at the storage ring DORIS II, we have
measured the Michel parameters , , and for
decays in -pair events produced at
center of mass energies in the region of the resonances. Using
as spin analyzing tags, we find , , , , and . In addition, we report
the combined ARGUS results on , , and using this work

Model of the Quark Mixing Matrix
The structure of the Cabibbo-Kobayashi-Maskawa (CKM) matrix is analyzed from
the standpoint of a composite model. A model is constructed with three families
of quarks, by taking tensor products of sufficient numbers of spin-1/2
representations and imagining the dominant terms in the mass matrix to arise
from spin-spin interactions. Generic results then obtained include the familiar
relation , and a less frequently
seen relation . The magnitudes of
and come out naturally to be of the right order. The phase in

Determination of the Michel Parameters and the tau Neutrino Helicity in tau Decay
Using the CLEO II detector at the storage ring CESR, we have
determined the Michel parameters , , and in decay as well as the tau neutrino helicity parameter
in decay. From a data sample of
tau pairs produced at , using events of
the topology and , and the determined sign of , the combined
result of the three samples is: , , , and
. The results are in agreement with

A Measurement of the Decay Asymmetry Parameters in \Xi_{c}^{0}\to \X^{-}\pi^{+}
Using the CLEO II detector at the Cornell Electron Storage Ring we have
measured the decay asymmetry parameter in the decay . We find , using the world average value of
we obtain . The physically allowed range of a decay
asymmetry parameter is . Our result prefers a negative value:
is at the 90% CL. The central value occupies the
middle of the theoretically expected range but is not yet precise enough to

Study of Charmless Hadronic B Meson Decays to Pseudoscalar-Vector Final States
We report results of searches for charmless hadronic B meson decays to
pseudoscalar(pi^+-,K^+-,Pi^0 or Ks^0)-vector(Rho, K* or Omega) final states.
Using 9.7 million BBbar pairs collected with the CLEO detector, we report first
observation of B^- --> Pi^-Rho^0, B^0 --> Pi^+-Rho^-+ and B^- --> Pi^-Omega,
which are expected to be dominated by hadronic b --> u transitions. The
measured branching fractions are (10.4+3.3-3.4+-2.1)x10^-6,
(27.6+8.4-7.4+-4.2)x10^-6 and (11.3+3.3-2.9+-1.4)x10^-6, respectively.
Branching fraction upper limits are set for all the other decay modes
